【摘要】：中華民族是一個有著濃重保密傳統(tǒng)的民族，中國是保密文化興盛的國度。在國家大力推行信息公開的大背景下，保密工作的重要性同樣不容小覷。高校承擔(dān)著高層次人才的培養(yǎng)和科學(xué)研究的重大使命。雖然有關(guān)高校信息公開與保密的相關(guān)聯(lián)系已經(jīng)明顯引起了國內(nèi)外學(xué)者的足夠重視,并產(chǎn)生了一系列的研究成果,但對于《高等學(xué)校信息公開辦法》和2010年頒布的新《中華人民共和國保守國家秘密法》的協(xié)調(diào)實施的相關(guān)研究還涉及甚少。為此,在目前有關(guān)高校信息公開中對于具體的配套制度的專門研究較少的情況下,本文試圖對高校信息公開制度的關(guān)鍵機制——高校信息保密制度的構(gòu)建和運行進(jìn)行系統(tǒng)梳理,并提出監(jiān)督機制和評估辦法。本文以高校信息的保密制度為主體研究內(nèi)容,結(jié)合《政府信息公開條例》、《高等學(xué)校信息公開辦法》、《教育部政府信息公開保密審查規(guī)范（試行）》和新《保密法》等相關(guān)法律法規(guī)和相關(guān)文獻(xiàn)資料展開研究和闡述。分析了保密工作在高校信息公開工作中存在的不足,同時探究了高校信息保密制度的具體構(gòu)建、運行與評估辦法,最終提出了完善我國高校信息保密制度的構(gòu)想。 全文分四個部分，分別介紹了高校信息保密制度的理論基礎(chǔ)，探究了我國高校信息公開與保密之間的辯證關(guān)系，以及我國高�，F(xiàn)行保密工作的現(xiàn)狀和面臨的挑戰(zhàn)，在此基礎(chǔ)上提出了我國高校信息保密制度的構(gòu)建、運行與監(jiān)督評估機制。本文旨在為我國高校保密制度構(gòu)建具體制度模式。
[Abstract]:The Chinese nation is a nation with a strong tradition of secrecy, and China is a prosperous country with a culture of secrecy. In the context of national efforts to promote information disclosure, the importance of confidentiality should not be underestimated. Colleges and universities undertake the great mission of cultivating high-level talents and scientific research. Although the related links between the disclosure and confidentiality of university information have obviously attracted enough attention from scholars both at home and abroad, and have produced a series of research results, However, there are few related studies on the coordinated implementation of the measures for the opening of Information in Colleges and Universities and the New Law of the people's Republic of China on the Protection of State Secrets issued in 2010. Therefore, under the condition that there are few special researches on the specific supporting systems in the information disclosure of colleges and universities, this paper attempts to systematically comb the construction and operation of the key mechanism of the information disclosure system in colleges and universities, that is, the construction and operation of the information secrecy system in colleges and universities. And put forward the monitoring mechanism and evaluation methods. This paper takes the secrecy system of university information as the main research content, Combined with the regulations on the publicity of Government Information, the measures for the publicity of Information in Colleges and Universities, the Standard of secrecy Review of the publicity of Governmental Information of the Ministry of Education (trial), and the new secrecy Law, and other relevant laws and regulations, and related documents and materials, this paper makes a study and elaboration. This paper analyzes on the shortcomings of secrecy in the work of information disclosure in colleges and universities, probes into the concrete construction, operation and evaluation methods of the system of information secrecy in colleges and universities, and finally puts forward the idea of perfecting the system of information secrecy in colleges and universities in China. The paper is divided into four parts, which respectively introduces the theoretical basis of the information secrecy system in colleges and universities, probes into the dialectical relationship between the information openness and secrecy in colleges and universities in China, as well as the present situation and challenges of the current security work in colleges and universities in China. On this basis, this paper puts forward the construction, operation, supervision and evaluation mechanism of information secrecy system in colleges and universities in China. The purpose of this paper is to set up a specific system model for the secrecy system of colleges and universities in China.
