【摘要】：大學(xué)技術(shù)轉(zhuǎn)移是國家創(chuàng)新體系的重要組成部分,加強大學(xué)技術(shù)轉(zhuǎn)移具有積極的現(xiàn)實意義。本文以大學(xué)技術(shù)轉(zhuǎn)移為研究對象,基于界面理論對大學(xué)技術(shù)轉(zhuǎn)移的影響因素進行實證研究。技術(shù)轉(zhuǎn)移包含一切導(dǎo)致技術(shù)和知識遷移的過程和活動,與科技成果轉(zhuǎn)化、技術(shù)擴散、技術(shù)傳播等概念有區(qū)別。大學(xué)技術(shù)轉(zhuǎn)移是以大學(xué)作為技術(shù)輸出方的技術(shù)轉(zhuǎn)移。 在文獻研究基礎(chǔ)上,論文比較分析美國等國家或地區(qū)大學(xué)技術(shù)轉(zhuǎn)移的特點,描述我國大學(xué)技術(shù)轉(zhuǎn)移研究和實踐的基本情況。并將界面理論引入到大學(xué)技術(shù)轉(zhuǎn)移研究領(lǐng)域,根據(jù)大學(xué)介入和退出技術(shù)轉(zhuǎn)移的時間,創(chuàng)新性地將大學(xué)技術(shù)轉(zhuǎn)移分為訂單型、全程型、成果型和延伸型四類。提出8個大學(xué)技術(shù)轉(zhuǎn)移過程績效影響因素的假設(shè)和5個大學(xué)技術(shù)績效評價的維度。 面向大學(xué)科研人員進行問卷調(diào)查以進行實證研究,采用因子分析和相關(guān)分析的方法,得出了大學(xué)技術(shù)轉(zhuǎn)移的績效與技術(shù)轉(zhuǎn)移雙方所在地的政策環(huán)境、大學(xué)所在地的經(jīng)濟水平、技術(shù)轉(zhuǎn)移地的區(qū)域創(chuàng)新文化以及技術(shù)的重要性、先進性、管理程度等因素正相關(guān)的結(jié)論;并且部分驗證了大學(xué)科研團隊、企業(yè)吸收能力對大學(xué)技術(shù)轉(zhuǎn)移過程績效的影響,間接驗證了知識產(chǎn)權(quán)保護對大學(xué)技術(shù)轉(zhuǎn)移具有積極作用;否定了“技術(shù)勢差”對大學(xué)技術(shù)轉(zhuǎn)移的正向作用;沒能驗證不同界面類型的技術(shù)轉(zhuǎn)移對大學(xué)技術(shù)轉(zhuǎn)移的影響;對大學(xué)技術(shù)轉(zhuǎn)移的績效評價形成了一個有效指標。 針對大學(xué)技術(shù)轉(zhuǎn)移存在的資源尚未得到充分開發(fā)、缺少支持系統(tǒng)、缺少激勵機制等問題,從國家或地方政府、大學(xué)、大學(xué)科研人員、大學(xué)技術(shù)轉(zhuǎn)移本身四個層面提出了加強和改進大學(xué)技術(shù)轉(zhuǎn)移的建議。
[Abstract]:University technology transfer is an important part of national innovation system. It is of positive practical significance to strengthen university technology transfer. Empirical research on the influencing factors of university technology transfer based on interface theory. Technology transfer includes all the processes and activities leading to technology and knowledge transfer, transformation with scientific and technological achievements, technology diffusion. The concept of technology transmission is different. University technology transfer is the technology transfer of university as the technology export. On the basis of literature research, this paper compares and analyzes the characteristics of university technology transfer in the United States and other countries or regions, describes the basic situation of university technology transfer research and practice in China, and introduces the interface theory into the research field of university technology transfer. According to the time of university intervention and withdrawal from technology transfer, the university technology transfer is innovatively divided into order type, full process type, This paper puts forward the hypothesis of the influencing factors of the technological transfer process of eight universities and the dimensions of the evaluation of the technological performance of the five universities. In this paper, a questionnaire survey is conducted for university scientific research personnel to carry out empirical research. By means of factor analysis and correlation analysis, the performance of university technology transfer and the policy environment of the location of technology transfer are obtained, and the economic level of the university location is obtained. The conclusion that the regional innovation culture and the importance, advanced nature, management degree of technology are positively related to the regional innovation culture of the technology transfer site, and partly verify the influence of the university scientific research team and the absorptive capacity of the enterprise on the performance of the university technology transfer process. It indirectly verifies the positive effect of intellectual property protection on university technology transfer, negates the positive effect of "technology potential difference" on university technology transfer, fails to verify the influence of different interface types of technology transfer on university technology transfer. The performance evaluation of university technology transfer has formed an effective index. In view of the problems existing in the technology transfer of universities, such as the resources not fully developed, the lack of support systems, the lack of incentive mechanisms, and so on, from the national or local governments, universities and university researchers, Four aspects of university technology transfer itself put forward suggestions to strengthen and improve university technology transfer.
