【摘要】：高等教育評價制度的核心在于權(quán)力,擁有評價權(quán)力的主體有權(quán)要求高等教育實(shí)行問責(zé),并對高等教育發(fā)展施加影響。每一種類型問責(zé)都有其相應(yīng)的評價形式,從而形成不同類型的高等教育評價制度。評價權(quán)力的平衡與協(xié)調(diào)既是權(quán)力分配的出發(fā)點(diǎn),又是權(quán)力分配的最終歸宿。在防止重復(fù)評價的基礎(chǔ)上,建立以高校自我評價為基礎(chǔ)、以行政性評價為指導(dǎo)、以第三者評價為核心的多元化高等教育評價體系,是高等教育評價制度發(fā)展的必然趨勢。
[Abstract]:The core of higher education evaluation system lies in power. The subject with evaluation power has the right to demand higher education to be accountable and exert influence on the development of higher education. Each type of accountability has its own evaluation form, thus forming different types of higher education evaluation system. Evaluating the balance and coordination of power is not only the starting point of power distribution, but also the ultimate destination of power distribution. On the basis of preventing repeated evaluation, it is an inevitable trend for the development of higher education evaluation system to establish a pluralistic evaluation system of higher education based on self-evaluation of colleges and universities, guided by administrative evaluation and centered by third party evaluation.
