【摘要】：中國近現(xiàn)代模式的高等教育始于19世紀末,連同“教授治�！�、“學術自由”等思想一起從西方移植到我國。隨著國家政策的變化,我國最終確定高校實行黨委領導下的校長負責制,這使得高校在高度集權(quán)的行政力量主導下運行。大學學術委員會是“教授治校”和“學術自由”理念在我國高校的合法制度形態(tài),院級學術委員會在組織建制上隸屬于大學學術委員會,是大學學術委員會的基層組織。因此,不管是完善大學學術管理,還是深入了解高校學術活動情況,都應該注重院級學術委員會建設。本研究期望通過系統(tǒng)的調(diào)查,了解我國高校院級學術委員會的實際運行情況,從而完善學術委員會制度,科學學術管理,彰顯高校學術權(quán)力。 本文回顧了我國大學院級學術委員會組織變遷的過程,列舉了大學學術委員會制度發(fā)展過程中的主要國家政策,以及這些政策對學術委員會制度帶來的影響。文章在對大學學術管理概念界定的基礎上,理清大學學術委員會、院級學術委員會的內(nèi)涵,指出高校院級學術委員會是大學學術委員會的基層機構(gòu),本質(zhì)上是高�；鶎訉W術組織,是高校基層學術管理的重要組織形式。院級學術委員會建設能夠促進高校基層學術管理,完善大學學術委員會制度,彰顯高校學術權(quán)力。對學院學術委員會組織建設的研究基于組織管理理論和高等教育“組織的觀點”。 作者對高校院級學術委員會成員組成、職能現(xiàn)狀進行調(diào)查,發(fā)現(xiàn)學院學術委員會組織建設存在的問題：組織結(jié)構(gòu)不科學、組織職能踐行不夠、成員權(quán)益意識薄弱等。忽略科學管理、缺乏“過程”意識、漠視人文關懷是院級學術委員會組織建設存在問題的理論根源。解決這些問題,主要從以下兩方面著手：完善院級學術委員會運行機制,例如建立健全相關法律法規(guī)、科學運用組織管理理論；提升學術權(quán)力地位,明確學術權(quán)力的重要地位,實現(xiàn)學術權(quán)力與行政權(quán)力的制衡。
[Abstract]:Chinese modern higher education began at the end of the 19th century and was transplanted from the West to China along with the ideas of "Professor governing School" and "academic Freedom".With the change of national policy, our country has finally decided to implement the president responsibility system under the leadership of the Party committee, which makes colleges and universities run under the guidance of highly centralized administrative power.The academic committee of university is the legal system form of the concept of "managing the university by professor" and "academic freedom" in our country. The academic committee at the college level is subordinate to the academic committee of the university in the organizational system, and is the basic organization of the academic committee of the university.Therefore, whether it is to perfect the academic management of the university or to understand the academic activities in the university, we should pay attention to the construction of the academic committee at the college level.The purpose of this study is to understand the actual operation of academic committees of colleges and universities in China through systematic investigation, so as to perfect the system of academic committees, scientific academic management and highlight academic power of colleges and universities.This paper reviews the process of the organizational change of academic committees at the university level in China, and lists the main national policies in the development of the academic committee system in universities and the influence of these policies on the academic committee system.Based on the definition of the concept of university academic management, this paper clarifies the connotation of the academic committee and academic committee of the university, and points out that the academic committee at the college level is the grass-roots organization of the academic committee of the university.In essence, it is a basic academic organization in colleges and universities, and an important organization form of academic management at basic level in colleges and universities.The construction of academic committee at the college level can promote the academic management at the grass-roots level, perfect the system of the academic committee of the university, and highlight the academic power of the university.The research on the organization construction of academic committee of college is based on the theory of organization management and the viewpoint of organization in higher education.The author investigates the composition and function status of academic committee in colleges and universities, and finds out the problems existing in the organization construction of academic committee of college, such as unscientific organization structure, insufficient practice of organizational function, weak awareness of members' rights and interests, etc.Neglecting the scientific management, lacking the consciousness of "process" and ignoring the humanistic concern are the theoretical roots of the problems existing in the organizational construction of academic committees at the academic level.To solve these problems, we should start from the following two aspects: perfecting the operating mechanism of academic committees at the academic level, such as establishing and perfecting relevant laws and regulations, scientifically applying the theory of organization and management, promoting the status of academic power and clarifying the important position of academic power,To realize the balance between academic power and administrative power.
