【摘要】：高校教師權(quán)利保障問(wèn)題是高等教育理論界研究的熱點(diǎn)和核心問(wèn)題，而高校教師民主管理權(quán)卻很少有人專門(mén)深入地研究。隨著高校教師聘任制的實(shí)施，高校教師與大學(xué)之間的關(guān)系發(fā)生了變化，，高校教師角色定位模糊，高校教師的合法權(quán)利無(wú)法得到保障�；谝陨显颍狙芯繃@高校教師民主參與大學(xué)管理的內(nèi)容、高校教師希望參與大學(xué)管理的意愿和實(shí)際參與程度等方面的問(wèn)題，采用問(wèn)卷法和訪談法對(duì)我國(guó)十所公立高校教師進(jìn)行調(diào)查，并找出高校教師民主管理權(quán)無(wú)法落實(shí)的原因，提出保障我國(guó)公立高校教師民主參與大學(xué)管理的策略。 本研究共由六部分組成： 第一部分，引言。總體交代了本研究的緣起，介紹了本研究的選題背景、研究目的及意義、相關(guān)概念的界定、文獻(xiàn)綜述、研究方法與思路。其中，在文獻(xiàn)綜述中，主要從教師權(quán)利保障和高校教師民主管理權(quán)兩方面進(jìn)行綜述，明確了本研究的理論價(jià)值和實(shí)踐意義。 第二部分，我國(guó)公立高校教師參與大學(xué)民主管理的基本內(nèi)容與法律依據(jù)。本部分主要對(duì)我國(guó)高校教師參與大學(xué)民主管理的內(nèi)容和高校教師民主管理權(quán)的法理依據(jù)兩部分內(nèi)容進(jìn)行闡述，為研究的進(jìn)一步深入奠定了理論基石。 第三部分，我國(guó)公立高校教師民主管理權(quán)實(shí)施現(xiàn)狀調(diào)查分析。本部分通過(guò)問(wèn)卷調(diào)查和圖表分析所獲得的第一手材料，對(duì)我國(guó)公立高校教師民主管理權(quán)的實(shí)施現(xiàn)狀進(jìn)行分析，找出我國(guó)公立高校教師民主管理權(quán)實(shí)施存在的問(wèn)題及原因，以此作為提出對(duì)策和建議的依據(jù)。 第四部分，國(guó)外高校教師民主參與大學(xué)管理之比較與借鑒。本部分通過(guò)對(duì)德國(guó)、法國(guó)、美國(guó)、英國(guó)、日本五個(gè)國(guó)家高校教師民主參與大學(xué)管理的歷史發(fā)展與實(shí)施途徑的比較，為本研究提出我國(guó)高校教師民主參與大學(xué)管理的實(shí)施策略提供有力的借鑒。 第五部分，保障我國(guó)公立高校教師民主管理權(quán)實(shí)施的策略。本部分以明確高校教師角色定位為切入點(diǎn)，提出提高高校教師參與民主管理的建議，從而進(jìn)一步提出拓展高校教師參與民主管理的實(shí)現(xiàn)途徑，加強(qiáng)我國(guó)高校委員會(huì)建設(shè)和高校教代會(huì)、監(jiān)事會(huì)制度等措施，保障我國(guó)公立高校教師民主管理權(quán)實(shí)施的具體策略。
[Abstract]:The protection of university teachers' rights is a hot and core issue in the theoretical circle of higher education, but the democratic management right of university teachers is seldom studied in depth. The relationship between university teachers and universities has changed, the role of university teachers is vague, and the legitimate rights of university teachers cannot be guaranteed. Based on the above reasons, this study revolves around the content of university teachers' democratic participation in university management. College teachers want to participate in university management and actual participation degree and other aspects of the question, using questionnaire and interview method to investigate the teachers of ten public universities in China, and find out the reasons why the democratic management rights of university teachers can not be implemented. This paper puts forward some strategies to guarantee the democratic participation of public university teachers in university management. This study consists of six parts:. The first part, introduction, gives a general account of the origin of this study, introduces the background, purpose and significance of this study, the definition of related concepts, literature review, research methods and ideas, among which, in the literature review, This paper summarizes the protection of teachers' rights and the democratic management right of university teachers, and clarifies the theoretical value and practical significance of this study. Part two, The basic content and legal basis of the participation of university teachers in democratic management of universities in our country. This part mainly expounds the contents of the participation of university teachers in democratic management of universities and the legal basis of the right of democratic management of university teachers in our country. It lays a theoretical foundation for further research. The third part is the investigation and analysis of the status quo of the implementation of the democratic management right of the public university teachers in our country. This part analyzes the status quo of the implementation of the democratic management right of the public university teachers in our country through the first-hand materials obtained by the questionnaire survey and the chart analysis. To find out the problems and reasons of implementing the democratic management right of teachers in public colleges and universities in our country, and to take this as the basis to put forward the countermeasures and suggestions. Part 4th, comparison and reference of democratic participation in university management by foreign university teachers. This part compares the historical development and implementation of democratic participation in university management in Germany, France, the United States, the United Kingdom, Japan, and five countries, such as Germany, France, the United States, the United Kingdom and Japan. This study provides a powerful reference for the implementation strategy of democratic participation of college teachers in university management in China. Part 5th, the strategy of ensuring the democratic management right of public university teachers in our country. This part puts forward some suggestions on how to improve the participation of university teachers in democratic management by defining the role of teachers in colleges and universities. Further more, the paper puts forward some measures such as expanding the way of university teachers' participation in democratic management, strengthening the construction of university committee, the system of university representative meeting and the system of supervisory board, and so on, so as to ensure the concrete strategy of implementing democratic management right of teachers in public colleges and universities in our country.
