【摘要】：高校信息公開政策作為新生事物目前對其進行的研究并不多，筆者認為首先應對高校信息公開政策進行價值判斷這種基礎(chǔ)性的研究，只有該政策被認為是有價值的，其后續(xù)的關(guān)于高校信息公開政策的研究才有意義。在高校信息公開政策研究中引入高校信息公開政策正當性概念，是對高校信息公開政策的自身價值進行元層次的分析，是為高校信息公開政策的研究提供跨學科的理論基礎(chǔ)，是為高校信息公開政策正當性提供積極的認同，以促進高校信息公開政策更好的實施，實現(xiàn)高校信息公開。 本文的主要研究思路是，在分析了高校信息公開政策及正當性的基本內(nèi)涵后，，提出了高校信息公開政策正當性的界定標準，進而論證該政策是否符合這個標準，得出其具有正當性的結(jié)論。本文的主要內(nèi)容有三部分：第一部分為第二章，對信息公開、信息公開政策、高校信息公開、高校信息公開政策產(chǎn)生的背景及內(nèi)涵等進行介紹。第二部分為第三章，對不同學科中的正當性、政策正當性及高校信息公開政策的正當性進行研究，提出高校信息公開政策正當性的標準及研究視角。第三部分為第四章及第五章，通過信息、政策、法律的視角論證高校信息公開政策的理論正當性，通過高校治理、彰顯社會公平、符合社會需求等角度論證高校信息公開政策的實踐正當性。
[Abstract]:There are few researches on the information disclosure policy of colleges and universities as a new thing at present. The author thinks that the basic research on the value judgment of the information disclosure policy in colleges and universities should be carried out first, and only this policy is considered to be valuable. The subsequent research on the policy of information disclosure in colleges and universities is meaningful. The introduction of the concept of legitimacy of university information disclosure policy in the research of university information disclosure policy is a meta-level analysis of the value of university information disclosure policy and provides an interdisciplinary theoretical basis for the research of university information disclosure policy. It is to provide a positive recognition for the legitimacy of the information disclosure policy in colleges and universities in order to promote the better implementation of the information disclosure policy in colleges and universities and to realize the information disclosure in colleges and universities. The main research ideas of this paper are: after analyzing the basic connotation of the information disclosure policy and its legitimacy in colleges and universities, the paper puts forward the definition standard of the legitimacy of the information disclosure policy in colleges and universities, and then proves whether the policy conforms to this standard. A conclusion is drawn that it is legitimate. The main contents of this paper are as follows: the first part is the second chapter, which introduces the information disclosure, the information disclosure policy, the information disclosure in colleges and universities, the background and connotation of the information disclosure policy in colleges and universities. The second part is the third chapter, research on the legitimacy of different disciplines, policy legitimacy and the legitimacy of the information disclosure policy in colleges and universities, and put forward the standards and research perspective of the legitimacy of information disclosure policy in colleges and universities. The third part is the fourth and fifth chapters, through the information, policy, law perspective to demonstrate the information disclosure policy of the legitimacy of the theory, through the governance of colleges and universities to highlight social equity, According to the social needs and other angles to demonstrate the legitimacy of the practice of information disclosure policy in colleges and universities.
