我國高等教育評估中介組織發(fā)展的問題與對策研究

【摘要】:《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》明確提出,“以轉(zhuǎn)變政府職能和簡政放權(quán)為重點,深化教育管理體制改革,提高公共教育服務(wù)水平”,“促進(jìn)管辦評分離,形成政事分開、權(quán)責(zé)明確、統(tǒng)籌協(xié)調(diào)、規(guī)范有序的教育管理體制!眹H教育運動的發(fā)展以及我國經(jīng)濟、政治、教育體制的改革要求加快建設(shè)高等教育評估中介組織。然而當(dāng)前,我國教育評估中介組織理論研究與實踐探索都很薄弱,難以滿足現(xiàn)實需求。因此,推進(jìn)教育評估中介組織的發(fā)展,鼓勵社會中介機構(gòu)對高等學(xué)校學(xué)科、專業(yè)、課程等水平和質(zhì)量進(jìn)行評估是推動我國高等教育發(fā)展的一項重要內(nèi)容。 文章共分5章。第1章為緒論,介紹了論文選題的目的及研究意義,對國內(nèi)外相關(guān)文獻(xiàn)進(jìn)行了綜述,指出全文的主要內(nèi)容和研究方法,并提出本文創(chuàng)新點。第2章對高等教育評估中介組織相關(guān)概念和理論基礎(chǔ)進(jìn)行概述。第3章重點分析了當(dāng)前我國高等教育評估中介組織發(fā)展現(xiàn)狀及存在的問題,并認(rèn)真分析問題出現(xiàn)的成因。第4章是全文的重點,以治理理論為理論基礎(chǔ),以管辦評相分離為突破口,提出我國高等教育評估中介組織發(fā)展的完善對策。第5章結(jié)論,總結(jié)了本文的研究內(nèi)容。 本文在國內(nèi)外相關(guān)研究基礎(chǔ)之上,運用參考文獻(xiàn)法、案例研究法,以治理理論為基礎(chǔ),以管辦評逐步分離的教育管理體制為突破口,具有創(chuàng)新性,通過構(gòu)造我國高等教育評估中介組織內(nèi)、外部框架來完善我國高等教育評估中介組織的建設(shè)。
[Abstract]:The outline of the National medium- and Long-Term Education Reform and Development Plan 2010-2020 clearly states: "to deepen the reform of the educational management system and improve the level of public education service by focusing on the transformation of the functions of the government and the decentralization of government power," and "to promote the separation of administrative and administrative grades." Form the separation of government and affairs, clear powers and responsibilities, overall coordination, standardized and orderly educational management system. " The development of the international education movement and the reform of China's economy, politics and education system require the construction of higher education evaluation intermediary organizations. However, the theoretical research and practical exploration of educational evaluation intermediary organization in China are very weak and difficult to meet the actual needs. Therefore, promoting the development of educational evaluation intermediary organizations and encouraging social intermediary organizations to evaluate the level and quality of subjects, specialties and courses in institutions of higher learning is an important content to promote the development of higher education in China. The article is divided into five chapters. The first chapter is the introduction, which introduces the purpose and significance of the thesis, summarizes the relevant literature at home and abroad, points out the main contents and research methods of the full text, and puts forward the innovative points of this paper. Chapter 2 summarizes the related concepts and theoretical basis of higher education evaluation intermediary organization. The third chapter focuses on the analysis of the current development of higher education evaluation intermediary organizations in China and the existing problems, and seriously analyzes the causes of the problems. Chapter 4 is the focal point of the paper. Based on the theory of governance and the separation of management and evaluation, the author puts forward the perfect countermeasures for the development of the intermediary organization of higher education evaluation in our country. Chapter 5 concludes the research content of this paper. Based on the relevant research at home and abroad, this paper uses the reference method, the case study method, the governance theory as the foundation, takes the education management system which is gradually separated by the management and evaluation as the breakthrough, has the innovation, By constructing the internal and external framework of the intermediary organization of higher education evaluation in our country, we can perfect the construction of the intermediary organization of higher education evaluation in our country.
