【摘要】:近年來,我國大學(xué)畢業(yè)生就業(yè)形勢不容樂觀,問題逐漸凸現(xiàn),給眾多家庭和社會帶來了不良影響,但根據(jù)我國經(jīng)濟(jì)社會的發(fā)展,社會對人才的需求較大,特別是基層農(nóng)村對人才的需求更為迫切?墒,較多大學(xué)畢業(yè)生過分留戀大城市和大企業(yè),寧愿飄在城市,也不愿意到基層去工作,使得亟需高科技人才的基層無人可用。針對這一特定問題,結(jié)合統(tǒng)籌城鄉(xiāng)、區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展這一國家戰(zhàn)略,中共中央辦公廳、國務(wù)院辦公廳發(fā)布了《關(guān)于引導(dǎo)和鼓勵高校畢業(yè)生面向基層就業(yè)的意見》,后多部委又聯(lián)合組織開展高校畢業(yè)生到農(nóng)村基層從事支農(nóng)、支教、支醫(yī)和扶貧工作。通過項目計劃和政策的引導(dǎo),鼓勵高校畢業(yè)生面向基層就業(yè)。 這些政策產(chǎn)生了積極的效果,基層就業(yè)的高校畢業(yè)生呈現(xiàn)穩(wěn)步增長的態(tài)勢。但是,這與廣大基層對人才‘的迫切需求相比、與解決高校畢業(yè)生就業(yè)難的要求相比還遠(yuǎn)遠(yuǎn)不夠。因此,本文通過對高校畢業(yè)生基層就業(yè)意向進(jìn)行調(diào)研、分析,希望能找出影響大學(xué)生基層就業(yè)的主要原因,為促進(jìn)基層就業(yè)的順利推進(jìn)提供現(xiàn)實依據(jù)。 本文結(jié)合目前安徽省大學(xué)生基層就業(yè)的情況,在歸納整理現(xiàn)有關(guān)于“大學(xué)畢業(yè)生就業(yè)”和“引導(dǎo)和鼓勵大學(xué)畢業(yè)生到基層就業(yè)”等相關(guān)文獻(xiàn)資料的基礎(chǔ)上,分析大學(xué)生基層就業(yè)的類型和主要內(nèi)容,通過問卷設(shè)計、樣本確立、實證調(diào)研,從大學(xué)生的角度揭示出影響其到基層就業(yè)的深層次原因并提出相應(yīng)的解決對策,以期為政府和高校引導(dǎo)和鼓勵大學(xué)生面向基層就業(yè)提供參考,促進(jìn)高校畢業(yè)生面向基層就業(yè)、創(chuàng)業(yè)。
[Abstract]:In recent years, the employment situation of university graduates in our country is not optimistic, and the problems gradually appear, which has brought bad influence to many families and society. However, according to the development of our country's economy and society, the social demand for talents is great. In particular, the demand for talent in rural areas is even more urgent. However, more college graduates are too attached to big cities and enterprises, and prefer to float in cities rather than work at the grass-roots level, so that the grassroots in need of high-tech talents are not available. In view of this particular problem, the General Office of the CPC Central Committee has combined the national strategy of coordinating urban and rural development and regional economic development. The General Office of the State Council has issued the opinions on guiding and encouraging College graduates to face the Grass-roots Employment, and since then, various ministries and commissions have jointly organized college graduates to work at the rural grass-roots level to support agriculture, education, medical treatment, and poverty alleviation. Through the project plan and the policy guidance, encourages the university graduate to face the grass-roots employment. These policies have produced the positive effect, the grass-roots employment university graduates present the steady growth tendency. However, compared with the urgent demand for talents at the grassroots level, it is far from enough to solve the employment difficulties of college graduates. Therefore, through the investigation and analysis of college graduates' grass-roots employment intention, this paper hopes to find out the main reasons that affect the grass-roots employment of college students, and to provide a realistic basis for promoting the smooth advancement of grass-roots employment. Based on the current situation of college students' employment at the grass-roots level in Anhui Province, this paper summarizes and collates the existing literature on "employment of college graduates" and "guiding and encouraging graduates to take up employment at the grass-roots level". This paper analyzes the types and main contents of college students' grass-roots employment, through questionnaire design, sample establishment, empirical investigation, reveals the deep-seated reasons that affect the grass-roots employment from the perspective of college students and puts forward the corresponding countermeasures. The aim is to provide reference for the government and universities to guide and encourage college students to face the grass-roots employment, and to promote the graduates to face the grass-roots employment and start up their own businesses.
