【摘要】:高校教學(xué)與科研組織是高校構(gòu)成要素的基本組成部分,決定高校的實(shí)力與水平,顯現(xiàn)高校機(jī)體的健康與活力,肩負(fù)著培養(yǎng)創(chuàng)新人才的重任。 創(chuàng)新人才的影響因素包括個(gè)人特質(zhì)、知識(shí)結(jié)構(gòu)、創(chuàng)新思維、創(chuàng)新能力、個(gè)人家庭、學(xué)校社會(huì)等。教學(xué)科研組織主導(dǎo)人才素質(zhì)的提升,對(duì)創(chuàng)新人才培養(yǎng)起培育激發(fā)作用。在培育期,高校教學(xué)與科研組織重點(diǎn)對(duì)學(xué)生進(jìn)行知識(shí)儲(chǔ)備、思維引導(dǎo)創(chuàng)新能力培養(yǎng)工作;在激發(fā)期,高校教學(xué)科研組織以培養(yǎng)研究型創(chuàng)新人才為目標(biāo),對(duì)人才進(jìn)行知識(shí)的儲(chǔ)備訓(xùn)練,培養(yǎng)人才的創(chuàng)新思維,引導(dǎo)其創(chuàng)新行為,在實(shí)踐研究中鍛煉人才的創(chuàng)新能力。 經(jīng)過長期的改革探索,我國高校教學(xué)科研組織建設(shè)雖取得了一定成效,但仍存在不少問題,如組織類型仍顯陳舊,管理模式不夠理想,學(xué)術(shù)氛圍不濃,學(xué)術(shù)權(quán)力偏移,創(chuàng)新精神不足等。這些問題的存在影響了創(chuàng)新人才的培養(yǎng)。有效培養(yǎng)創(chuàng)新人才的教學(xué)科研組織具有模式多樣、組織自治、學(xué)術(shù)至上和機(jī)制靈活的特征。 提升教育教學(xué)質(zhì)量,培養(yǎng)創(chuàng)新人才,高校教學(xué)科研組織必須變革,實(shí)施變革的主要途徑有:第一,明確高校教學(xué)與科研組織變革的價(jià)值取向。要以學(xué)術(shù)至上為價(jià)值主導(dǎo),以培養(yǎng)創(chuàng)新人才為根本目標(biāo),以創(chuàng)造科技成果為主要任務(wù)。第二,創(chuàng)新高校教學(xué)與科研組織模式。其中組織結(jié)構(gòu)模式包括跨學(xué)科模式、教學(xué)型模式、研究型模式、教學(xué)研究型和研究教學(xué)型模式等;組織運(yùn)行模式包括學(xué)術(shù)主導(dǎo)模式、基礎(chǔ)研究模式、均衡研究模式、動(dòng)態(tài)組合模式等。第三,加強(qiáng)高校教學(xué)與科研組織內(nèi)部治理。從完善激勵(lì)機(jī)制,建立人員選拔和淘汰機(jī)制,健全學(xué)術(shù)評(píng)價(jià)機(jī)制三大方面為組織內(nèi)部治理提供保障。第四,優(yōu)化高校教學(xué)與科研組織的外部環(huán)境。包括鼓勵(lì)組織學(xué)術(shù)自治、積極拓寬組織的外界支持以及形成組織協(xié)同創(chuàng)新的文化氛圍。
[Abstract]:The organization of teaching and scientific research in colleges and universities is a basic component of the constituent elements of colleges and universities, which determines the strength and level of colleges and universities, shows the health and vitality of institutions of higher learning, and shoulders the important task of cultivating innovative talents. The influencing factors of innovative talents include personal characteristics, knowledge structure, innovative thinking, innovative ability, individual family, school society and so on. The promotion of leading talents in teaching and scientific research organizations can stimulate the cultivation of innovative talents. In the period of cultivation, the teaching and research organizations of colleges and universities focus on the knowledge reserve of students and the cultivation of creative ability by thinking, while in the stimulating period, the teaching and scientific research organizations of colleges and universities aim at cultivating research-oriented innovative talents. The training of talents' knowledge reserve, the cultivation of talents' innovative thinking, the guidance of their innovative behavior, and the training of talents' innovative ability in practice and research. After a long period of reform and exploration, although the construction of teaching and scientific research organizations in colleges and universities in China has made some achievements, there are still many problems, such as the old type of organization, the unsatisfactory management model, the lack of academic atmosphere and the deviation of academic power. Lack of innovative spirit, etc. These problems affect the cultivation of innovative talents. The teaching and scientific research organization, which effectively trains innovative talents, has the characteristics of diverse models, autonomous organization, academic supremacy and flexible mechanism. To improve the quality of education and teaching and cultivate innovative talents, the teaching and scientific research organizations in colleges and universities must be reformed. The main ways to implement the changes are as follows: first, the value orientation of the reform of teaching and scientific research organizations in colleges and universities should be clearly defined. We should take the academic supremacy as the value leading, the cultivation of innovative talents as the fundamental goal, and the creation of scientific and technological achievements as the main task. Second, innovation university teaching and research organization model. The organizational structure model includes the interdisciplinary model, the teaching model, the research model, the teaching research model and the research teaching model, and the organization operation model includes the academic dominant model, the basic research model, the balanced research model, etc. Dynamic combination mode, etc. Third, strengthen the internal governance of teaching and research organizations in colleges and universities. It provides guarantee for the internal management of the organization from three aspects: perfecting the incentive mechanism, establishing the mechanism of personnel selection and elimination, and perfecting the academic evaluation mechanism. Fourth, optimize the external environment of teaching and research organization in colleges and universities. It includes encouraging the organization's academic autonomy, actively broadening the external support of the organization and forming a cultural atmosphere of organizational synergy and innovation.
