新型民辦本科院校師資隊(duì)伍建設(shè)面臨的問題、成因及解決策略

【摘要】:在改革開放的新形勢下,我國的民辦高等教育伴隨著全球知識經(jīng)濟(jì)時(shí)代的來臨,以其特有的發(fā)展模式迅速壯大,教育面向市場,機(jī)制運(yùn)作靈活,不僅加快了高等教育的大眾化進(jìn)程,而且還滿足了全民多元化素質(zhì)教育的需求。以區(qū)域經(jīng)濟(jì)發(fā)展為載體,培養(yǎng)服務(wù)于地方經(jīng)濟(jì)發(fā)展的高級應(yīng)用型人才為目標(biāo)的新型民辦本科院校也正是在這樣的社會(huì)需求和教育浪潮中孕育而生,但是,在發(fā)展過程中,也面臨著師資隊(duì)伍建設(shè)和發(fā)展的困境。 新型民辦本科院校屬于高等教育的重要范疇.本文通過國內(nèi)外研究文獻(xiàn)的綜合分析和對比,闡述了國內(nèi)新型民辦本科院校師資隊(duì)伍建設(shè)的重要意義和迫切需求,對新型民辦本科院校相關(guān)理論和概念進(jìn)行了積極詮釋,在明確新型民辦本科院校在高等教育發(fā)展中的宏觀戰(zhàn)略定位和自身發(fā)展中的微觀定位的基礎(chǔ)上,提出新型民辦本科院校師資隊(duì)伍建設(shè)在師德建設(shè)、專業(yè)能力、團(tuán)隊(duì)協(xié)作、制度保障等方面的整體發(fā)展目標(biāo)。 本文通過文獻(xiàn)查閱、實(shí)證調(diào)研、數(shù)據(jù)對比等方法一方面客觀肯定當(dāng)前新型民辦本科院校師資隊(duì)伍建設(shè)在思想上、制度上和行動(dòng)上所取得成績,另一方面也深入解剖了當(dāng)前新型民辦本科院校師資隊(duì)伍建設(shè)所面臨的共性和個(gè)性問題影響和制約著民辦高等教育的進(jìn)一步發(fā)展。為了從根本上找出解決問題的辦法和對策,筆者從新型民辦本科教育發(fā)展的實(shí)際出發(fā),對問題產(chǎn)生的原因進(jìn)行綜合分析,發(fā)現(xiàn)新型民辦本科院校師資隊(duì)伍建設(shè)存在思想觀念、目標(biāo)規(guī)劃、成本邏輯、管理體制等方面嚴(yán)重影響和制約著民辦高等教育的內(nèi)涵建設(shè)和發(fā)展。為改變現(xiàn)狀,筆者在結(jié)合國外私立大學(xué)師資隊(duì)伍建設(shè)成功經(jīng)驗(yàn)的同時(shí),緊密圍繞國內(nèi)新型民辦本科院校的發(fā)展定位及對教師素質(zhì)的特殊要求,提出新型民辦本科院校師資隊(duì)伍建設(shè)的解決對策:準(zhǔn)確定位,明晰學(xué)校師資隊(duì)伍建設(shè)的戰(zhàn)略目標(biāo);狠抓落實(shí),逐步推進(jìn)戰(zhàn)略目標(biāo)向戰(zhàn)術(shù)目標(biāo)轉(zhuǎn)變;加強(qiáng)領(lǐng)導(dǎo),為學(xué)校師資隊(duì)伍建設(shè)提供力量保證;切實(shí)改變急功近利的學(xué)校師資隊(duì)伍建設(shè)指導(dǎo)思想;矯正單一以成本為標(biāo)準(zhǔn)的師資建設(shè)邏輯;不斷優(yōu)化師資隊(duì)伍建設(shè)的國家政策環(huán)境和校內(nèi)制度環(huán)境等配套措施,逐步形成教師隊(duì)伍建設(shè)和發(fā)展的良性運(yùn)轉(zhuǎn)機(jī)制。
[Abstract]:Under the new situation of reform and opening up, the private higher education in our country, with the advent of the era of global knowledge economy, has grown rapidly with its unique development mode, education is oriented to the market, and the mechanism is flexible. It not only speeds up the popularization of higher education, but also meets the needs of diversified quality education. Taking the regional economic development as the carrier and training advanced applied talents serving for the local economic development as the goal, the new type of private colleges and universities are also conceived in such social demand and educational tide. However, in the process of development, Also faced with the construction of teachers and development of the plight. The new private undergraduate colleges belong to the important category of higher education. Through the comprehensive analysis and comparison of domestic and foreign research literature, this paper expounds the important significance and urgent need of the construction of the teaching staff of the new type of private undergraduate colleges and universities in China, and makes a positive interpretation of the related theories and concepts of the new type of private undergraduate colleges and universities. On the basis of defining the macro strategic orientation of the new private undergraduate colleges in the development of higher education and the micro orientation of their own development, the paper puts forward that the new type of private colleges and universities should build teachers' team in the construction of teachers' ethics, professional ability and team cooperation. The overall development goal of system guarantee and so on. On the one hand, through literature review, empirical research, data comparison and other methods, this paper objectively affirms the achievements made in the ideological, institutional and operational aspects of the construction of the teaching staff in the new type of private undergraduate colleges and universities. On the other hand, it also deeply dissects the common and individual problems in the construction of the teaching staff of the new type of private colleges and universities, which influence and restrict the further development of the private higher education. In order to find out the methods and countermeasures to solve the problem fundamentally, the author proceeds from the reality of the development of the new type of private undergraduate education, carries on the comprehensive analysis to the cause of the problem, and finds out that there are ideological ideas in the construction of the teaching staff of the new type of private undergraduate colleges and universities. Objective planning, cost logic, management system and so on seriously affect and restrict the connotation construction and development of private higher education. In order to change the present situation, the author combines the successful experience of foreign private universities in the construction of teachers, and closely revolves around the development orientation of the new type of private undergraduate colleges and the special requirements for the quality of teachers. This paper puts forward the solutions to the construction of the new type of private undergraduate colleges and universities: the accurate orientation, the clarity of the strategic objectives of the construction of the teaching staff, the implementation of the strategic objectives, the gradual transformation of the strategic objectives to the tactical objectives, the strengthening of the leadership, To provide the strength guarantee for the construction of the school teachers, to change the guiding ideology of the construction of the school teaching staff, to correct the single logic of the construction of teachers, which is based on the standard of cost; The national policy environment and school system environment of teachers' construction should be optimized constantly, and the benign operating mechanism of teachers' construction and development should be gradually formed.
