地方綜合性大學學院設置研究

【摘要】:內涵式發(fā)展是高校自身發(fā)展和提高高等教育質量的必由之路。優(yōu)化大學內部組織結構,是大學實現(xiàn)內涵式發(fā)展的首要任務。二級學院是大學的基本學術組織結構,是大學學科布局和資源配置的實現(xiàn)單位,,是大學各項職能的主要承擔者。地方綜合性大學在擴招的進程中發(fā)展迅速,在“求全求大”思想的支配下,學院設置發(fā)生了很大的變化。由于缺乏科學的指導和統(tǒng)一的設置標準,在學院設置上存在很大的盲目性。 本研究運用文獻研究法,對地方綜合性大學、學院和美國州立大學等相關概念進行了界定;從管理跨度理論、規(guī)模經(jīng)濟和范圍經(jīng)濟理論、知識創(chuàng)新群理論三個方面進行分析和探討,探尋地方綜合性大學學院設置的理論基礎;從政策導向、學科發(fā)展、人才培養(yǎng)、社會需求和學校定位五個方面尋求地方綜合性大學學院設置的現(xiàn)實依據(jù)。 美國州立大學與我國地方綜合性大學在學校類型和職能上具有相對應的關系,在各自國家高等教育體系中的地位相似,因而具有可比性和借鑒性。本研究從各高校的網(wǎng)站上收集部分美國州立大學和中國地方綜合性大學學院設置的數(shù)據(jù)資料,運用統(tǒng)計分析法進行多角度、多層次的統(tǒng)計分析,為本研究提供有力支持。 對我國地方綜合性大學學院設置進行問題探究,發(fā)現(xiàn)存在著學院數(shù)量總體偏多、學科層次總體偏低、設置標準混亂、理工類學院設置問題突出等問題。并挖掘出這些表象后面所隱藏的一系列深層次問題。將降低管理效率,形成資源壁壘,阻礙學科發(fā)展,增加生均培養(yǎng)成本,進而影響校院兩級管理體制的良好運行,知識創(chuàng)新群的建設,復合型、創(chuàng)新型才的培養(yǎng)以及招生就業(yè)情況,最終影響大學的整體水平。針對存在的問題,結合對其理論基礎和現(xiàn)實依據(jù)的分析,借鑒國外同類大學的經(jīng)驗啟示,提出了地方綜合性大學學院的七個設置標準:學院數(shù)量以10個左右為宜,以學科專業(yè)目錄為基準,按較高的學科層次設置,提倡跨學科設置,重視特色學院建設,避免重復設置,以綜合性為導向、以并入或合并為準則。并對于如何規(guī)范和調整我國地方綜合性大學的學院設置,提出以下五個建議:壓縮學院數(shù)量,拓寬學院口徑;規(guī)范現(xiàn)有學院名稱;增強學院的實體化程度,提高大學內部管理水平;重視特色學院的建設;試行學部制等。本研究對于優(yōu)化我國地方綜合性大學的學院設置,促進我國地方綜合性大學的內涵式發(fā)展,推動高等教育質量的整體提升和區(qū)域經(jīng)濟社會發(fā)展具有重要意義。
[Abstract]:The implicit development is the only way for colleges to develop themselves and improve the quality of higher education. Optimizing the internal organization structure of universities is the primary task for the universities to realize the implicit development. The secondary colleges are the basic academic organization structure of the universities. Local comprehensive universities are developing rapidly in the process of enrollment expansion, under the domination of the idea of "seeking perfection and seeking greatness". Due to the lack of scientific guidance and unified setting standards, there is a great blindness in the setting of colleges. This study uses the literature research method to define the relevant concepts of local comprehensive universities, colleges and American state universities, including management span theory, scale economy and scope economy theory. This paper analyzes and probes into the theory of knowledge innovation group from three aspects, explores the theoretical basis of setting up local comprehensive universities and colleges, from the aspects of policy direction, discipline development, talent training, The social demand and the school orientation seek the realistic basis of setting up the local comprehensive university college. The American State University has a corresponding relationship with the local comprehensive university in our country in the type and function of the university, and has a similar position in the higher education system of their respective countries. Therefore, it is comparable and referential. This study collected some data from the websites of American state universities and local comprehensive universities in China, and used statistical analysis method to carry out multi-angle and multi-level statistical analysis. To provide support for this study. This paper probes into the establishment of local comprehensive universities and colleges in China, and finds that there are many colleges on the whole, the subject level is on the low side, and the setting standards are confused. The problems of setting up science and engineering colleges are prominent, and a series of deep-seated problems hidden behind these appearances will reduce the efficiency of management, form resource barriers, hinder the development of disciplines, and increase the cost of training students per student. Then it will affect the good operation of the two-level management system, the construction of knowledge innovation group, the cultivation of creative talents, and the recruitment and employment situation, which will ultimately affect the overall level of the university. Based on the analysis of its theoretical basis and practical basis, and drawing lessons from the experience of similar foreign universities, this paper puts forward seven standards for setting up local comprehensive university colleges: the number of colleges should be about 10, and the catalogue of disciplines and specialties should be taken as the benchmark. In accordance with the higher discipline level, we should advocate interdisciplinary setting, attach importance to the construction of characteristic colleges, avoid duplication of setup, and be guided by comprehensiveness. The author puts forward the following five suggestions on how to standardize and adjust the college establishment of local comprehensive universities in our country: to reduce the number of colleges, to broaden the scope of colleges, to standardize the names of existing colleges; Strengthen the materialization of the college, improve the internal management level of the university, attach importance to the construction of the characteristic college, try out the department system, etc. This research is to optimize the college setting of the local comprehensive university in our country, It is of great significance to promote the connotative development of local comprehensive universities and to promote the overall improvement of higher education quality and the development of regional economy and society.
