【摘要】：隨著我國科技創(chuàng)新戰(zhàn)略和創(chuàng)新型國家建設(shè)戰(zhàn)略的深入實施,提高科研經(jīng)費的使用效率成為促進我國科技發(fā)展的關(guān)鍵�？蒲薪�(jīng)費管理的作用不僅體現(xiàn)在額度核算、支出控制等財務(wù)管理方面,而且還承擔(dān)著優(yōu)化科技人員激勵結(jié)構(gòu)、規(guī)范協(xié)調(diào)科研主體關(guān)系、提高項目實施轉(zhuǎn)化效率、引導(dǎo)科技人才培養(yǎng)發(fā)展等多種職能,因此,科研經(jīng)費管理制度必須能夠激勵、引導(dǎo)智力要素對科技發(fā)展的投入,同時能夠合理地體現(xiàn)其價值。
[Abstract]:With the implementation of science and technology innovation strategy and innovative national construction strategy, improving the efficiency of scientific research funds has become the key to promote the development of science and technology in China. The role of scientific research funds management is not only reflected in the quota accounting. Expenditure control and other aspects of financial management, but also assume to optimize the incentive structure of scientific and technological personnel, regulate and coordinate the relationship between scientific research subjects, improve the efficiency of project implementation and transformation, guide the development of scientific and technological personnel, and other functions. The management system of scientific research funds must be able to stimulate and guide the input of intellectual elements to the development of science and technology, and at the same time, can reasonably reflect its value.
