我國(guó)大學(xué)招生考試社會(huì)化問題研究

【摘要】:2010年我國(guó)政府出臺(tái)《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》,明確提出完善高等學(xué)?荚囌猩贫,探索實(shí)行大學(xué)招生考試社會(huì)化。招考社會(huì)化的要義即政府宏觀管理,專業(yè)機(jī)構(gòu)組織實(shí)施,學(xué)校依法自主招生,學(xué)生多次選擇。顯然,招考社會(huì)化改革既是針對(duì)以往考試過于集權(quán)的弊病,也是我國(guó)公民社會(huì)逐漸成熟的必然趨勢(shì)。本研究旨在解釋考試社會(huì)化的理論依據(jù)及其現(xiàn)實(shí)的操作設(shè)計(jì)。 論文的思路主要圍繞什么是大學(xué)招考社會(huì)化,為什么以及如何實(shí)現(xiàn)三個(gè)問題來展開的。在緒論之后,第一部分,界定什么是大學(xué)招考社會(huì)化,分析社會(huì)化改革的動(dòng)力機(jī)制與制度目標(biāo)并闡明其理論依據(jù)。公民社會(huì)理論界定了國(guó)家、社會(huì)和公民三者的關(guān)系,權(quán)力制衡理論主張用社會(huì)力量來約束過度的行政干預(yù),治理理論主張“去行政化”實(shí)現(xiàn)多元主體合作共治。第二部分,分析了我國(guó)現(xiàn)行大學(xué)招考治理結(jié)構(gòu)的特征,指出過度行政化抑制競(jìng)爭(zhēng)和自治,造成程序不公平,即由現(xiàn)行制度的缺陷來闡釋為什么要實(shí)行考試社會(huì)化改革。第三部分,借鑒了日本、美國(guó)的一些大學(xué)招考社會(huì)化運(yùn)作的經(jīng)驗(yàn),觀照當(dāng)下我國(guó)社會(huì)發(fā)育的水平,針對(duì)四類當(dāng)事人,筆者提出社會(huì)化改革的構(gòu)想:政府持有對(duì)招考組織、大學(xué)招生的認(rèn)證監(jiān)督權(quán);社會(huì)專業(yè)組織提供考試服務(wù);大學(xué)自主招生;考生公民獨(dú)立投考與原就讀中學(xué)脫鉤。為了增強(qiáng)研究的實(shí)證性本論文還作了一些實(shí)證調(diào)查,對(duì)91位(有效問卷)中學(xué)校長(zhǎng)進(jìn)行了問卷調(diào)查,對(duì)7位專家學(xué)者進(jìn)行了訪問咨詢。 大學(xué)招生考試社會(huì)化引入了公民社會(huì)力量和市場(chǎng)機(jī)制,開創(chuàng)了一個(gè)合作共治的局面,它將扭轉(zhuǎn)整個(gè)教育格局,其基本價(jià)值取向是通過政府、高校和社會(huì)專業(yè)組織的合作共治來滿足個(gè)人發(fā)展和社會(huì)進(jìn)步的需要。本論文希望對(duì)我國(guó)大學(xué)招考社會(huì)化做出點(diǎn)滴貢獻(xiàn)。
[Abstract]:In 2010, the Chinese government issued the outline of the National medium and long term Education Reform and Development Plan 2010-2020, and put forward a clear proposal to perfect the examination enrollment system of colleges and universities, and to explore the socialization of university enrollment examination. The main points of socialization of entrance examination are macro management of government, organization and implementation of professional organizations, admission of students according to law, and students' choice for many times. Obviously, the socialized reform of entrance examination is not only aimed at the malpractice of over-centralization of power in the past, but also an inevitable trend of the maturation of civil society in our country. The purpose of this study is to explain the theoretical basis and practical operational design of examination socialization. This paper focuses on three problems: what is the socialization of college entrance examination, why and how to realize it. After the introduction, the first part defines what is the socialization of university entrance examination, analyzes the motive mechanism and system target of socialized reform and clarifies its theoretical basis. The theory of civil society defines the relationship among the state, society and citizens. The theory of power balance holds that the excessive administrative intervention should be restrained by social forces, while the theory of governance advocates "deadministration" to realize the cooperation of multiple subjects. The second part analyzes the characteristics of the governance structure of the current university entrance examination, and points out that excessive administration inhibits competition and autonomy, which results in unfair procedure, that is, explain why the reform of socialization of examination should be carried out by the defects of the current system. The third part, drawing lessons from the experience of socialized operation of some universities in Japan and America, taking into account the current level of social development in our country, aiming at the four kinds of parties, the author puts forward the idea of socialized reform: the government holds the organization of entrance examination. College enrollment certification supervision; social professional organizations to provide examination services; independent university enrollment; independent candidates citizens and the original secondary school entrance examination decoupling. In order to enhance the positivities of the study, this paper also makes some empirical investigations, including 91 middle school principals (valid questionnaires) and 7 experts and scholars. The socialization of university entrance examination has introduced the strength of civil society and market mechanism, created a situation of cooperation and co-governance, which will reverse the whole educational pattern, and its basic value orientation is through the government. Cooperation between colleges and social professional organizations to meet the needs of personal development and social progress. This thesis hopes to make little contribution to the socialization of college entrance examination in our country.
