重慶市高校留學(xué)歸國人員績效評價研究

【摘要】:隨著經(jīng)濟全球化和信息時代的到來,世界各國高等院校都面臨著越來越激烈的國內(nèi)和國際市場競爭。高等教育的質(zhì)量直接決定著人才培養(yǎng)在國家建設(shè)中的作用發(fā)揮,師資隊伍的建設(shè)水平不僅直接影響著人才質(zhì)量,,而且關(guān)系到一個學(xué)校的生存與發(fā)展。高校中從海外歸來的師資群體一個具有獨特優(yōu)勢的國際性人才群體,是重要的人才資源,在我國教育事業(yè)發(fā)展中起著重要作用。為認(rèn)真做好師資隊伍建設(shè),更好地發(fā)揮高校留學(xué)歸國教師在學(xué)校事業(yè)發(fā)展中的作用,鑒于目前缺乏有關(guān)高校留學(xué)歸國教師績效評價研究成果,很有必要對高校留學(xué)歸國教師績效建構(gòu)評價體系與影響關(guān)系進行研究。 為了對高校留學(xué)歸國教師進行績效評價,以及測度留學(xué)歸國后教師總績效的相關(guān)影響因素。本文做了以下幾個方面的工作:第一,在梳理了國內(nèi)外相關(guān)研究的基礎(chǔ)之上,采用德爾菲法嘗試性地從教學(xué)水平、科研水平、學(xué)科建設(shè)、管理水平、社會服務(wù)五個維度構(gòu)建了高校留學(xué)出國人員績效評價指標(biāo)體系。第二,以層次分析法和模糊綜合評價理論為基礎(chǔ)對高校留學(xué)歸國教師的績效考核構(gòu)建多層次模糊綜合評價模型,并進行案列分析。第三,在以上分析的基礎(chǔ)上,以高校教師出國留學(xué)以前的教學(xué)水平、科研水平、學(xué)科建設(shè)、管理業(yè)績、社會服務(wù)為自變量,以留學(xué)后高校教師的總績效為因變量,采用計量經(jīng)濟學(xué)方法,建立多元線性回歸模型進行回歸分析。利用格蘭杰因果分析方法,對留學(xué)前高校教師的自身狀況和績效、留學(xué)年限、留學(xué)后高校教師總績效做回歸分析,對模型參數(shù)進行估計,測度留學(xué)前各個因素對教師總績效的影響度。研究結(jié)果顯示:以體現(xiàn)涉外成分為特點、五個維度為骨架構(gòu)建的高校留學(xué)出國人員績效評價指標(biāo)體系可以客觀度量不同教師貢獻(xiàn)度的差異性;高校教師留學(xué)前五個維度的自身狀況和績效、留學(xué)年限對留學(xué)歸國后教師的總績效有顯著影響并存在明確數(shù)量關(guān)系,可以測度留學(xué)前五個維度分別對留學(xué)后總績效影響狀況;可以借助留學(xué)時間變量,建構(gòu)留學(xué)前后總績效之間數(shù)量關(guān)系,測度出留學(xué)前績效對留學(xué)后績效的明確影響度。 利用評價理論所構(gòu)建的高校留學(xué)歸國教師績效評價指標(biāo)體系能給師資建設(shè)與評價管理提供有益參考,具有一定的理論和現(xiàn)實意義;利用格蘭杰因果分析方法與計量回歸模型進行的實證分析,測度了高校留學(xué)歸國教師績效的相關(guān)影響因素,為高校設(shè)計科學(xué)合理的公派出國留學(xué)制度,作了有益嘗試,具有一定的實踐價值。
[Abstract]:With the coming of economic globalization and information age, colleges and universities all over the world are facing more and more fierce competition in domestic and international markets. The quality of higher education directly determines the role of talent training in the construction of the country. The level of construction of the teaching staff not only directly affects the quality of talents, but also relates to the survival and development of a school. The teachers returned from overseas in colleges and universities an international talent group with unique advantages is an important talent resource and plays an important role in the development of education in China. In order to build the teaching staff and give full play to the role of returned college teachers in the development of university career, in view of the lack of research results on the performance evaluation of returned teachers in colleges and universities at present, It is necessary to study the relationship between the performance evaluation system and the influence of returned university teachers. In order to evaluate the performance of returned college teachers, and to measure the relative factors of teachers' total performance. This paper has done the following work: first, on the basis of combing the related research at home and abroad, using Delphi method to try from the teaching level, scientific research level, subject construction, management level, The five dimensions of social service set up the performance evaluation index system of college students abroad. Secondly, based on the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation theory, a multi-level fuzzy comprehensive evaluation model is constructed to evaluate the performance of returned college teachers. Thirdly, on the basis of the above analysis, taking the teaching level, scientific research level, discipline construction, management achievement, social service as independent variables, and taking the total performance of college teachers after studying abroad as dependent variables, The multivariate linear regression model is established by using econometric method to carry out regression analysis. Using Granger causality analysis method, this paper makes regression analysis on the self-condition and performance of college teachers before studying abroad, the years of study abroad, and the total performance of college teachers after studying abroad, and estimates the model parameters. To measure the influence of each factor on the total performance of teachers before studying abroad. The results show that the performance evaluation index system based on five dimensions can objectively measure the difference of contribution of different teachers. The self-condition and performance of the first five dimensions of college teachers' study abroad, the years of studying abroad have significant influence on the total performance of the teachers after returning to China, and there is a clear quantitative relationship between them, which can be used to measure the influence of the first five dimensions on the total performance after studying abroad. With the help of the time variable of studying abroad, we can construct the quantitative relationship between the total performance before and after studying abroad, and measure the degree of influence of the performance before and after studying abroad on the performance after studying abroad. The performance evaluation index system based on the evaluation theory can provide a useful reference for teachers' construction and evaluation management, which is of theoretical and practical significance. By using the Granger causality analysis method and the econometric regression model, this paper measures the related factors of the performance of the returned teachers, and makes a useful attempt to design a scientific and reasonable system of studying abroad. It has certain practical value.
