高校志愿服務(wù)組織管理的長(zhǎng)效機(jī)制研究

【摘要】:中國(guó)高校志愿服務(wù)作為中國(guó)志愿服務(wù)的主體,發(fā)展至今已有將近二十年,這二十年間,高校志愿服務(wù)不管是從參與的人數(shù)上和還是服務(wù)的范圍、效果上都取得了顯著成績(jī)。隨著高校志愿服務(wù)組織和參與者數(shù)量的增多,高校志愿服務(wù)組織的發(fā)展出現(xiàn)了一些問題,也面臨很多困難,例如社會(huì)支持體系相對(duì)落后、國(guó)家保障性法律法規(guī)的缺失、高校志愿服務(wù)組織自身建設(shè)不足、管理機(jī)制不健全、資金運(yùn)作困難等等,這些問題在很大程度上制約著我國(guó)高校志愿服務(wù)的發(fā)展。同時(shí),高校志愿服務(wù)的發(fā)展又是一個(gè)系統(tǒng)而復(fù)雜的問題,所以我們必須加強(qiáng)組織引導(dǎo),促進(jìn)相互合作,推動(dòng)協(xié)調(diào)發(fā)展。在積極營(yíng)造良好志愿服務(wù)發(fā)展環(huán)境的同時(shí),進(jìn)一步克服高校志愿服務(wù)在組織管理等方面的不足,積極開展志愿服務(wù)活動(dòng),進(jìn)而推進(jìn)高校志愿服務(wù)事業(yè)的進(jìn)一步發(fā)展。 本文的研究重點(diǎn)是通過調(diào)研了解高校志愿服務(wù)組織的發(fā)展現(xiàn)狀,分析存在的問題及原因,進(jìn)一步提出構(gòu)建高校志愿服務(wù)組織長(zhǎng)效管理機(jī)制的設(shè)想。 首先,本研究在借鑒前人研究成果的基礎(chǔ)上,對(duì)相關(guān)概念如高校志愿服務(wù)組織、長(zhǎng)效管理機(jī)制等進(jìn)行了梳理、界定。 其次,本研究以北京市海淀區(qū)學(xué)院路五所高校:中國(guó)地質(zhì)大學(xué)(北京)、北京語言大學(xué)、北京科技大學(xué)、北京林業(yè)大學(xué)、北京航空航天大學(xué)為例,通過問卷調(diào)查、個(gè)別訪談和文獻(xiàn)資料搜集分析,展開實(shí)證研究,調(diào)查大學(xué)生參與志愿服務(wù)的動(dòng)機(jī)、途徑、收獲,在志愿服務(wù)過程中遇到的困難、阻礙,享受到的權(quán)益等,進(jìn)一步了解我國(guó)高校志愿服務(wù)組織發(fā)展現(xiàn)狀;同時(shí)總結(jié)高校志愿服務(wù)存在的問題及其成因,如組織體系不完善,志愿服務(wù)活動(dòng)流于形式、內(nèi)容單一,志愿者的專業(yè)性不足,,保障機(jī)制不健全,缺乏有效的激勵(lì)機(jī)制和監(jiān)管機(jī)制等。 最后,從我國(guó)高校志愿服務(wù)組織管理的現(xiàn)狀出發(fā),結(jié)合我國(guó)國(guó)情,借鑒國(guó)內(nèi)外成功的經(jīng)驗(yàn),提出我國(guó)高校志愿服務(wù)組織管理長(zhǎng)效機(jī)制構(gòu)建的設(shè)想:逐步完善高校志愿服務(wù)組織體系、建立合理的項(xiàng)目運(yùn)行機(jī)制、完善培訓(xùn)機(jī)制、健全保障機(jī)制、完善激勵(lì)機(jī)制、建立有效的評(píng)估機(jī)制,從而促進(jìn)高校志愿服務(wù)的健康發(fā)展。
[Abstract]:As the main body of Chinese voluntary service, the voluntary service of colleges and universities in China has been developed for nearly 20 years. During the past 20 years, the voluntary service in colleges and universities has made remarkable achievements in terms of the number of participants and the scope of service. With the increase of the number of voluntary service organizations and participants in colleges and universities, there are some problems in the development of voluntary service organizations in colleges and universities, and they also face many difficulties, such as the relatively backward social support system, the lack of national indemnificatory laws and regulations. The self-construction of voluntary service organizations in colleges and universities is insufficient, the management mechanism is not perfect, the operation of funds is difficult and so on. To a great extent, these problems restrict the development of voluntary service in colleges and universities of our country. At the same time, the development of voluntary service in colleges and universities is a systematic and complex problem, so we must strengthen organizational guidance, promote mutual cooperation and promote coordinated development. At the same time, we should overcome the shortcomings of university volunteer service in organization and management, actively develop voluntary service activities, and then promote the further development of university voluntary service. The research focus of this paper is to understand the current situation of the development of voluntary service organizations in colleges and universities, analyze the existing problems and reasons, and further put forward the idea of constructing a long-term management mechanism of voluntary service organizations in colleges and universities. First of all, based on the previous research results, this study combs and defines the related concepts such as voluntary service organization in colleges and universities, long-term management mechanism and so on. Secondly, this study takes five universities on Yuelu Road, Haidian District, Beijing as an example: China University of Geosciences (Beijing University of Geosciences, Beijing language and Culture University, Beijing University of Science and Technology, Beijing Forestry University, Beijing University of Aeronautics and Astronautics). Individual interviews and literature data collection and analysis, empirical research, investigation of college students' motivation, ways, harvest, difficulties encountered in the process of voluntary service, obstacles, enjoy the rights and interests, etc. At the same time, it summarizes the existing problems and causes of voluntary service in colleges and universities, such as the imperfect organization system, the mere form of voluntary service activities, the singleness of content, and the lack of professionalism of volunteers. The safeguard mechanism is not perfect, lacks the effective incentive mechanism and the supervision mechanism and so on. Finally, starting from the present situation of voluntary service organization management in colleges and universities in our country, and combining with the national conditions of our country, we can learn from the successful experience at home and abroad. In this paper, the author puts forward some tentative ideas on how to construct a long-term mechanism for the management of voluntary service organizations in colleges and universities: gradually perfecting the organizational system of voluntary service in colleges and universities, establishing a reasonable project operation mechanism, perfecting the training mechanism, perfecting the guarantee mechanism, and perfecting the incentive mechanism. To establish an effective evaluation mechanism to promote the healthy development of voluntary service in colleges and universities.
