【摘要】：近些年來,隨著我國(guó)大學(xué)生就業(yè)制度的改革和高校招生規(guī)模的擴(kuò)大,我國(guó)高等教育進(jìn)入了大眾化階段,大學(xué)畢業(yè)生人數(shù)逐年遞增,就業(yè)形勢(shì)日趨嚴(yán)峻,大學(xué)生就業(yè)難開始引起全社會(huì)的廣泛關(guān)注。大學(xué)生畢業(yè)后如果長(zhǎng)期找不到工作將會(huì)給社會(huì)發(fā)展帶來一系列負(fù)面影響,大學(xué)畢業(yè)生失業(yè)會(huì)造成教育資源的巨大浪費(fèi),降低人們對(duì)高等教育投資的積極性,甚至?xí)绊懻麄�(gè)社會(huì)的穩(wěn)定。而目前我國(guó)尚未建立保護(hù)失業(yè)大學(xué)畢業(yè)生這一特殊群體的失業(yè)保險(xiǎn),為了保障失業(yè)大學(xué)畢業(yè)生的基本生活以及促使其積極就業(yè),建立大學(xué)畢業(yè)生失業(yè)保險(xiǎn)勢(shì)在必行。本文主要通過對(duì)大學(xué)畢業(yè)生失業(yè)的現(xiàn)狀、成因分析,提出了建立大學(xué)畢業(yè)生就業(yè)導(dǎo)向型失業(yè)保險(xiǎn)的初步構(gòu)想。 本文在借鑒國(guó)內(nèi)外已有研究成果的基礎(chǔ)之上,共分五部分對(duì)我國(guó)大學(xué)畢業(yè)生就業(yè)導(dǎo)向型失業(yè)保險(xiǎn)進(jìn)行探討。第一章是引言部分,主要對(duì)建立大學(xué)畢業(yè)生失業(yè)保險(xiǎn)的選題背景與研究意義、國(guó)內(nèi)外有關(guān)失業(yè)及大學(xué)生失業(yè)問題的研究動(dòng)態(tài)、本文的研究思路與研究方法及可能的創(chuàng)新與不足進(jìn)行論述。第二章對(duì)失業(yè)概念、失業(yè)保險(xiǎn)概念進(jìn)行了界定,并對(duì)大學(xué)畢業(yè)生失業(yè)的類型加以劃分。第三章通過對(duì)大學(xué)畢業(yè)生就業(yè)、失業(yè)現(xiàn)狀及失業(yè)成因的分析后認(rèn)為我國(guó)大學(xué)畢業(yè)生人數(shù)增長(zhǎng)迅速、初次就業(yè)率呈下降趨勢(shì),大學(xué)畢業(yè)生就業(yè)形勢(shì)日益嚴(yán)峻,建立大學(xué)畢業(yè)生失業(yè)保險(xiǎn)勢(shì)在必行。第四章主要分析了我國(guó)現(xiàn)行失業(yè)保險(xiǎn)制度的發(fā)展?fàn)顩r、存在的局限以及缺乏對(duì)失業(yè)大學(xué)畢業(yè)生再就業(yè)的有力保障。第五章是本文的主體部分,主要從保障對(duì)象、基金的籌集、支付、給付標(biāo)準(zhǔn)、給付期限、基金的管理幾個(gè)方面對(duì)建立我國(guó)大學(xué)畢業(yè)生就業(yè)導(dǎo)向型失業(yè)保險(xiǎn)進(jìn)行了初步構(gòu)想。
[Abstract]:In recent years, with the reform of college students' employment system and the expansion of college enrollment, higher education in China has entered the stage of popularization, the number of college graduates is increasing year by year, and the employment situation is becoming more and more serious. The difficulty of obtaining employment for college students begins to arouse the widespread concern of the whole society. If college students can not find a job for a long time after graduation, it will bring a series of negative effects to social development. The unemployment of college graduates will cause a huge waste of educational resources and reduce the enthusiasm of people to invest in higher education. It can even affect the stability of society as a whole. At present, unemployment insurance for unemployed university graduates has not been established in China. In order to guarantee the basic life of unemployed college graduates and promote their active employment, it is imperative to establish unemployment insurance for college graduates. Based on the analysis of the present situation and causes of college graduates' unemployment, this paper puts forward a tentative idea of establishing employment-oriented unemployment insurance for college graduates. Based on the existing research results at home and abroad, this paper discusses the employment-oriented unemployment insurance of college graduates in China in five parts. The first chapter is the introduction, which is mainly about the background and research significance of establishing unemployment insurance for college graduates, and the research trends of unemployment and unemployment of college students at home and abroad. This paper discusses the research ideas and research methods and possible innovations and shortcomings. The second chapter defines the concept of unemployment and unemployment insurance, and classifies the types of unemployment of college graduates. The third chapter analyzes the employment of college graduates, the present situation of unemployment and the causes of unemployment, and points out that the number of college graduates in China is increasing rapidly, the initial employment rate is declining, and the employment situation of college graduates is becoming increasingly serious. It is imperative to establish unemployment insurance for college graduates. The fourth chapter mainly analyzes the development of the current unemployment insurance system in China, the limitations of the existing and the lack of effective protection for unemployed university graduates re-employment. The fifth chapter is the main part of this paper, mainly from the object of security, fund raising, payment, payment standard, payment period, fund management, the establishment of employment-oriented unemployment insurance for college graduates in China has been preliminarily conceived.
