黑龍江工程學(xué)院后勤服務(wù)總公司短期合同工管理研究

【摘要】:在企業(yè)用工多元化、市場(chǎng)化的今天,短期合同工已成為高校后勤企業(yè)的重要組成部分。他們工作在企業(yè)的第一線上,為高校的發(fā)展和建設(shè)做出了積極貢獻(xiàn)。但是,短期合同工存在知識(shí)老化、文化層次偏低、學(xué)歷不高等特性。因此,在新的歷史形勢(shì)下,后勤服務(wù)總公司的各項(xiàng)運(yùn)作機(jī)制逐步向市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)變,企業(yè)內(nèi)外環(huán)境變化很大,短期合同工的管理和使用將面臨著許多新課題。由此可見(jiàn),,加強(qiáng)科學(xué)的短期合同工管理勢(shì)在必行。 本文在閱讀和分析大量有關(guān)企業(yè)短期合同工管理的理論和實(shí)際案例的基礎(chǔ)上,借鑒已有的豐富經(jīng)驗(yàn),針對(duì)高校后勤管理特色,結(jié)合實(shí)際情況,設(shè)計(jì)出適合本單位短期合同工的管理體系。本篇文章正是在這樣的理論研究和企業(yè)實(shí)際結(jié)合的前提下,嘗試將短期合同工的管理研究向前邁進(jìn)一步,針對(duì)后勤短期用工管理所存在的問(wèn)題進(jìn)行具體的分析,并提出自己的一些想法、管理思路和方法,建立一個(gè)方便操作的管理方法,滿足本企業(yè)的需求,為短期合同工的管理提供更有效的工具。 本文通過(guò)詳盡的論述,著重闡述了后勤服務(wù)總公司短期合同工管理存在問(wèn)題及其原因。由于后勤服務(wù)總公司在經(jīng)營(yíng)過(guò)程中出于節(jié)約成本的考慮,不可避免要聘用部分短期合同人員。正是由于這種用工制度的不同、待遇方面的差異,造成了短期合同工管理較與正式工管理有著更加復(fù)雜的因素。從短期來(lái)看,后勤招聘短期合同工具備了使用工資成本低、使用方便、招退自主等優(yōu)點(diǎn)。但是,從長(zhǎng)期來(lái)看,短期合同工隊(duì)伍文化知識(shí)較差,法制觀念淡薄,在他們身上所發(fā)生的問(wèn)題也呈上升態(tài)勢(shì)。由此可見(jiàn),在勞動(dòng)生產(chǎn)過(guò)程中,很容易發(fā)生為圖方便、著急蠻干、不遵守規(guī)章制度等情況,造成了經(jīng)營(yíng)與服務(wù)的嚴(yán)重脫節(jié),勢(shì)必也給后勤管理帶來(lái)很大的風(fēng)險(xiǎn)。 完整的短期合同工管理體系建設(shè),對(duì)短期合同工管理將會(huì)有一個(gè)明確的認(rèn)識(shí)。通過(guò)分析短期合同工管理存在問(wèn)題的原因,明確找出管理工作中存在的不足。通過(guò)問(wèn)卷調(diào)查法、訪談等多種形式,清楚問(wèn)題的癥結(jié),通過(guò)采取多種措施和辦法,為今后短期合同工的管理提供指導(dǎo)和幫助。本文正是結(jié)合了短期合同工在實(shí)際工作中的問(wèn)題和原因相結(jié)合分析,本著完整性、系統(tǒng)性、科學(xué)性和可行性的原則,建立和提出了適合本企業(yè)的短期合同工管理體系。 通過(guò)對(duì)短期合同工管理的實(shí)證分析和調(diào)研結(jié)果進(jìn)行比較表明:黑龍江工程學(xué)院后勤服務(wù)總公司短期合同工管理體系具有合理性、系統(tǒng)性和可行性等優(yōu)點(diǎn)。因此,為后勤服務(wù)總公司的可持續(xù)發(fā)展提供了一種便利的、卓有成效的工具。
[Abstract]:Nowadays, short-term contract workers have become an important part of logistic enterprises in colleges and universities.They work on the front line of the enterprise and have made positive contributions to the development and construction of colleges and universities.However, short-term contract workers have the characteristics of aging knowledge, low cultural level and low academic qualifications.Therefore, under the new historical situation, the operation mechanism of the Logistics Service Corporation has gradually changed to the market economy, the environment inside and outside the enterprise has changed greatly, and the management and use of short-term contract workers will face many new problems.Thus, it is imperative to strengthen the scientific management of short-term contract workers.On the basis of reading and analyzing a large number of theoretical and practical cases of short-term contract management in enterprises, this paper draws lessons from the rich experience and combines the characteristics of logistics management in colleges and universities with the actual situation.Design a management system suitable for the unit's short-term contract workers.Under the premise of combining the theoretical research with the practice of the enterprise, this article tries to take the management research of short-term contract workers forward and analyze the problems existing in the short-term labor management of logistics.And put forward some ideas, management ideas and methods, establish a convenient management method to meet the needs of the enterprise, and provide a more effective tool for the management of short-term contract workers.In this paper, the problems and causes of short-term contract management in Logistics Service Corporation are discussed in detail.Because of the cost saving in the operation of the logistics service head office, it is inevitable to employ some short-term contract personnel.Because of the different employment system and the difference of treatment, the short-term contract management has more complicated factors than the formal management.In the short-term, logistics recruitment of short-term contract workers has the advantages of low wage cost, convenient use and self-employment.However, in the long run, the short-term contract workers' cultural knowledge is poor, the legal system concept is weak, and the problems on them are on the rise.Thus it can be seen that in the process of labor production, it is easy to take place for the convenience of the plan, to be in a hurry to do something, not to abide by the rules and regulations, and to cause a serious disconnection between the operation and the service, which is bound to bring great risks to the logistics management.Complete short-term contractor management system construction, will have a clear understanding of short-term contract management.By analyzing the causes of the problems existing in the management of short-term contract workers, this paper finds out the shortcomings of the management work.Through questionnaire survey, interview and other forms, this paper makes clear the crux of the problem, and provides guidance and help for the management of short-term contract workers in the future by taking various measures and methods.Based on the analysis of the problems and reasons of short-term contract workers in practical work, and based on the principles of integrality, systematicness, scientificalness and feasibility, this paper sets up and puts forward a management system of short-term contract workers suitable for this enterprise.Through the empirical analysis and investigation results of short-term contract labor management, it is shown that the short-term contract worker management system of Heilongjiang Institute of Engineering Logistics Service Corporation has the advantages of rationality, systematization and feasibility.Therefore, it provides a convenient and effective tool for the sustainable development of logistics service head office.
