【摘要】：隨著經(jīng)濟(jì)的發(fā)展和社會的進(jìn)步,高校已經(jīng)由社會的邊緣轉(zhuǎn)入社會的中心,催生知識經(jīng)濟(jì)的到來。高校具有人才培養(yǎng)、科學(xué)研究、服務(wù)社會、傳承文化四大職能。高校服務(wù)社會的職能產(chǎn)生于國外,我國從20世紀(jì)80年代開始高校服務(wù)社會的研究。歷經(jīng)30年的發(fā)展,我國社會發(fā)生了翻天覆地的變化,現(xiàn)代大學(xué)也如雨后春筍般涌現(xiàn)。國民素質(zhì)大幅提高,經(jīng)濟(jì)發(fā)展迅速,高校已經(jīng)成為社會發(fā)展過程中不可替代的組成部分。 高校作為杰出人才和先進(jìn)知識延續(xù)與創(chuàng)新的聚集地,決定著它服務(wù)社會的職能需要通過人才和科技兩方面實(shí)現(xiàn)。2005年溫家寶總理在看望著名的物理學(xué)家錢學(xué)森時(shí),錢學(xué)森發(fā)出了“中國為什么培養(yǎng)不出杰出人才”的感慨,這就是著名的“錢學(xué)森之問”,也是我國人才培養(yǎng)面臨的問題,高校發(fā)展的瓶頸。本研究通過資料搜集已有的高校服務(wù)社會的運(yùn)作機(jī)理,借鑒高等教育發(fā)達(dá)國家的成功經(jīng)驗(yàn),探索我國高校在服務(wù)社會過程中遇到的問題,提出增強(qiáng)高校社會服務(wù)能力的途徑。文中設(shè)計(jì)相關(guān)的問卷,分別在湖南選擇湖南農(nóng)業(yè)大學(xué),湖南廣播電視大學(xué)；在北京選擇首都經(jīng)濟(jì)貿(mào)易大學(xué)和北京理工大學(xué)四所高校老師、行政工作人員和研究生實(shí)施問卷,廣泛的搜集資料,分析高校社會服務(wù)中的不足,如高校服務(wù)社會意識薄弱,辦學(xué)針對性不強(qiáng),人才培養(yǎng)質(zhì)量創(chuàng)新與實(shí)踐能力較弱,高校與社會的聯(lián)系不緊密等。提出增強(qiáng)高校社會服務(wù)能力的有效對策：增強(qiáng)高校辦學(xué)的社會性和開放性；增強(qiáng)人才培養(yǎng)的融入性和適應(yīng)性；增強(qiáng)創(chuàng)新協(xié)同性和創(chuàng)新平臺交叉性；增強(qiáng)科技創(chuàng)新實(shí)效性與基礎(chǔ)性；增強(qiáng)內(nèi)部服務(wù)體制機(jī)制的協(xié)調(diào)性。通過五個(gè)增強(qiáng),最終增強(qiáng)高校服務(wù)社會的能力。
[Abstract]:With the development of the economy and the progress of the society, colleges and universities have been transferred from the edge of society to the center of society, which brings about the arrival of knowledge economy. Universities have four functions of cultivating talents, scientific research, serving the society and inheriting culture. The function of the service society of colleges and universities is produced in foreign countries. From 1980s, our country began to study the service of the society in Colleges and universities. After 30 years of development, the society of our country has undergone tremendous changes, and the modern universities have sprung up like mushrooms. The quality of the people and the rapid economic development have become an irreplaceable part of the process of social development.
As a gathering place for the continuity and innovation of outstanding talents and advanced knowledge, colleges and universities have decided that the function of serving the society should be realized through two aspects of talent and science and technology. When Premier Wen Jiabao visited the famous physicist Tsien Hsueshen in.2005, Tsien Hsueshen issued the emotion of "why China cannot cultivate outstanding talents", which is famous. The question of "Tsien Hsueshen" is also the bottleneck of our country's talent training, and the bottleneck of the development of colleges and universities. Through collecting the operating mechanism of the existing university service society and drawing on the successful experience of advanced higher education countries, this study explores the problems encountered in the process of serving the society in our colleges and universities, and proposes to enhance the social service ability of colleges and universities. The relevant questionnaires were designed in Hunan to choose Hunan Agricultural University and Hunan Radio&TV University respectively. In Beijing, four colleges and universities of Capital University of Economics and Business and Beijing Institute of Technology were selected, the administrative staff and the graduate students carried out a questionnaire to collect information widely and analyze the deficiencies in the social services of colleges and universities, such as the service of colleges and universities. The social consciousness is weak, the school education is not strong, the quality of talent training is weak and the practice ability is weak, the relationship between the University and the society is not close. The effective countermeasures are put forward to strengthen the social service ability of colleges and Universities: strengthen the social and open nature of Colleges and universities, strengthen the integration and adaptability of the talent training, and enhance the innovation synergy and innovation. Platform crossover; enhance the effectiveness and foundation of scientific and technological innovation; enhance the coordination of internal service system mechanism. Through five enhancements, it will eventually enhance the ability of the university to serve the society.
