【摘要】：我國高校內(nèi)部并存著兩種基本權(quán)力形式，分別是行政權(quán)力和學(xué)術(shù)權(quán)力。它們隨著高等學(xué)校的誕生而誕生，相伴高校的發(fā)展而發(fā)展。兩者的沖突和協(xié)調(diào)貫穿于高校權(quán)力運(yùn)作的整個(gè)過程。本文運(yùn)用文獻(xiàn)研究方法、多學(xué)科研究方法相結(jié)合、比較分析法，以高校組織機(jī)構(gòu)基本屬性為基礎(chǔ)，根據(jù)高校內(nèi)部事務(wù)的權(quán)力處置方式，對學(xué)術(shù)權(quán)力和行政權(quán)力的內(nèi)涵進(jìn)行了界定。并通過剖析我國高校權(quán)力關(guān)系現(xiàn)狀，指出了現(xiàn)階段我國高校權(quán)力運(yùn)行模式存在的問題，，分析了問題產(chǎn)生的原因。在此基礎(chǔ)上，對國內(nèi)外高校改革現(xiàn)狀進(jìn)行了分析。提出了構(gòu)建行政權(quán)力和學(xué)術(shù)權(quán)力協(xié)調(diào)共生機(jī)制的必然性，分析了構(gòu)建二元權(quán)力協(xié)調(diào)共生機(jī)制的可行性，對行政權(quán)力和學(xué)術(shù)權(quán)力協(xié)調(diào)共生機(jī)制具體運(yùn)行方式進(jìn)行了設(shè)想。最后基于我國高校改革現(xiàn)狀和國外高校改革取得的好的經(jīng)驗(yàn)，提出現(xiàn)階段我國大學(xué)行政權(quán)力和學(xué)術(shù)權(quán)力協(xié)調(diào)共生機(jī)制建立的共同途徑。
[Abstract]:There are two basic forms of power in colleges and universities in our country, namely administrative power and academic power. They are born with the birth of colleges and universities, accompanied by the development of colleges and universities. The conflict and coordination between them run through the whole process of university power operation. This article uses the literature research method, the multi-disciplinary research method unifies, the comparative analysis method, takes the university organization basic attribute as the foundation, according to the university internal affairs power disposition way, The connotation of academic power and administrative power is defined. By analyzing the current situation of power relations in colleges and universities in our country, this paper points out the problems existing in the mode of power operation in colleges and universities in our country at present, and analyzes the causes of the problems. On this basis, this paper analyzes the current situation of the reform of colleges and universities at home and abroad. This paper puts forward the inevitability of constructing the symbiotic mechanism of administrative power and academic power coordination, analyzes the feasibility of constructing dual power coordination symbiotic mechanism, and conceive the concrete operation mode of administrative power and academic power coordination symbiosis mechanism. Finally, based on the current situation of university reform in our country and the good experience gained by foreign universities reform, this paper puts forward a common way to establish the harmonious and symbiotic mechanism of university administration power and academic power in our country at the present stage.
