中國高?萍籍a(chǎn)業(yè)發(fā)展瓶頸與對(duì)策研究

【摘要】:隨著高等教育事業(yè)的蓬勃發(fā)展和市場經(jīng)濟(jì)體制的不斷改革和完善,改革開放以后,中國高校在承擔(dān)著教學(xué)、科研使命的同時(shí),在國家經(jīng)濟(jì)快速發(fā)展、社會(huì)及市場需求日益旺盛的情況下,亦承擔(dān)起促進(jìn)科技成果向生產(chǎn)力轉(zhuǎn)化、為社會(huì)服務(wù)的重大職能。幾乎所有的高校均先后創(chuàng)辦和發(fā)展了一大批科技型企業(yè),積極投身到國民經(jīng)濟(jì)建設(shè)的主戰(zhàn)場。2001年10月,科技部、教育部制定了《關(guān)于北京大學(xué)、清華大學(xué)規(guī)范高校科技產(chǎn)業(yè)管理體制試點(diǎn)指導(dǎo)意見》,在多數(shù)校辦企業(yè)沒有資金投入、沒有現(xiàn)成模式的情況下,艱苦奮斗,開拓創(chuàng)新,摸著石頭過河一步一個(gè)腳印,使高校科技產(chǎn)業(yè)獲得了長足的發(fā)展。至2004年底,全國高校各類型企業(yè)4000余家,其中科技型企業(yè)占60%,控股上市公司40家,企業(yè)凈資產(chǎn)達(dá)501.89億元,2004年實(shí)現(xiàn)銷售收入806.78億元,利潤46.05億元,上繳國家稅金38.48億元,上交學(xué)校支持高校事業(yè)8.25億元,為國家經(jīng)濟(jì)建設(shè)和高校的發(fā)展做出了巨大貢獻(xiàn)。但是高校校辦產(chǎn)業(yè)中存在的一些問題也隨之凸顯出來,具體表現(xiàn)為校辦企業(yè)產(chǎn)權(quán)關(guān)系不明,管理體制不順,學(xué)校行政干預(yù)過多,,經(jīng)營性資本難以自由流動(dòng),缺乏投入撤出機(jī)制,特別是學(xué)校承擔(dān)了企業(yè)的運(yùn)營風(fēng)險(xiǎn),影響了學(xué)校的主要工作。針對(duì)這些問題高?萍籍a(chǎn)業(yè)一方面要深化校辦企業(yè)改革,另一方面又要充分發(fā)揮高校的人才優(yōu)勢,促進(jìn)科研成果轉(zhuǎn)化,發(fā)展高科技產(chǎn)業(yè)和推動(dòng)區(qū)域經(jīng)濟(jì)的發(fā)展就成為高校改革中的一項(xiàng)重大而緊迫的任務(wù)。隨著經(jīng)濟(jì)的發(fā)展,企業(yè)規(guī)模的不斷擴(kuò)大,競爭環(huán)境的日益激烈,企業(yè)發(fā)展所遇到的問題也愈加復(fù)雜,而校辦企業(yè)身處其中,只有解決了現(xiàn)階段制約中國高?萍籍a(chǎn)業(yè)發(fā)展的瓶頸問題,才能高速健康發(fā)展。本文將結(jié)合高校科技產(chǎn)業(yè)的宏觀環(huán)境和微觀環(huán)境分析制約中國高?萍籍a(chǎn)業(yè)發(fā)展瓶頸的原因,對(duì)高?萍籍a(chǎn)業(yè)人員構(gòu)成,政企權(quán)責(zé),成果轉(zhuǎn)化不利因素等方面剖析,提出解決當(dāng)前中國高校科技產(chǎn)業(yè)發(fā)展瓶頸應(yīng)對(duì)策略。
[Abstract]:With the vigorous development of higher education and the continuous reform and perfection of the market economy system, after the reform and opening up, Chinese colleges and universities are undertaking the mission of teaching and scientific research, and at the same time, the national economy is developing rapidly.With the increasing demand of society and market, it also plays an important role in promoting the transformation of scientific and technological achievements into productive forces and serving the society.Almost all colleges and universities have successively established and developed a large number of science and technology enterprises, and actively devoted themselves to the main battlefield of national economic construction. In October 2001, the Ministry of Science and Technology and the Ministry of Education formulated the "on Peking University,"The pilot guidance of Tsinghua University in standardizing the Management system of Science and Technology Industry in Colleges and Universities. "in the absence of capital investment and ready-made models for most of the school-run enterprises, they have worked hard, developed and innovated, and crossed the river one step at a time by touching the stone."So that the scientific and technological industry in colleges and universities has achieved considerable development.By the end of 2004, there were more than 4000 enterprises of various types in colleges and universities in China, of which 60 were science and technology enterprises, 40 were holding listed companies, and the net assets of the enterprises amounted to 50.189 billion yuan. In 2004, the sales income was 80.678 billion yuan, the profit was 4.605 billion yuan, and the state tax payment was 3.848 billion yuan.The school supported the cause of university 825 million yuan, for the national economic construction and the development of colleges and universities made great contributions.However, some problems in the school-run industry of colleges and universities are also highlighted, which are manifested in the unclear relationship of property rights of the school-run enterprises, the bad management system, the excessive administrative intervention of schools, the difficulty in the free flow of operating capital, and the lack of a mechanism for the withdrawal of investment.In particular, the school bears the operational risk of the enterprise, affecting the main work of the school.In view of these problems, on the one hand, the scientific and technological industry in colleges and universities should deepen the reform of school-run enterprises, on the other hand, it is necessary to give full play to the talents advantage of colleges and universities and promote the transformation ofDeveloping high-tech industry and promoting the development of regional economy have become an important and urgent task in the reform of colleges and universities.With the development of economy, the continuous expansion of enterprise scale and the increasingly fierce competition environment, the problems encountered in the development of enterprises are becoming more and more complex, and the school-run enterprises are among them.Only by solving the bottleneck problem that restricts the development of science and technology industry in colleges and universities at present, can we develop at high speed and healthily.This paper will analyze the reasons that restrict the development of science and technology industry in Chinese universities by analyzing the macro environment and micro environment of the science and technology industry in colleges and universities, and will analyze the personnel composition of science and technology industry, the power and responsibility of government and enterprises, the unfavorable factors of the transformation of achievements and so on.The countermeasures to solve the bottleneck in the development of science and technology industry in Chinese colleges and universities are put forward.
