【摘要】:合并是自二十世紀(jì)中期以來世界各國高等教育改革的一股潮流,其主要原因是合并能在較短時(shí)間內(nèi)實(shí)現(xiàn)高等教育資源的整合,大幅度提高高等教育的經(jīng)濟(jì)效益和教育效益。在我國兩次高校合并中,我們一直注重學(xué)習(xí)英美等西方國家的經(jīng)驗(yàn)。其實(shí)自上世紀(jì)60年代以來的澳大利亞的三次高校合并也有頗多值得我們借鑒的地方,尤其是其最具代表性的1987—1991年的高校合并還是比較成功的處理了高校合并中的諸多難題,順利的完成了合并的任務(wù)。文章就將詳細(xì)探討1987-1991年澳大利亞高校合并的始末,為我國以后有可能出現(xiàn)的高校合并提供更為寬廣的思考方向。 高校定位模糊、界限不明以及高等教育成本的不斷增加,都是此輪高校合并的動(dòng)因。為解決這些問題,澳大利亞政府對(duì)此輪高校合并做了精心規(guī)劃、細(xì)心布置,在充分保證學(xué)校的自主性的的同時(shí),也注意適時(shí)、及時(shí)的干預(yù)。正是因?yàn)檎?dāng)局有的放矢,,此輪澳大利亞高校合并呈現(xiàn)高校自由組合、合并形式多樣、合并進(jìn)程快速、合并效果顯著等局面,為其它國家的高校合并提供了頗多可以借鑒的舉措。 全文共分為五個(gè)部分。 第一部分介紹了此輪澳大利亞高校合并的背景,其主要由澳大利亞高校歷史沿革、此輪合并的動(dòng)因以及英國高校合并的示范作用組成。第二部分介紹了此輪高校合并宏觀特點(diǎn)。第三部分詳細(xì)介紹了此輪高校合并的類型(分別是吞并型、消化吸收型、款式是聯(lián)盟、寬松式整合)。第四部分在綜合分析上述四種合并類型的基礎(chǔ)上,總結(jié)出影響高校選擇合并類型的因素。第五部分則全面總結(jié)了此輪高校合并的啟示。
[Abstract]:Merger is a trend of higher education reform in the world since the middle of the 20th century. The main reason is that it can realize the integration of higher education resources in a short time and greatly improve the economic and educational benefits of higher education.In our country two colleges and universities merge, we always pay attention to study the experience of western countries such as the United States and the United States.In fact, the three university mergers in Australia since the 1960s also have a lot to learn from, especially the 1987-1991 university merger, which is the most representative one, or it has successfully dealt with many difficult problems in the course of university amalgamation.The task of merging was successfully completed.This paper will discuss in detail the beginning and end of the amalgamation of Australian universities from 1987 to 1991, which will provide a broader direction of thinking for the possible merging of colleges and universities in China in the future.The fuzziness of university orientation, the unclear boundary and the increasing cost of higher education are all the causes of this round of university amalgamation.In order to solve these problems, the Australian government has made careful planning and careful arrangement for this round of university amalgamation. While fully guaranteeing the autonomy of the school, the Australian government has also paid attention to timely and timely intervention.It is precisely because the government authorities are targeted that this round of Australian university amalgamation presents a situation of free combination of colleges and universities, diverse forms of merger, rapid merger process, and remarkable results.For the merger of universities in other countries to provide a lot of measures can be used for reference.The full text is divided into five parts.The first part introduces the background of this round of Australian university merger, which is mainly composed of the history of Australian universities, the causes of this round and the demonstration role of the merger of British universities.The second part introduces the macro features of this round of university merger.The third part introduces the types of this round of university amalgamation in detail: annexation, digestion and absorption, alliance and loose integration.In the fourth part, on the basis of the comprehensive analysis of the four types of merger, the factors that affect the choice of merger type in colleges and universities are summarized.The fifth part summarizes the enlightenment of this round of university amalgamation.
