遼寧省大學(xué)生就業(yè)問題分析與對(duì)策研究

【摘要】:高校畢業(yè)生是國家寶貴的人才資源。2014年,全國高校畢業(yè)生727萬人,遼寧省高校畢業(yè)生27.6萬人,為歷年最多。高校畢業(yè)生就業(yè),事關(guān)大學(xué)生個(gè)人事業(yè)發(fā)展和價(jià)值實(shí)現(xiàn),事關(guān)民生改善和社會(huì)和諧穩(wěn)定。黨的十八大報(bào)告和十八屆三中全會(huì)明確提出,努力實(shí)現(xiàn)就業(yè)更加充分,推動(dòng)實(shí)現(xiàn)更高質(zhì)量的就業(yè),做好以高校畢業(yè)生為重點(diǎn)的青年就業(yè)工作。2014年4月30日,國務(wù)院總理李克強(qiáng)召開國務(wù)院常務(wù)會(huì)議,要求要把高校畢業(yè)生就業(yè)放在今年就業(yè)工作的突出位置,發(fā)揮市場作用,,著力改革創(chuàng)新,優(yōu)化就業(yè)創(chuàng)業(yè)環(huán)境,力爭使高校畢業(yè)生就業(yè)創(chuàng)業(yè)比例雙提高。這對(duì)高等學(xué)校深入開展就業(yè)創(chuàng)業(yè)指導(dǎo)工作提出了更高的要求。 現(xiàn)階段,教育已成為當(dāng)今的熱點(diǎn)問題。作為一名奮斗在就業(yè)戰(zhàn)線上的工作者,本人倍感責(zé)任重大,希望通過日常的工作、學(xué)習(xí)總結(jié)前人的經(jīng)驗(yàn)、堅(jiān)持不懈地研究調(diào)查,用詳實(shí)的數(shù)據(jù)結(jié)合遼寧省大學(xué)生就業(yè)現(xiàn)狀,對(duì)就業(yè)難問題產(chǎn)生的原因進(jìn)行分析,并在此基礎(chǔ)上提出可行性建議,有助于政府行政部門施政決策、推動(dòng)高等教育教學(xué)改革、、提升大學(xué)生的充分就業(yè),從而解決就業(yè)難的現(xiàn)實(shí)問題。 全文共分為四部分:第一部分為引言,介紹本文的選題背景和選題意義,通過國內(nèi)外研究綜述,提出研究遼寧省大學(xué)生就業(yè)問題的內(nèi)容和方法,以及研究的創(chuàng)新之處和研究難點(diǎn)。第二部分主要是對(duì)遼寧省大學(xué)生就業(yè)的特點(diǎn)進(jìn)行分析。分別從2013年遼寧省普通高校畢業(yè)生就業(yè)特點(diǎn);2014年遼寧省畢業(yè)生就業(yè)特點(diǎn)入手,進(jìn)行遼寧省大學(xué)生就業(yè)現(xiàn)狀分析,為后面兩章提供理論和實(shí)際數(shù)據(jù)依據(jù)。第三部分總結(jié)遼寧省大學(xué)生就業(yè)問題產(chǎn)生的原因:一是社會(huì)原因:招生規(guī)模擴(kuò)大;一些政策性障礙仍然存在;貧困畢業(yè)生就業(yè)。二是學(xué)校原因:職業(yè)發(fā)展教育和就業(yè)指導(dǎo)工作不足;高校課程設(shè)置與社會(huì)需求脫節(jié)。三是用人單位原因。四是大學(xué)生自身原因:就業(yè)觀念陳舊;準(zhǔn)備不充分,實(shí)踐能力欠缺;就業(yè)期望值過高;家庭及地域因素;創(chuàng)業(yè)能力單薄。第四部分提出解決遼寧省大學(xué)生就業(yè)問題的對(duì)策:加強(qiáng)政府就業(yè)保障建設(shè);深化高等教育機(jī)制改革;提高畢業(yè)生就業(yè)能力。
[Abstract]:College graduates are the country's valuable talent resources.2014, 7 million 270 thousand college graduates and 276 thousand college graduates in Liaoning Province, for the most of the year. The employment of college graduates is related to the development of College Students' personal career and the realization of value, which is related to the improvement of the livelihood of the people and the social harmony. The eighteen report of the party and the clear the third Plenary Session of the 18th CPC Central Committee are clear. In April 30th, the Prime Minister of the State Council, Li Keqiang, held a standing meeting of the State Council in the year of.2014, the premier of the State Council, in April 30th. Innovation, optimize the environment for employment and entrepreneurship, and strive to improve the proportion of employment and Entrepreneurship of college graduates. This has put forward higher requirements for the in-depth development of employment and entrepreneurship guidance in Colleges and universities.
At this stage, education has become a hot issue today. As a worker who struggles on the front of the employment front, I feel very responsible. I hope to learn to sum up the experience of the predecessors through the daily work, study the investigation unremittingly, combine the detailed data with the present situation of the employment of the students of Liaoning Province, and carry out the reasons for the problem of employment. The analysis, and on this basis, put forward the feasibility suggestions, which will help the government administrative departments to make policy decisions, promote the reform of higher education teaching, and improve the full employment of college students, thus solving the practical problems of employment difficulties.
The full text is divided into four parts: the first part is the introduction, which introduces the background and significance of this article. Through the domestic and foreign research review, it puts forward the contents and methods of studying the problem of College Students' employment in Liaoning Province, and the innovation and research difficulties of the study. The second part is mainly the analysis of the characteristics of the employment of college students in Liaoning province. Not from the employment characteristics of college graduates in Liaoning Province in 2013; the employment characteristics of the graduates of Liaoning Province in 2014, the analysis of the employment status of college students in Liaoning Province, and the theoretical and practical data basis for the latter two chapters. The third part summarizes the reasons for the employment of College Students in Liaoning Province: first, the social reasons: the expansion of the enrollment scale Some policy barriers still exist; the employment of the poor graduates. Two is the school reason: the vocational development education and the employment guidance work is insufficient; the university curriculum setting and the social demand disjoins. The three is the employer reason. Four is the college students' own reasons: the employment concept is old; the preparation is not sufficient, the practical ability is short; the employment expectation value is not enough. Too high; family and regional factors; the entrepreneurial ability is thin. The fourth part puts forward the countermeasures to solve the problem of the employment of college students in Liaoning Province: strengthening the construction of government employment guarantee; deepening the reform of the higher education mechanism; and improving the employability of the graduates.
