【摘要】:作為社會重要構(gòu)成部分的教育,總是伴隨社會的發(fā)展而不斷變革。隨著人類社會的發(fā)展,社會對教育的要求已從“人人受教育”轉(zhuǎn)變?yōu)椤叭巳硕寄芟硎軆?yōu)質(zhì)的教育”。人們對教育的需求日益多樣化及對教育公平觀的重新認識,都要求單一的學(xué)校教育體制向多樣化、特色化的學(xué)校教育體制轉(zhuǎn)變。多樣化與特色化成為當前國際教育改革浪潮的關(guān)鍵詞。學(xué)院學(xué)校作為英國當前教育改革的重要組成部分,無疑承擔著這樣兩項任務(wù)。多樣與特色則藉由學(xué)院學(xué)校獨特的辦學(xué)體制來實現(xiàn)。 本文比較深入地探究了英國學(xué)院學(xué)校產(chǎn)生的背景,通過資料分析對學(xué)院學(xué)校的內(nèi)涵進行了歸納,,對學(xué)院學(xué)校的辦學(xué)體制進行分析總結(jié),最后探究學(xué)院學(xué)校辦學(xué)體制的特征。 本文分為以下三個部分: 第一章主要探究了學(xué)院學(xué)校的產(chǎn)生、發(fā)展與成型。在全球化背景下,促進教育均衡發(fā)展是時代發(fā)展的訴求,英國國內(nèi)基礎(chǔ)教育質(zhì)量發(fā)展不均衡的現(xiàn)狀,教育改革提高教育標準的目標及其對學(xué)校多樣性的要求,市場化理論在教育改革中的引入都是提出學(xué)院學(xué)校計劃的直接動因。本章還探討了學(xué)院學(xué)校從撒切爾時期到2010年間的變化,并對學(xué)院學(xué)校成型的標志——學(xué)院學(xué)校法案進行了分析,以明晰學(xué)院學(xué)校的本質(zhì)。 第二章對學(xué)院學(xué)校的辦學(xué)體制進行了歸納,著重從學(xué)院學(xué)校的辦學(xué)主體構(gòu)成、資金來源、辦學(xué)主體的權(quán)利與義務(wù)以及地方教育當局在辦學(xué)體制中的角色幾個方面進行分析,并對不同的辦學(xué)主體輔以實例進行說明。 第三章總結(jié)了學(xué)院學(xué)校辦學(xué)體制的特征。其特征主要體現(xiàn):首先,改變政府在辦學(xué)體制中的職能定位,由地方教育當局包攬辦學(xué)轉(zhuǎn)為社會多元辦學(xué),同時注重發(fā)揮地方教育當局的統(tǒng)籌作用;其次,實現(xiàn)教育權(quán)力下放,形成學(xué)院學(xué)校辦學(xué)主體的自主管理,確保學(xué)校特色化發(fā)展;再次,透過辦學(xué)主體多樣化來實現(xiàn)學(xué)校多樣化發(fā)展;最后,透過辦學(xué)主體多樣化與多元化,充分吸收社會上可利用的教育資源。
[Abstract]:As an important part of society, education always changes with the development of society. With the development of human society, the demand for education has changed from "education for all" to "quality education for all". The demand for education is becoming more and more diverse, and the new understanding of the concept of education equity requires a single school education system to change to a diversified and characteristic school education system. Diversification and characterization have become the key words of the current wave of international education reform. College schools, as an important part of the current education reform in Britain, undoubtedly undertake such two tasks. Diversity and characteristics are realized by the unique system of running schools. This paper probes deeply into the background of the British college school, summarizes the connotation of the college school through the data analysis, analyzes and summarizes the running system of the college school, and finally probes into the characteristics of the school running system of the college school. This paper is divided into the following three parts: the first chapter mainly explores the emergence, development and formation of college schools. Under the background of globalization, to promote the balanced development of education is the demand of the development of the times, the current situation of the unbalanced development of the quality of basic education in Britain, the goal of the educational reform to improve the educational standards and the requirements for diversity of schools. The introduction of market-oriented theory in the educational reform is the direct reason for putting forward the college school plan. This chapter also discusses the changes of college schools from Thatcher period to 2010, and analyzes the symbol of the formation of college schools-College School Act, in order to clarify the nature of college schools. The second chapter summarizes the school running system of the college school, focusing on the composition of the main body of the school, the source of funds, the rights and obligations of the main body of the school and the role of the local educational authorities in the school system. And to different school main body auxiliary with the example to carry on the explanation. The third chapter summarizes the characteristics of the school system. The main features are as follows: first, changing the function of the government in the school system, changing the local education authorities to social pluralistic schools, and paying attention to the role of local education authorities; secondly, to achieve decentralization of education. Form the independent management of the main body of the school, ensure the characteristic development of the school; thirdly, realize the diversified development of the school through the diversification of the main body of the school; finally, through the diversification and diversification of the main body of the school, Fully absorb the available educational resources in society.
