【摘要】：卓越績效準則作為教育行業(yè)通用的管理標準，描述了一個卓越學校所必備的全部素質。美國國家質量獎及其卓越績效評獎標準以其權威、公正、自愿等特點日益受到學校的關注和歡迎。該獎項不僅是一個質量獎,更可作為一種促進學校自主發(fā)展的質量標準而被運用于學校的自我評估。其準則具有覆蓋全面、理論體系完善、深入要求等特點，學校可通過參評過程中的參照指標來檢查計劃的執(zhí)行情況、以及改進教育服務、建立質量體系，從而達到改善和提高學�？冃Ъ肮芾硭街康�。 通過對美國國家質量教育標準的研究,其獨特的系統(tǒng)框架、指標體系和評價標準,發(fā)現(xiàn)它是促進高校自主發(fā)展、改善學�？冃Ш吞岣吖芾硭降挠辛ぞ�,值得我們借鑒。通過解析美國2009-2010鮑德里奇國家質量教育標準的核心價值觀,對解決我國高校質量管理中的各種問題和矛盾,從而提高我國高等教育質量管理水平具有重大的理論意義和現(xiàn)實意義。本文首先界定了美國國家質量獎的概念和相關理論基礎，，認真分析了教育類卓越績效方面的核心價值觀及主要特點，并從借鑒的角度對美國高等教育管理中的鮑德里奇國家質量教育標準進行了全面、深入和系統(tǒng)的研究,以第一個獲得美國鮑德里奇國家質量獎的高等教育機構威斯康星大學斯托特分校為例對卓越績效教育行業(yè)標準在美國高等教育中的應用情況進行了案例研究,最后對我國高等教育質量管理的現(xiàn)狀和所面臨的挑戰(zhàn)進行了分析,提出了建立我國國家質量教育標準的創(chuàng)新構想。通過以上分析和研究得出了美國鮑德里奇國家質量教育標準對我國高等教育的啟示。
