甘肅高校學(xué)生資助體系及運(yùn)行狀況調(diào)查

【摘要】:建立家庭經(jīng)濟(jì)困難學(xué)生資助政策體系,是國家為實(shí)現(xiàn)教育優(yōu)先發(fā)展和促進(jìn)教育公平而采取的一項(xiàng)重大舉措,是實(shí)現(xiàn)社會(huì)公平的重要基礎(chǔ)。甘肅地處西北內(nèi)陸地區(qū),經(jīng)濟(jì)發(fā)展相對落后,甘肅省屬高校在校大學(xué)生中有相當(dāng)一部分學(xué)生來自本省農(nóng)村地區(qū),經(jīng)濟(jì)困難學(xué)生比例較高,大學(xué)生資助工作的開展和政策的落實(shí),對大學(xué)生順利完成學(xué)業(yè)有著至關(guān)重要的作用。 近年來,甘肅高校學(xué)生資助體系基本形成了以國家助學(xué)貸款為主,國家獎(jiǎng)助學(xué)金和高校獎(jiǎng)助學(xué)金為輔,社會(huì)資助、勤工助學(xué)、減免學(xué)費(fèi)、學(xué)費(fèi)補(bǔ)償貸款代償?shù)葹檠a(bǔ)充的新的資助體系,其資助經(jīng)費(fèi)投入已經(jīng)轉(zhuǎn)為以政府財(cái)政投入為主,學(xué)校、社會(huì)、企業(yè)和個(gè)人投入為輔的新機(jī)制。通過多措并舉,基本實(shí)現(xiàn)了“不讓一個(gè)學(xué)生因家庭經(jīng)濟(jì)困難而輟學(xué)”的工作目標(biāo),為促進(jìn)甘肅教育公平起到了積極的作用。盡管這項(xiàng)工作取得了很大成就,但實(shí)踐中仍然存在許多問題,筆者通過查閱相關(guān)資料和對蘭州大學(xué)、蘭州交通大學(xué)、甘肅政法學(xué)院、蘭州工業(yè)學(xué)院等四所高校大學(xué)生資助工作的調(diào)查分析,認(rèn)為甘肅高校學(xué)生資助體系在實(shí)際運(yùn)行中還存在相關(guān)法律法規(guī)不完善,資助經(jīng)費(fèi)不足、資助工作不平衡,資助對象難以判定、資助效果不顯著,資助項(xiàng)目缺乏整合、資助資源存在浪費(fèi),助學(xué)貸款資金回收存在風(fēng)險(xiǎn),社會(huì)資助的積極性不高,學(xué)生校外兼職時(shí)合法權(quán)利沒有法律保障等問題。這些問題的存在,不僅不能保證每一位家庭經(jīng)濟(jì)困難學(xué)生就學(xué)的基本需求,而且也容易挫傷部分學(xué)生的學(xué)習(xí)積極性和社會(huì)責(zé)任感。針對以上情況,本文主要側(cè)重從政策和法律層面探討進(jìn)一步完善大學(xué)生資助體系的措施和辦法。
[Abstract]:The establishment of a financial aid policy system for students from economically disadvantaged families is a major measure taken by the State to give priority to the development of education and to promote education equity. Gansu is located in the inland area of northwest China, and its economic development is relatively backward. A considerable number of college students in Gansu Province come from rural areas of the province. The proportion of students with financial difficulties is high. The development of college students' financial aid and the implementation of policies play an important role in the successful completion of their studies. In recent years, Gansu university student financial aid system has basically formed with the state student loan as the main, the national scholarship and the university scholarship as the supplement, the social aid, the part-time study, the remission tuition fee. Tuition compensation loan compensation is the supplement of the new funding system, its funding investment has been transferred to the government financial input, schools, society, enterprises and individuals to supplement the new investment mechanism. It has basically realized the goal of "not letting a student drop out of school because of the financial difficulties of his family", and has played a positive role in promoting educational fairness in Gansu Province, although this work has made great achievements. But there are still many problems in practice, the author through consulting relevant information and through the Lanzhou University, Lanzhou Jiaotong University, Gansu University of political Science and Law, Lanzhou Institute of Technology and other four colleges of university student funding investigation and analysis. The author thinks that there are still some imperfect laws and regulations, insufficient funds, unbalanced work, difficult to judge the object of aid, and the effect of aid is not remarkable. The lack of integration of funding projects, waste of funding resources, student loan funds recovery risks, the enthusiasm of social support is not high. The existence of these problems can not only guarantee the basic needs of every student with financial difficulties in his family. It is also easy to dampen some students' study enthusiasm and social responsibility. In view of the above situation, this paper mainly discusses the measures and methods to further improve the university student financial aid system from the aspects of policy and law.
