高等學(xué)校教師公派出國(guó)留學(xué)的現(xiàn)狀及對(duì)策研究

【摘要】:改革開(kāi)放以來(lái)的出國(guó)留學(xué)教育,對(duì)我國(guó)社會(huì)主義發(fā)展新局面的開(kāi)創(chuàng)影響深遠(yuǎn)。出國(guó)留學(xué)是我國(guó)加快科教事業(yè)和人才發(fā)展的重要措施,同時(shí)是我國(guó)對(duì)外開(kāi)放的重要組成部分。通過(guò)出國(guó)留學(xué)這一途徑,把人力資源大國(guó)轉(zhuǎn)化為人力資本強(qiáng)國(guó),在不斷提升人力資本存量的基礎(chǔ)上大力提升國(guó)家核心競(jìng)爭(zhēng)力和綜合國(guó)力。特別是公派出國(guó)留學(xué)政策,更是對(duì)國(guó)家的發(fā)展、社會(huì)的進(jìn)步產(chǎn)生了重大影響。 本文首先回顧了公派出國(guó)留學(xué)的相關(guān)政策,介紹了我國(guó)公派出國(guó)留學(xué)對(duì)整個(gè)國(guó)家發(fā)展的作用,對(duì)我國(guó)高等學(xué)校的發(fā)展、一流學(xué)科的建設(shè)以及教師隊(duì)伍的培養(yǎng)方面的作用。分析了目前公派出國(guó)留學(xué)政策執(zhí)行中存在的一些問(wèn)題,這些問(wèn)題包括派出針對(duì)性不強(qiáng)、低層次重復(fù)較多、出國(guó)留學(xué)費(fèi)用來(lái)源單一、行政管理隊(duì)伍不敢派出等等。通過(guò)分析日本、印度等國(guó)的出國(guó)留學(xué)活動(dòng),在我國(guó)的公派出國(guó)留學(xué)活動(dòng)中提出要注意嚴(yán)格選派,加強(qiáng)留學(xué)期間管理和按需派出以避免“人才流失”和“人才外溢”的同時(shí)存在的矛盾。 本文提出運(yùn)用人力資本投資理論,在公派出國(guó)留學(xué)政策中注重管理過(guò)程,提出高等學(xué)校應(yīng)該參與教師發(fā)展過(guò)程,以對(duì)青年骨干教師的出國(guó)留學(xué)培養(yǎng)為捷徑,達(dá)到人才發(fā)展、管理隊(duì)伍發(fā)展、創(chuàng)新發(fā)展同步。運(yùn)用成就需要理論,強(qiáng)調(diào)在公派出國(guó)留學(xué)政策中注重政策環(huán)境的營(yíng)造,在高等學(xué)校中進(jìn)行環(huán)境建設(shè),提升教師成就需求,謀求學(xué)校、教師發(fā)展的雙贏。公派出國(guó)留學(xué),特別是單位公派出國(guó)留學(xué)能克服引進(jìn)人才的“高流動(dòng)性”,通過(guò)自身培養(yǎng)、對(duì)高校行政管理者的出國(guó)培養(yǎng),培植國(guó)際化的土壤,,促進(jìn)人才機(jī)制體制的改革,也確保了引進(jìn)的人才扎根、開(kāi)枝散葉。 在我國(guó)公派出國(guó)留學(xué)政策的指引下,作為國(guó)家公派出國(guó)留學(xué)主要執(zhí)行單位的高等學(xué)校,積極貫徹執(zhí)行國(guó)家政策,發(fā)展出符合自己校情的單位公派留學(xué)政策。本文以上海某綜合性大學(xué)為例,具體分析其在國(guó)家公派出國(guó)留學(xué)政策的引導(dǎo)下的一些組織、制度建設(shè)。提出從基礎(chǔ)組織進(jìn)行公派出國(guó)留學(xué)工作,更能體現(xiàn)“效益優(yōu)先”,“按需派出”,“多層次多渠道派出”的原則,提升學(xué)校的整體水平。通過(guò)深入的國(guó)際合作,使公派出國(guó)留學(xué)更具效益,實(shí)現(xiàn)跨越式發(fā)展。 本文力圖通過(guò)對(duì)相關(guān)問(wèn)題的分析,以發(fā)現(xiàn)、解決問(wèn)題,對(duì)國(guó)家公派出國(guó)留學(xué)政策和單位公派留學(xué)政策有個(gè)系統(tǒng)地認(rèn)識(shí),并希望能對(duì)兄弟院校的相關(guān)政策有交流借鑒作用,對(duì)公派出國(guó)留學(xué)政策的執(zhí)行有所裨益。
[Abstract]:The education of studying abroad since reform and opening up has a profound influence on the creation of a new situation of socialist development in China. Studying abroad is an important measure to speed up the development of science and education in China, and it is also an important part of China's opening to the outside world. Through the way of studying abroad, the large human resource country can be transformed into a powerful country of human capital, and on the basis of continuously raising the stock of human capital, the core competitiveness and comprehensive national strength of the country will be greatly enhanced. In particular, the public policy of studying abroad has had a great impact on the development of the country and the progress of society. This paper first reviews the relevant policies of studying abroad, introduces the role of studying abroad on the development of the whole country, the development of Chinese universities, the construction of first-class disciplines and the training of teachers. This paper analyzes some problems existing in the implementation of the policy of studying abroad by the public. These problems include the lack of pertinence, the low level repetition, the single source of the cost of studying abroad, and the administrative team dare not send out, and so on. Through an analysis of the activities of Japan, India and other countries to study abroad, in our country's government-sent activities to study abroad, it is suggested that we should pay attention to the strict selection of overseas students. To avoid the contradiction between "brain drain" and "talent spillover" by strengthening the management of studying abroad and dispatching on demand. Based on the theory of human capital investment, this paper puts forward that colleges and universities should participate in the process of teachers' development and take the training of young backbone teachers as a shortcut to achieve the development of talents. Management team development, innovation and development synchronization. Applying the theory of achievement needs, the author emphasizes that the policy environment should be built in the policy of studying abroad for the public, and the environment construction should be carried out in institutions of higher learning, and teachers' achievement needs should be promoted so as to seek a win-win situation for the development of schools and teachers. To study abroad, especially in units, can overcome the "high mobility" of introducing talents, train the administrative managers of colleges and universities abroad, cultivate the soil of internationalization, and promote the reform of the talent system. Also ensure that the introduction of talent to take root, open branches and scattered leaves. Under the guidance of our country's public policy of studying abroad, colleges and universities, as the main executive units of the national public schools, actively carry out the national policies and develop the public study abroad policies in accordance with the conditions of their own schools. Taking a comprehensive university in Shanghai as an example, this paper analyzes the organization and system construction of a comprehensive university under the guidance of the national public policy of studying abroad. It is suggested that the principle of "efficiency first", "dispatching according to need" and "multi-level and multi-channel dispatch" should be realized from the basic organization to promote the overall level of the school. Through in-depth international cooperation, the public sent abroad to study more effectively, to achieve leapfrog development. Through the analysis of the related problems, this paper tries to find out and solve the problems, to have a systematic understanding of the national public policy of studying abroad and the policy of the unit of the public to study abroad, and to hope that it can be used for reference to the related policies of the fraternal colleges and universities. It will benefit the implementation of the policy of studying abroad.
