【摘要】：據(jù)統(tǒng)計,2000年至2010年,我國新建本科學(xué)校271所,約占普通本科學(xué)校(不含獨立學(xué)院)的34%,已成為我國高等教育體系的重要組成部分,在高等教育大眾化進程中起著重要作用,其人才培養(yǎng)質(zhì)量直接關(guān)系區(qū)域(行業(yè))經(jīng)濟和社會的健康發(fā)展。由于高校系統(tǒng)內(nèi)部和外部的原因,這些新建本科學(xué)校正在著力發(fā)展電子校務(wù)。在電子校務(wù)中,門戶網(wǎng)站的發(fā)展情況直接關(guān)系到電子校務(wù)的發(fā)展。 筆者從定性和定量相結(jié)合的角度構(gòu)建新建本科學(xué)校門戶網(wǎng)站評價指標,通過層次分析法、訪談法等方式對已有經(jīng)典評價體系進行調(diào)整,結(jié)合新建本科學(xué)校門戶網(wǎng)站的特點,從網(wǎng)站設(shè)計、網(wǎng)站內(nèi)容、操作使用等方面對東西部新建本科學(xué)校進行抽樣調(diào)查評價。通過兩個調(diào)研小組對抽樣新建本科學(xué)校門戶網(wǎng)站的實際調(diào)研結(jié)果顯示,東部在網(wǎng)站鏈接量、網(wǎng)站響應(yīng)時間、頁面層次、版面設(shè)計、媒體形式、便捷性和檢索功能等方面占有優(yōu)勢,但總體而言東西部新建本科學(xué)校的門戶網(wǎng)站并沒有太大差距。 在這樣的評價結(jié)果上,筆者將東西部新建本科學(xué)校門戶網(wǎng)站作為一個整體對其發(fā)展進行系統(tǒng)分析。基于系統(tǒng)科學(xué)的角度,結(jié)合管理學(xué)、組織行為學(xué)、心理學(xué)和社會學(xué)等學(xué)科知識,運用SWOT分析矩陣對東西部新建本科學(xué)校進行環(huán)境分析。通過分析,筆者認為針對目前所處的系統(tǒng)內(nèi)部和外部環(huán)境,東西部新建本科學(xué)校應(yīng)當采取做好戰(zhàn)略管理、找準定位、理順組織結(jié)構(gòu),化解變革阻力,助推組織變革動力、扎實推進“一把手工程”,提高執(zhí)行力等措施方可使其電子校務(wù)獲得比較好的發(fā)展。
[Abstract]:According to statistics, from 2000 to 2010, 271 new undergraduate schools in China, accounting for about 34% of ordinary undergraduate schools (excluding independent colleges), have become an important part of our higher education system and play an important role in the process of popularization of higher education. The quality of talent training is directly related to the healthy development of regional economy and society. Due to the internal and external reasons of the university system, these newly-built undergraduate schools are focusing on the development of e-school affairs. In e-school affairs, the development of portal website is directly related to the development of e-school affairs. The author constructs the evaluation index of new undergraduate school portal website from the angle of qualitative and quantitative analysis, adjusts the existing classical evaluation system by AHP and interview method, and combines the characteristics of new undergraduate school portal website. This paper makes a sample survey and evaluation of the new undergraduate schools in the west and east from the aspects of website design, website content and operation. The actual research results of two research groups on a sample of newly built undergraduate school portals show that in the east, the number of links to the website, the site response time, the page level, the layout design, the media form, Convenience and retrieval function have advantages, but in general, there is not a big gap between the portal of new undergraduate schools in the east and west. On the basis of the evaluation results, the author makes a systematic analysis of the development of the new undergraduate school portal website in the west and east as a whole. Based on the knowledge of management, organizational behavior, psychology and sociology, this paper analyzes the environment of the newly-built undergraduate schools in the west and east by using the SWOT analysis matrix. Through the analysis, the author thinks that in view of the internal and external environment of the current system, the new undergraduate schools in the east and the west should take good strategic management, find the right position, rationalize the organizational structure, resolve the resistance of change, and promote the power of organizational change. It is necessary to advance the first-level project and improve the execution ability to make the e-school affairs develop better.
