20世紀(jì)90年代以來(lái)俄羅斯非國(guó)立高校質(zhì)量保障體系研究

【摘要】:隨著東歐劇變,蘇聯(lián)解體,俄羅斯發(fā)生了劇烈的社會(huì)轉(zhuǎn)型,由此俄羅斯國(guó)內(nèi)在經(jīng)濟(jì)、政治、文化等各個(gè)方面都發(fā)生了根本性的變化,然而,這些變化對(duì)教育領(lǐng)域都產(chǎn)生了不同程度的影響,尤其是對(duì)高等教育產(chǎn)生了重要的影響。俄羅斯的高等教育經(jīng)歷了不同的發(fā)展階段,每一階段的發(fā)展都體現(xiàn)了該階段具有的鮮明的特點(diǎn)。蘇聯(lián)時(shí)期,俄羅斯高等教育的主體是國(guó)立高校,無(wú)論是人才的培養(yǎng)還是社會(huì)服務(wù)、科學(xué)研究,國(guó)立高校都承擔(dān)著重要的責(zé)任。但是自轉(zhuǎn)型以來(lái),俄羅斯高等教育教育系統(tǒng)發(fā)生了質(zhì)的變化,國(guó)力高校不再是唯一為國(guó)家培養(yǎng)高級(jí)人才的基地,也不再是唯一能夠滿足來(lái)自社會(huì)不同教育需求的畢業(yè)生輸送基地,非國(guó)立高校重新復(fù)蘇,其規(guī)模與數(shù)量都在不斷擴(kuò)大與增加,向社會(huì)展示了其強(qiáng)大的生命力。 本論文共分為四章,每一章的結(jié)構(gòu)及主旨如下: 第一章指出了非國(guó)立高校在俄羅斯實(shí)現(xiàn)轉(zhuǎn)型后存在的教育質(zhì)量問(wèn)題,主要包括四個(gè)方面的質(zhì)量問(wèn)題,通過(guò)對(duì)這些問(wèn)題的分析,可以發(fā)現(xiàn),教育質(zhì)量是高校生存與發(fā)展的根基,是高校保持社會(huì)地位與學(xué)校聲譽(yù)的生命線,最重要的是與其未來(lái)發(fā)展前景與命運(yùn)息息相關(guān)。因此,尋找這些問(wèn)題的解決路徑對(duì)于非國(guó)立高校的未來(lái)發(fā)展有著重要的實(shí)踐意義。 第二章從五個(gè)方面論述了非國(guó)立高校質(zhì)量保障體系存在的必要性,即為什么要保障非國(guó)立高校的教育質(zhì)量,通過(guò)對(duì)每一個(gè)點(diǎn)的論述可以發(fā)現(xiàn),俄羅斯非國(guó)立高校的存在并非偶然,有其存在的歷史性與合理性,五個(gè)點(diǎn)的深入論述從側(cè)面反映了非國(guó)立高校在俄羅斯高等教育系統(tǒng)中的重要意義,其對(duì)國(guó)家、社會(huì)及個(gè)人的作用更是不可替代。 第三章是本文的研究重點(diǎn),這一章主要闡述了非國(guó)立高校質(zhì)量保障體系所包括的組成部分,該保障體系由三大部分構(gòu)成:人力保障、財(cái)政保障、信息保障。而每一部分又包括了更具體的保障內(nèi)容,保障體系從不同的路徑實(shí)施對(duì)非國(guó)立高校的教育質(zhì)量的保障,,并對(duì)非國(guó)立高校的教育質(zhì)量的提高產(chǎn)生了一定的影響。 第四章圍繞非國(guó)立高校質(zhì)量保障體系的特點(diǎn)及其不足展開(kāi)了分析,保障體系共包括三方面的特點(diǎn):體系的完善,能夠更好地發(fā)揮其全面保障非國(guó)立高校教育質(zhì)量的作用;多元化的價(jià)值取向,更能體現(xiàn)該保障體系的民主性與客觀性;多功能的評(píng)估主體,一方面反映了對(duì)高校教育質(zhì)量的全面監(jiān)控,從而有利于非國(guó)立高校不斷調(diào)整自己的發(fā)展方向,實(shí)現(xiàn)質(zhì)的飛躍。
[Abstract]:With the drastic changes in Eastern Europe, the disintegration of the Soviet Union, Russia has undergone a violent social transformation, thus the Russian domestic economy, politics, culture and other aspects of fundamental changes have taken place, however. These changes have had different degrees of influence on the field of education, especially on higher education. Higher education in Russia has experienced different stages of development. In the Soviet period, the main body of Russian higher education is the state university, whether it is the cultivation of talents or social services, scientific research. However, since the transformation of the Russian higher education system has undergone qualitative changes, national universities are no longer the only base for the training of senior personnel for the country. It is no longer the only graduate transportation base that can meet the different educational needs of the society. Non-state colleges and universities are reviving, and their scale and quantity are expanding and increasing, which shows the society its strong vitality. This thesis is divided into four chapters. The structure and the main purpose of each chapter are as follows: The first chapter points out the problems of education quality after the transition of non-State universities in Russia, mainly including four aspects of the quality problems, through the analysis of these problems, we can find out. The quality of education is the foundation of the survival and development of colleges and universities, the lifeline of maintaining the social status and reputation of colleges and universities, and the most important one is closely related to its future development prospects and destiny. Finding solutions to these problems is of great practical significance for the future development of non-state colleges and universities. The second chapter discusses the necessity of the existence of quality assurance system in non-state colleges and universities from five aspects, that is, why to ensure the quality of education in non-state colleges and universities, through the discussion of each point can be found. The existence of non-state universities in Russia is not accidental, it has its history and rationality. The in-depth discussion of five points reflects the significance of non-state universities in the Russian higher education system, which is of great importance to the country. The role of society and individuals is irreplaceable. The third chapter is the focus of this paper, this chapter mainly describes the quality assurance system of non-state colleges and universities, which consists of three parts: human security, financial security. Information security. And each part includes more specific protection content, the security system from different paths to ensure the quality of education in non-state colleges and universities. It has a certain influence on the improvement of education quality in non-state colleges and universities. Chapter 4th analyzes the characteristics and shortcomings of the quality assurance system in non-state colleges and universities. The security system includes three aspects: the perfection of the system. To play a better role in ensuring the quality of education in non-state colleges and universities; The pluralistic value orientation can embody the democracy and objectivity of the security system. On the one hand, the multi-functional evaluation subject reflects the overall monitoring of the quality of education in colleges and universities, which is conducive to the adjustment of their own development direction and the realization of a qualitative leap in non-state colleges and universities.
