基于高?萍紕(chuàng)新能力提升的吉林省教育產(chǎn)業(yè)發(fā)展對策研究

【摘要】:高等學(xué)校是我國科技創(chuàng)新體系中的重要組成部分,是我國實現(xiàn)技術(shù)創(chuàng)新與飛躍的動力來源,高校的發(fā)展推動著教育產(chǎn)業(yè)的發(fā)展!笆晃濉睍r期,我國的科技任務(wù)、科研經(jīng)費以及科研創(chuàng)新基地等科技資源已經(jīng)逐步向教育產(chǎn)業(yè)轉(zhuǎn)移,特別集中在國內(nèi)一批具有研究創(chuàng)新能力的高校。因此,科學(xué)的分析和評價吉林省高校的科技創(chuàng)新能力,并相應(yīng)提出提升我省高?萍紕(chuàng)新能力的有效對策,以進(jìn)一步促進(jìn)吉林省教育產(chǎn)業(yè)的發(fā)展,成為當(dāng)前研究的一個重要現(xiàn)實問題。 本文基于科技創(chuàng)新能力的內(nèi)涵和相關(guān)理論,分析教育產(chǎn)業(yè)與高校科技創(chuàng)新的關(guān)系,指出發(fā)展教育產(chǎn)業(yè)必須提升高?萍紕(chuàng)新能力,并據(jù)以構(gòu)建高?萍紕(chuàng)新能力評價指標(biāo)體系,運用評價指標(biāo)體系對吉林省高校的科技創(chuàng)新能力進(jìn)行評價,進(jìn)而分析吉林省高?萍紕(chuàng)新中存在的問題并制定提升對策。 本文的研究內(nèi)容主要有: 第一章緒論。指出論文的研究意義,簡要介紹了國內(nèi)外科技創(chuàng)新的研究現(xiàn)狀,并提出了本文的研究思路。 第二章教育產(chǎn)業(yè)發(fā)展與高?萍紕(chuàng)新。闡明教育產(chǎn)業(yè)發(fā)展與高?萍紕(chuàng)新之間的關(guān)系。 第三章是科技創(chuàng)新能力的內(nèi)涵界定與相關(guān)理論。指出科技創(chuàng)新能力的涵義、特征,高?萍紕(chuàng)新能力的構(gòu)成要素以及關(guān)于科技創(chuàng)新的相關(guān)理論。 第四章吉林省高等學(xué)?萍紕(chuàng)新能力評價。首先根據(jù)高等學(xué)?萍紕(chuàng)新能力的構(gòu)成要素以及相關(guān)的指標(biāo)設(shè)計原則構(gòu)建高等學(xué)?萍紕(chuàng)新能力評價指標(biāo)體系,獲取數(shù)據(jù),對吉林省高等學(xué)?萍紕(chuàng)新能力進(jìn)行評價。 第五章吉林省高?萍紕(chuàng)新能力存在的問題。根據(jù)評價結(jié)果,分析吉林省高等學(xué)?萍紕(chuàng)新的現(xiàn)狀,并分別從科技創(chuàng)新投入能力、基礎(chǔ)能力和產(chǎn)出能力三方面去分析存在的問題。 第六章吉林省高?萍紕(chuàng)新能力提升的制約因素。深入分析制約吉林省高校科技創(chuàng)新能力提升的主要因素。 第七章吉林省高等學(xué)?萍紕(chuàng)新能力的提升對策。針對上述分析的問題和制約因素,有針對性地提出相應(yīng)的解決對策。
[Abstract]:Colleges and universities are an important part of the scientific and technological innovation system in our country, and are the motive source of technological innovation and leaps in our country. The development of colleges and universities promotes the development of education industry. During the 11th Five-Year Plan period, the scientific and technological resources, such as scientific and technological tasks, research funds and scientific research and innovation bases, have been gradually transferred to the education industry, especially in a number of domestic universities with the ability to research and innovate. Therefore, the scientific and technological innovation ability of colleges and universities in Jilin Province is scientifically analyzed and evaluated, and the effective countermeasures to promote the scientific and technological innovation ability of colleges and universities in Jilin Province are put forward accordingly in order to further promote the development of education industry in Jilin Province. It has become an important practical problem in current research. Based on the connotation and relevant theories of the scientific and technological innovation ability, this paper analyzes the relationship between the education industry and the scientific and technological innovation in colleges and universities, and points out that the development of the education industry must enhance the scientific and technological innovation ability of colleges and universities, and construct the evaluation index system of the scientific and technological innovation ability of colleges and universities This paper evaluates the scientific and technological innovation ability of colleges and universities in Jilin Province by using the evaluation index system, and then analyzes the problems existing in the scientific and technological innovation of colleges and universities in Jilin Province and formulates the countermeasures to promote it. The main contents of this paper are as follows: The first chapter is introduction. This paper points out the significance of the research, briefly introduces the current research situation of science and technology innovation at home and abroad, and puts forward the research ideas of this paper. The second chapter is the development of education industry and the innovation of science and technology in colleges and universities. The relationship between the development of education industry and the innovation of science and technology in colleges and universities is expounded. The third chapter is the connotation of scientific and technological innovation and related theories. This paper points out the meaning and characteristics of the ability of scientific and technological innovation, the constituent elements of the ability of scientific and technological innovation in colleges and universities, and the relevant theories about scientific and technological innovation. The fourth chapter is the evaluation of scientific and technological innovation ability of colleges and universities in Jilin province. Firstly, the evaluation index system of the scientific and technological innovation ability of colleges and universities is constructed according to the constituent elements of the scientific and technological innovation ability of colleges and universities and the relevant index design principles, and the data are obtained to evaluate the scientific and technological innovation ability of colleges and universities in Jilin province. The fifth chapter is the existing problems of the scientific and technological innovation ability of Jilin Province's colleges and universities. According to the evaluation results, the present situation of scientific and technological innovation in colleges and universities in Jilin Province is analyzed, and the existing problems are analyzed from three aspects of input ability, basic ability and output ability of scientific and technological innovation. The sixth chapter is the restrictive factors of improving the scientific and technological innovation ability of colleges and universities in Jilin Province. The main factors restricting the promotion of scientific and technological innovation ability of colleges and universities in Jilin Province are analyzed in depth. The seventh chapter is the countermeasures to improve the ability of scientific and technological innovation in colleges and universities in Jilin Province. In view of the above analysis of the problems and constraints, the corresponding countermeasures are put forward.
