【摘要】：自1999年高校擴招以來,我國高等教育正努力從精英教育過渡到大眾教育高校辦學規(guī)模在不斷擴大,基本建設如火如荼。在國家加大基建力度的同時,高校項目后評價也越來越引起相關投資者和政府重視。如何控制工程造價、發(fā)揮投資效益、避免損失浪費,是增強科學決策和理性投資的現實所需。 本文運用項目投資可行性方法,研究分析高�；椖肯嚓P技術經濟指標,根據具體情況,選擇分析一定的指標,包括新生報到率、學生繳費率、辦學規(guī)模等,進行技術經濟分析。 其次介紹了我國高校資金籌措現狀和資金籌集模式。借鑒西方國家基建項目后評價方法和我國其他行業(yè)后評價經驗,提出了高�；ǖ脑u價方法、內容、程序和指標體系。 本文運用了技術經濟分析方法和層次分析法,以定量分析為主、定性分析為輔,通過實證分析進一步闡明高�；椖康募夹g經濟指標分析和項目后評價方法,最后對高�；绊椖亢笤u價提出建議。
[Abstract]:Since the expansion of college enrollment in 1999, China's higher education is making great efforts to transition from elite education to mass education. The scale of running a university is expanding and the capital construction is in full swing. At the same time, investors and governments pay more and more attention to the post-evaluation of university projects. How to control the project cost, bring into play the benefit of investment and avoid loss and waste is the realistic demand for strengthening scientific decision making and rational investment. Based on the feasibility method of project investment, this paper studies and analyzes the technical and economic indexes related to the capital construction projects in colleges and universities. According to the specific conditions, it selects and analyzes certain indicators, including the enrollment rate of freshmen, the contribution rate of students, the scale of running a school, and so on. Carry out technical and economic analysis. Secondly, it introduces the current situation and mode of raising funds in colleges and universities in China. Based on the post-evaluation methods of infrastructure projects in western countries and the post-evaluation experience of other industries in China, this paper puts forward the evaluation methods, contents, procedures and index system of university infrastructure construction. In this paper, the technical and economic analysis method and the analytic hierarchy process are used. The quantitative analysis is the main method, and the qualitative analysis is auxiliary. Through the empirical analysis, the paper further clarifies the technical and economic index analysis and the post-project evaluation method of the capital construction project in colleges and universities. Finally, some suggestions are put forward for the construction and post-evaluation of universities.
