【摘要】：大學(xué)科技園是一種新興的區(qū)域創(chuàng)新系統(tǒng)。作為各項創(chuàng)新主體之間連接的紐帶,大學(xué)科技園在整合科技資源,促進區(qū)域創(chuàng)新體系建設(shè)等方面起到了十分重要的作用。在全世界市場經(jīng)濟的大潮之下,技術(shù)革新的發(fā)展水平左右著一個國家的國際地位。近十年,我因為實現(xiàn)創(chuàng)新型社會大踏步前進,提出了為實現(xiàn)創(chuàng)新型社會應(yīng)不斷改進與完善國家創(chuàng)新體系的設(shè)立,借以促進我國創(chuàng)新發(fā)展能力。而大學(xué)科技園作為國家創(chuàng)新體系的中的重要組成部分,得到了社會各界的高度重視,并迅速在我國發(fā)展起來。 本論文介紹了大學(xué)科技園的基本概念,總結(jié)近年來國內(nèi)外大學(xué)科技園相關(guān)的理論,其中包括科技園的歷史與現(xiàn)狀、科技園區(qū)的基本理論與基本功能、科技園區(qū)的類型與模式、科技園區(qū)的管理體制與運行機制。研究分析了日本TLO(技術(shù)轉(zhuǎn)移組織)的概念與組織結(jié)構(gòu),并以日本私立慶應(yīng)義塾大學(xué)和國立京都大學(xué)的TLO為例,通過對管理模式、運行機制、專利收益分配等幾方面的對比分析,總結(jié)出不同的大學(xué)科技園區(qū)體制應(yīng)借鑒何種技術(shù)轉(zhuǎn)移組織的運行模式,并研究總結(jié)了日本TLO對于發(fā)展大學(xué)科技園的重要啟示作用。通過所得出的結(jié)論,提出了目前我國大學(xué)科技園存在的一些問題,接著對我國大學(xué)科技園的發(fā)展及如何通過借鑒日本TLO的成功經(jīng)驗改善我國大學(xué)科技園的發(fā)展環(huán)境提出了可行性的建議。
[Abstract]:University Science and Technology Park is a new regional innovation system. As a link between innovation subjects, university science and technology park is integrating science and technology resources. Promoting the construction of regional innovation system has played a very important role. Under the tide of market economy all over the world, the level of technological innovation affects the international position of a country. In order to realize an innovative society, I have put forward that the establishment of the national innovation system should be continuously improved and perfected in order to realize the innovative society. As an important part of the national innovation system, the university science and technology park has been attached great importance to by all walks of life and developed rapidly in our country. This paper introduces the basic concept of university science and technology park, summarizes the relevant theories of university science park in recent years, including the history and present situation of science and technology park, the basic theory and function of science and technology park, the type and mode of science and technology park. This paper analyzes the concept and organization structure of TLO (Technology transfer Organization) in Japan, and takes the TLO of Keio University and National Kyoto University as an example. Based on the comparative analysis of the distribution of patent income and other aspects, this paper summarizes the operation mode of different university science and technology park system that should draw lessons from the organization of technology transfer. The paper also summarizes the important enlightening effect of TLO on the development of university science and technology park in Japan, and puts forward some problems existing in the university science and technology park in China. Then it puts forward some feasible suggestions on the development of the university science and technology park in China and how to improve the development environment of the university science and technology park by learning from the successful experience of Japan's TLO.
