【摘要】:隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展,尤其是改革開(kāi)放的深層次推進(jìn),我國(guó)高等院校大學(xué)生就業(yè)體制、就業(yè)政策發(fā)生了重大的變化,由計(jì)劃派遣到市場(chǎng)主導(dǎo),由國(guó)家統(tǒng)一分配到自主擇業(yè),而在這個(gè)轉(zhuǎn)型的過(guò)程中,大學(xué)生就業(yè)問(wèn)題越來(lái)越突出,逐漸成為一個(gè)突出的社會(huì)問(wèn)題。農(nóng)林院校大學(xué)生作為一個(gè)專業(yè)性強(qiáng)、擇業(yè)選擇相對(duì)較窄的特殊大學(xué)生群體,在就業(yè)體制、就業(yè)政策發(fā)生了重大的變化,再加上受?chē)?guó)際金融危機(jī)導(dǎo)致對(duì)專業(yè)需求較少等社會(huì)環(huán)境的影響,就業(yè)問(wèn)題越來(lái)越引起社會(huì)的關(guān)注。 黨的十六屆五中全會(huì)明確地提出了社會(huì)主義新農(nóng)村建設(shè)的重大歷史任務(wù)。在2012年“兩會(huì)”的政府工作報(bào)告中,溫家寶總理強(qiáng)調(diào)要“要堅(jiān)持優(yōu)先發(fā)展教育,鼓勵(lì)高校畢業(yè)生投身農(nóng)村、基層、中西部地區(qū)建設(shè)”。社會(huì)主義新農(nóng)村建設(shè)的根本性問(wèn)題就是人才問(wèn)題,尤其是對(duì)高等農(nóng)林院校大學(xué)生的需求巨大。然而,受社會(huì)大環(huán)境以及嚴(yán)峻的就業(yè)形勢(shì)等因素的影響,使得農(nóng)林院校大學(xué)生的就業(yè)觀念日趨呈現(xiàn)多元,具體表現(xiàn)為在就業(yè)時(shí)急功近利、好高騖遠(yuǎn),只愿到大中城市及企事業(yè)單位,卻不愿意服務(wù)基層,投身到社會(huì)主義新農(nóng)村建設(shè)中去。農(nóng)林院校大學(xué)生就業(yè)形勢(shì)嚴(yán)峻與社會(huì)主義新農(nóng)村建設(shè)人才需求之間的矛盾越來(lái)越突出。因此,從就業(yè)教育方面入手引導(dǎo)高等農(nóng)林院校大學(xué)生服務(wù)新農(nóng)村,培養(yǎng)其服務(wù)新農(nóng)村就業(yè)觀,建立長(zhǎng)效、可行的就業(yè)教育機(jī)制,既能解決我國(guó)高等農(nóng)林院校大學(xué)生就業(yè)難現(xiàn)狀,又能在根本上促進(jìn)社會(huì)主義新農(nóng)村建設(shè)的發(fā)展,從而實(shí)現(xiàn)高等農(nóng)林院校大學(xué)生與新農(nóng)村建設(shè)“互利、雙贏”的新局面。 本文首先介紹了問(wèn)題提出的背景、選題的目的和意義、國(guó)內(nèi)外研究現(xiàn)狀、主要研究方法和創(chuàng)新點(diǎn)等內(nèi)容。通過(guò)解讀就業(yè)教育、新農(nóng)村的基本概念以及界定范圍,重點(diǎn)闡述了就業(yè)教育的基本理論依托和就業(yè)教育引導(dǎo)農(nóng)林院校大學(xué)生服務(wù)新農(nóng)村建設(shè)的必要性。詳細(xì)介紹了我國(guó)大學(xué)生就業(yè)制度和大學(xué)生就業(yè)教育的發(fā)展歷程,并系統(tǒng)闡述了我國(guó)大學(xué)生就業(yè)教育的發(fā)展現(xiàn)狀及基本內(nèi)容。重點(diǎn)闡述高等農(nóng)林院校大學(xué)生嚴(yán)峻的就業(yè)形勢(shì),并對(duì)農(nóng)林院校大學(xué)生就業(yè)教育存在的問(wèn)題以及原因進(jìn)行深層次剖析。并從農(nóng)林院校大學(xué)生就業(yè)教育的原則以及針對(duì)性對(duì)策等方面進(jìn)行重點(diǎn)闡述,力爭(zhēng)構(gòu)建起科學(xué)、系統(tǒng)、全面的農(nóng)林院校大學(xué)生就業(yè)教育對(duì)策,完成農(nóng)林院校大學(xué)生就業(yè)教育與服務(wù)新農(nóng)村的有效對(duì)接。
[Abstract]:With the development of our country's social economy, especially the deep promotion of reform and opening up, great changes have taken place in the employment system and employment policy of college students in our country. In the process of this transformation, the employment problem of college students becomes more and more prominent, and gradually becomes a prominent social problem. As a special group of college students with strong specialty and relatively narrow choice of career, the employment system and employment policy of agricultural and forestry college students have undergone significant changes. In addition, due to the impact of the international financial crisis, the problem of employment has attracted more and more attention. The Fifth Plenary session of the 16th CPC Central Committee clearly put forward the major historical task of building a new socialist countryside. In the government work report of the "two sessions" in 2012, Premier Wen Jiabao stressed that "priority should be given to developing education and encouraging college graduates to devote themselves to the construction of rural, grass-roots and central and western regions." The fundamental problem in the construction of new socialist countryside is the problem of talents, especially the huge demand for college students in agriculture and forestry colleges. However, under the influence of social environment and severe employment situation, the employment concept of agricultural and forestry college students is becoming more and more diverse. Only to large and medium-sized cities and enterprises and institutions, but not willing to serve the grassroots, to join in the construction of new socialist countryside. The contradiction between the severe employment situation of agricultural and forestry college students and the demand for talents in the new socialist countryside is becoming more and more prominent. Therefore, starting from the aspect of employment education, we can guide the college students in agriculture and forestry colleges to serve the new countryside, cultivate their view of serving the new rural employment, and establish a long-term and feasible employment education mechanism, which can solve the difficult situation of employment for college students in agricultural and forestry colleges in our country. It can also promote the development of the new socialist countryside construction fundamentally, thus realizing the new situation of "mutual benefit and win-win" between the college students of higher agricultural and forestry colleges and the construction of the new countryside. This paper first introduces the background of the question, the purpose and significance of the topic, the current research situation at home and abroad, the main research methods and innovations. By interpreting the employment education, the basic concept and the definition scope of the new countryside, this paper expounds the basic theoretical support of the employment education and the necessity of the employment education to guide the agricultural and forestry college students to serve the new rural construction. This paper introduces in detail the employment system of college students and the development course of employment education for college students, and expounds systematically the present situation and basic contents of employment education for college students in China. The austere employment situation of college students in agricultural and forestry colleges is expounded, and the problems and causes of employment education in agricultural and forestry colleges are deeply analyzed. And from the agricultural and forestry college student employment education principle and the pertinence countermeasure and so on aspect carries on the key elaboration, strives to construct the science, the system, the comprehensive agriculture forestry university student employment education countermeasure, To complete the employment education of agricultural and forestry college students and serve the effective docking of the new countryside.
