民辦高校發(fā)展中的政府職能定位

【摘要】:在全球化趨勢(shì)愈演愈烈的今天,國(guó)家間的競(jìng)爭(zhēng)歸根結(jié)底是人才的競(jìng)爭(zhēng),只有擁有了高素質(zhì)的人才,一個(gè)國(guó)家才能獲得長(zhǎng)久的生產(chǎn)力,才能在國(guó)際競(jìng)爭(zhēng)中取得一席之地。高等教育是提供高素質(zhì)人才最主要也是最重要的渠道之一,得到國(guó)家政府越來越多的重視。大眾化、市場(chǎng)化、國(guó)際化已成為我國(guó)高等教育發(fā)展的必然趨勢(shì)。大眾化要求政府以外的社會(huì)力量進(jìn)入到高等教育市場(chǎng),提升我國(guó)高等教育的質(zhì)量和數(shù)量;市場(chǎng)化要求政府放手嚴(yán)格苛刻的行政干預(yù),通過創(chuàng)造良好的環(huán)境促進(jìn)公立、民辦高校的健康發(fā)展,以服務(wù)意識(shí)提供便利;國(guó)際化要求政府借鑒外國(guó)成功經(jīng)驗(yàn),結(jié)合我國(guó)實(shí)際,大力發(fā)展我國(guó)高等教育事業(yè)來應(yīng)對(duì)全球化的競(jìng)爭(zhēng)。 可以說,在這個(gè)過程中政府需要轉(zhuǎn)變其對(duì)高等學(xué)校,尤其是民辦高校的管理職能,明確政府的職能定位。政府職能的轉(zhuǎn)變并不意味著政府可以放手對(duì)民辦高校的管理,實(shí)際上,在經(jīng)濟(jì)轉(zhuǎn)型時(shí)期,我國(guó)政府對(duì)民辦高校的發(fā)展承擔(dān)著越來越重要的責(zé)任。本文便是圍繞民辦高校的發(fā)展,對(duì)政府職能的定位展開研究。 論文一共分為六個(gè)部分,,第一部分是緒論,主要介紹論文的研究背景、意義以及相關(guān)文獻(xiàn)和研究思路。第二部分緊扣“民辦高!焙汀罢毮堋,從理論和實(shí)際的角度論證民辦高校出現(xiàn)的必然性以及政府介入民辦高校發(fā)展的必要性和重要性,總結(jié)了影響政府職能定位的決定因素。第三部分概括了我國(guó)民辦高校的發(fā)展歷程,并從政府職能的角度出發(fā)挖掘我國(guó)民辦高校現(xiàn)在所面臨的主要問題,包括制度建設(shè)不完善、資助扶持不力、權(quán)責(zé)不對(duì)等。第四部分研究日本、美國(guó)兩國(guó)政府發(fā)展私立高校的經(jīng)驗(yàn),將私立高校和民辦高校兩個(gè)概念對(duì)等起來,得出我國(guó)發(fā)展民辦高校的啟示。第五部分是本文最重要的章節(jié),著重論述了我國(guó)民辦高校發(fā)展中的政府職能定位,政府需要在哪些方面行使職能、履行職責(zé)。最后一部分是結(jié)語。
[Abstract]:Today, the trend of globalization is increasingly fierce, the competition between countries is, in the final analysis, the competition of talents. Only with high-quality talent, a country can obtain long-term productivity and gain a place in the international competition. Higher education is one of the most important and important channels to provide high quality talents, which has been paid more and more attention by the national government. Popularization, marketization and internationalization have become the inevitable trend of the development of higher education in China. The popularization requires the social forces outside the government to enter the higher education market to improve the quality and quantity of higher education in our country, and the marketization requires the government to let go of strict and harsh administrative intervention and promote the public by creating a good environment. The healthy development of private colleges and universities provides convenience with service consciousness, internationalization requires the government to learn from the successful experience of foreign countries, combine the reality of our country, vigorously develop the cause of higher education in our country to cope with the competition of globalization. It can be said that in this process, the government needs to change its management functions to colleges and universities, especially private colleges and universities, and make clear the function orientation of the government. The transformation of government functions does not mean that the government can let go of the management of private colleges and universities. In fact, in the period of economic transformation, the government of our country bears more and more important responsibility for the development of private colleges and universities. This paper focuses on the development of private colleges and universities, the positioning of government functions. The paper is divided into six parts, the first part is introduction, mainly introduces the research background, significance, related literature and research ideas. The second part is about the necessity of the emergence of private colleges and universities and the necessity and importance of government intervention in the development of private colleges and universities from the angle of theory and practice, which are closely related to "private colleges and universities" and "government functions". This paper summarizes the determinant factors that influence the orientation of government functions. The third part summarizes the development of private colleges and universities in China, and from the perspective of government functions, excavates the main problems faced by private colleges and universities in China, including imperfect system construction, weak financial support, unequal power and responsibility. The fourth part studies the experiences of the governments of Japan and the United States in developing private colleges and universities. The two concepts of private colleges and private universities are equated, and the enlightenment of developing private colleges and universities in China is obtained. The fifth part is the most important chapter of this paper, focusing on the development of private colleges and universities in China's government function positioning, what aspects the government needs to exercise its functions and perform its duties. The last part is the conclusion.
