全球化時(shí)代臺(tái)灣農(nóng)科高等教育國際化策略之研究

【摘要】:在知識(shí)經(jīng)濟(jì)時(shí)代,農(nóng)科高等教育儼然已成為促進(jìn)國家農(nóng)業(yè)整體發(fā)展,響應(yīng)農(nóng)業(yè)國際化挑戰(zhàn)的重要角色。同時(shí),農(nóng)科高等教育機(jī)構(gòu)亦擔(dān)負(fù)著國家農(nóng)業(yè)發(fā)展與培育農(nóng)科高級(jí)人才的重責(zé)大任。隨著全球化趨勢(shì)擴(kuò)張的影響,臺(tái)灣農(nóng)科高等教育的辦學(xué)理念,也開始從本土性轉(zhuǎn)向國際性的聯(lián)結(jié),例如新增境外游學(xué)、境外設(shè)立分校、境外專班課程以及雙聯(lián)學(xué)位等跨境的國際合作。另者,因網(wǎng)絡(luò)的普及化而出現(xiàn)遠(yuǎn)距教育的新模式,此種突破傳統(tǒng)的訊息服務(wù)及知識(shí)交流的模式,提供了快速、創(chuàng)新、多元與極富彈性的高等教育活動(dòng),讓高等教育逐漸邁向全球化的體系與藍(lán)圖之中。因而,農(nóng)科高等教育的經(jīng)營策略,亦須符合與滿足此一大環(huán)境框架下的需求。農(nóng)科高等教育國際化之策略規(guī)劃,宜從農(nóng)業(yè)發(fā)展、社會(huì)經(jīng)濟(jì)、農(nóng)科高等教育經(jīng)營現(xiàn)況等限制條件下出發(fā),佐參先進(jìn)國家的發(fā)展經(jīng)驗(yàn),配合本土特色具有國際競爭力的強(qiáng)項(xiàng),從而建構(gòu)合適的國際化策略,以應(yīng)對(duì)全球化趨勢(shì)與國際化競爭的沖擊。 臺(tái)灣農(nóng)科高等教育面對(duì)國際化之挑戰(zhàn),主要體現(xiàn)在農(nóng)科高等教育的普及化,以及網(wǎng)絡(luò)課程與遠(yuǎn)距教育的快速發(fā)展,亟需進(jìn)行前瞻性的國際化策略規(guī)劃。目前,農(nóng)科高等教育擴(kuò)增碩、博士在職專班,已經(jīng)從過去的境內(nèi)轉(zhuǎn)向境外發(fā)展的國際化模式。同時(shí),現(xiàn)行農(nóng)科學(xué)生透過教師在教室課堂講授課程為主的學(xué)習(xí)方式,已經(jīng)改變?yōu)榭椭苹n程的方向,即不再強(qiáng)迫每個(gè)農(nóng)科學(xué)生共同學(xué)習(xí)同樣的內(nèi)容與進(jìn)度,F(xiàn)有的農(nóng)場(chǎng)實(shí)習(xí)課程,也開始朝向虛擬農(nóng)場(chǎng)教室之發(fā)展。因此,未來的農(nóng)科高等教育之國際化的規(guī)劃,應(yīng)該突破現(xiàn)行農(nóng)科高等教育體制的運(yùn)作模式,配合農(nóng)科教師與農(nóng)科學(xué)生之間互動(dòng)的多元需要,隨時(shí)隨地提供因應(yīng)國際化的新策略,例如農(nóng)科高等教育國際化的師生交換、雙聯(lián)學(xué)位、境外學(xué)習(xí)以及境外授課等之完善的配套措施。 就臺(tái)灣農(nóng)科高等教育核心價(jià)值的視域而言,農(nóng)科高等教育之國際化,正面對(duì)著全球化趨勢(shì)與國際化競爭的雙重挑戰(zhàn),如何確保農(nóng)科高等教育之核心價(jià)值的存在,并將全球化融入本土化中,這是農(nóng)科高等教育存續(xù)本土化的競爭優(yōu)勢(shì),例如共同校訓(xùn)與農(nóng)科高等教育之本土精神等。從全球化變革趨勢(shì)的角度來看,如何讓農(nóng)科高等教育及早因應(yīng)國際化模式的改變,適時(shí)進(jìn)行農(nóng)科高等教育國際化策略的革新與優(yōu)生化,誠是農(nóng)科高等教育之國際化的成功機(jī)會(huì)。目前臺(tái)灣農(nóng)科高等教育之國際化現(xiàn)況,主要是各農(nóng)學(xué)院依據(jù)教育部之國際化政策,配合計(jì)劃補(bǔ)助與具體擬定各種國際化策略并加以實(shí)踐。因此,各農(nóng)學(xué)院顯然缺乏針對(duì)自身特色與發(fā)展需求的國際化規(guī)劃,基本問題還是存在于需要政府經(jīng)費(fèi)資源的充分支持,以獲得推動(dòng)國際化和兼顧院務(wù)發(fā)展的機(jī)會(huì)。 近年來,國內(nèi)外學(xué)者探究高等教育國際化策略之議題,主要是關(guān)注在一般高等育之大學(xué)評(píng)鑒、國際化成分檢視、國際化策略構(gòu)面與內(nèi)涵等之研究,并且缺乏農(nóng)科高等教育國際化策略之檢討。因而,進(jìn)行臺(tái)灣農(nóng)科高等教育國際化策略之研究,可以補(bǔ)充一般高等教育對(duì)農(nóng)科高等教育國際化策略領(lǐng)域之研究的不足,并可供為政府及各大學(xué)發(fā)展農(nóng)科高等教育之國際化的佐參。臺(tái)灣農(nóng)科高等教育之國際化策略,參酌教育部國際化政策、各大學(xué)農(nóng)學(xué)院國際化策略,以及相關(guān)一般高等教育國際化策略之學(xué)者研究,發(fā)現(xiàn)相關(guān)農(nóng)科高等教育國際化策略檢討之策略項(xiàng)目,主要包括校園國際化、國際學(xué)術(shù)交流、國際學(xué)生交流、國際學(xué)習(xí)網(wǎng)絡(luò)、國際教育合作、國際化課程、國際大學(xué)評(píng)鑒、臺(tái)灣獎(jiǎng)學(xué)金、國際雙聯(lián)學(xué)制、教育產(chǎn)業(yè)輸出、學(xué)期國際服務(wù)、開放兩岸交流、接待家庭系統(tǒng)等13項(xiàng)國際化策略。 臺(tái)灣農(nóng)科高等教育國際化策略的探討,即涵蓋13項(xiàng)國際化策略成分的檢視,通過診斷與評(píng)估的實(shí)證結(jié)果與重要發(fā)現(xiàn),提供行政院有關(guān)部會(huì)與大學(xué)農(nóng)學(xué)院各依自身所需條件,分別甄選國際化之強(qiáng)化策略,并適時(shí)的研議適當(dāng)方案與配套措施,在通過執(zhí)行力的有效過程后,獲得足以因應(yīng)全球化與國際化互動(dòng)的挑戰(zhàn),而取得國際化之成功發(fā)展的初步機(jī)會(huì)。同時(shí),為顧及農(nóng)科高等教育具有本土化的特殊本質(zhì),并尋求客觀反應(yīng)國際化互動(dòng)的對(duì)話與最佳交集,亦可參照現(xiàn)教育部國際化政策作為基礎(chǔ)點(diǎn),進(jìn)行相關(guān)國際化之強(qiáng)化策略的開展,以形成在地全球化的優(yōu)生化,并能適時(shí)地融合、修正、調(diào)整和創(chuàng)新國際化策略的規(guī)劃項(xiàng)目,以逐步創(chuàng)造農(nóng)科高等教國際化之達(dá)到世界級(jí)水平的競爭優(yōu)勢(shì)。
[Abstract]:In the era of knowledge economy, agricultural and higher education has become an important role in promoting the overall development of national agriculture and responding to the challenge of agricultural internationalization. At the same time, the institutions of higher education and higher education are also responsible for the great responsibility of the national agricultural development and cultivation of senior agricultural talents. With the influence of the expansion of the trend of globalization, the higher education of agriculture and Science in Taiwan The idea of running a school has also begun to turn from indigenous to international connection, for example, new overseas travel, overseas establishment, foreign special courses and double degree international cooperation. In addition, a new mode of distance education has emerged because of the popularization of the network, which provides a quick way to break through the mode of information service and knowledge exchange. The higher education activities of innovation, pluralism and flexibility make higher education move towards the system and blueprint of globalization. Therefore, the management strategy of agricultural higher education must conform to the requirements under the framework of this big environment. The strategic planning of the internationalization of agricultural higher education should be from agricultural development, social economy, Agro science and higher education. Under the conditions of the current situation, the development experience of the advanced countries, with the strong international competitiveness of the local characteristics, and the construction of a suitable international strategy to cope with the impact of globalization and international competition.
In the face of the challenge of internationalization of Agricultural Higher Education in Taiwan, it is mainly embodied in the popularization of agricultural higher education, and the rapid development of network courses and distance education. It is urgent to carry out a forward-looking international strategy planning. At present, the higher education of agriculture and higher education has been expanded and the doctor's in-service shift has shifted from the past territory to the internationalization of foreign development. At the same time, the current agricultural students have changed the direction of the custom-made courses through the teaching of the teachers in the classroom classroom, that is, no longer force every agricultural student to learn the same content and progress. The existing farm practice course has also begun to develop towards the virtual farm classroom. Therefore, the future agricultural science is high. The international planning of education should break through the operating mode of the current agricultural higher education system, cooperate with the multidimensional needs of the interaction between agricultural teachers and agricultural students, and provide new strategies for internationalization, such as the exchange of teachers and students in the internationalization of agricultural and tertiary education, double degree, overseas study and overseas teaching. As far as the core value of Agricultural Higher Education in Taiwan is concerned, the internationalization of agricultural higher education is facing the dual challenges of globalization and international competition. How to ensure the existence of the core value of agricultural higher education and integrate globalization into localization, which is the competitive advantage of the sustainable localization of Agricultural Higher Education, for example. From the point of view of the trend of globalization, how to make the higher education of agricultural science and higher education change as well as the change of the international model in the right time is a successful opportunity for the internationalization of the higher education of agricultural science and higher education in Taiwan. The current situation of the internationalization of education is mainly based on the international policies of the Ministry of education, in accordance with the Ministry of education's internationalization policy, with the plan subsidies and the formulation of various international strategies and practice. Therefore, the agricultural colleges clearly lack the international planning for their own characteristics and development needs, and the basic problems still exist in the full support of the need for government resources. In recent years, the domestic and foreign scholars have explored the international strategy of higher education, mainly focusing on the evaluation of the universities in general higher education, the examination of the international composition, the structure and connotation of the internationalization strategy, and the lack of the review of the internationalization strategy of agricultural higher education. Therefore, the research on the internationalization strategy of the Agricultural Higher Education in Taiwan is carried out. We can supplement the lack of general higher education in the field of internationalization of agricultural and tertiary education, and provide a reference for the development of the internationalization of agriculture and higher education for the government and universities. The internationalization strategy of higher education in Agricultural Sciences in Taiwan, the internationalization policy of the Ministry of education, the internationalization strategy of the colleges and universities, and the related general higher education. The research on the strategy of education internationalization finds the strategies for the review of the internationalization strategy of agricultural higher education, mainly including the internationalization of campus, international academic exchange, international student exchange, international learning network, international education cooperation, international courses, international university evaluation, Taiwan scholarship, international dual system, and the output of education industry, Semester international services, opening up cross-strait exchanges, host family system and other 13 international strategies.
The discussion on the internationalization strategy of Agricultural Higher Education in Taiwan is to cover 13 international strategic components. Through the empirical results and important findings of the diagnosis and evaluation, it provides the necessary conditions for the Department of administration and the College of agriculture to select the intensification strategies of internationalization respectively, and to discuss appropriate plans and supporting measures in a timely manner. After the effective process of implementing the force, a preliminary opportunity for the successful development of internationalization is achieved by the challenge of globalization and international interaction. At the same time, in order to take into account the special nature of the localization of agricultural higher education, and seek an objective response to the dialogue and the best intersection of international interaction, we can also refer to the international Ministry of education. As a basic point, the policy of intensification of internationalization is carried out in order to form the optimal biochemistry in the globalization of the earth, and to integrate, amend, adjust and innovate the planning projects of international strategies in a timely manner, so as to gradually create the competitive advantage of the international level of Agricultural Higher Education to reach the world level.
