【摘要】：在我國經(jīng)濟(jì)體制改革的過程中,目標(biāo)管理先被企業(yè)引進(jìn)。隨后進(jìn)入我國高等教育領(lǐng)域,目標(biāo)管理在近十來年受到高校的廣泛關(guān)注,地方高校運(yùn)用目標(biāo)管理的數(shù)量漸漸增多。地方高校在面臨資源獲取困難和自有資產(chǎn)有限的情況下,有效利用目標(biāo)管理做好對(duì)學(xué)校教學(xué)、科研、師資等各類關(guān)系的管理是關(guān)鍵。 本文從三個(gè)方面論述,首先以目標(biāo)管理理論基礎(chǔ)為依據(jù),從地方高校的性質(zhì)、內(nèi)外環(huán)境分析地方高校實(shí)行目標(biāo)管理的條件和動(dòng)力。其次通過地方高校實(shí)行目標(biāo)管理的現(xiàn)狀調(diào)查,分析地方高校目標(biāo)管理的問題。最后針對(duì)問題提出在學(xué)校發(fā)展定位、思想認(rèn)識(shí)、目標(biāo)體系和實(shí)施體系等方面的具體對(duì)策。 本文以地方高校目標(biāo)管理為研究對(duì)象,結(jié)合地方高校特殊環(huán)境和條件提出實(shí)行目標(biāo)管理具體建議,希望能對(duì)目標(biāo)管理研究的深入起拋磚引玉的作用。
[Abstract]:In the process of economic system reform in our country, objective management was first introduced by enterprises, and then entered the field of higher education in our country. In the past decade or so, objective management has received extensive attention from colleges and universities. The number of local colleges and universities using objective management is increasing gradually. Under the situation that local colleges and universities are faced with difficulties in obtaining resources and their own assets are limited, effective use of objective management to manage all kinds of relationships such as teaching, scientific research, teachers and so on is the key. This paper discusses from three aspects, first of all, based on the theory of objective management, from the nature of local universities, The internal and external environment analyzes the conditions and motivation for the implementation of target management in local colleges and universities. Secondly, through the investigation of the current situation of the implementation of target management in local colleges and universities, the problems of target management in local colleges and universities are analyzed. Finally, the development orientation of local colleges and universities is put forward. Ideological understanding, target system and implementation system and other aspects of the specific countermeasures. This paper takes the objective management of local colleges and universities as the research object, and puts forward some concrete suggestions for the implementation of the objective management in combination with the special environment and conditions of the local colleges and universities, in the hope that it can serve as a source of inspiration for the further study of the objective management.
