【摘要】：近幾年,在我國逐漸步入高校擴招和自主辦學(xué)的進程中,高校腐敗的案件頻頻發(fā)生,曾經(jīng)被譽為“一方凈土”的高校變成了腐敗案發(fā)之地。而遏制腐敗的根本是制度。本文在分析總結(jié)高校腐敗行為的基礎(chǔ)上,結(jié)合我國改革開放三十年來反腐制度,探索了高校內(nèi)部治理腐敗犯罪的制度構(gòu)想模式。 本文由緒論、正文四章和結(jié)語構(gòu)成,體現(xiàn)了我國在高校反腐中的制度缺陷,提出了相應(yīng)的解決措施和模式構(gòu)想。 在本文的第一部分中,筆者在我國改革開放三十年來的反腐倡廉制度的大背景下,分析了我國自改革開放以來的高校反腐歷程,以及近十年內(nèi)出臺的高校反腐經(jīng)典文件,總結(jié)其發(fā)展和不足。第二部分,筆者在選取的四十所高校腐敗犯罪的案例中,歸納出案件發(fā)生最多的四個領(lǐng)域,分別是財務(wù)、基建、招生和采購領(lǐng)域,通過提取這四個重點領(lǐng)域的經(jīng)典案例進行分析,總結(jié)出案發(fā)的主要原因是制度的缺陷導(dǎo)致。第三部分,在經(jīng)典案例分析的基礎(chǔ)上,進一步總結(jié)出我國高校反腐制度存在的主要缺陷,其中包括制度在防控、執(zhí)行過程、事后的懲獎及反腐領(lǐng)導(dǎo)體制四方面的不足。第四部分,在結(jié)合我國高校反腐制度存在的問題和不足的基礎(chǔ)上,提出具體的高校反腐制度設(shè)計模式,其中包括反腐制度設(shè)計原則、完善高校反腐制度的具體內(nèi)容和方法以及反腐制度構(gòu)想模式。
[Abstract]:In recent years, in our country gradually into the process of enrollment expansion and independent running schools, corruption cases in colleges and universities occur frequently. Once known as "a pure land", colleges and universities have become the place where corruption occurred, and the root of curbing corruption is the system. This paper analyzes and summarizes the corrupt behavior of colleges and universities on the basis of. Combined with the anti-corruption system in the past 30 years since reform and opening up in China, this paper probes into the institutional conception mode of controlling corruption crime in colleges and universities. This paper consists of the introduction, four chapters and the conclusion, which reflects the institutional defects in the anti-corruption of colleges and universities, and puts forward the corresponding solutions and model ideas. In the first part of this paper, the author analyzes the anti-corruption process of colleges and universities in China since the reform and opening up since the reform and opening up 30 years in the background of anti-corruption system. In the second part, the author summarizes the 40 cases of corruption crimes in colleges and universities, summed up the four areas in which the most cases occurred. Respectively is the finance, infrastructure, enrollment and procurement areas, through the extraction of these four key areas of classic case analysis, summed up the main causes of the crime is the system of defects. Part three. On the basis of classic case analysis, this paper further summarizes the main defects of anti-corruption system in colleges and universities in China, including the prevention and control of the system, the implementation process. Part 4th, on the basis of the problems and shortcomings of anti-corruption system in colleges and universities in our country, puts forward the specific design mode of anti-corruption system in colleges and universities. It includes the design principle of anti-corruption system, the concrete content and method of perfecting anti-corruption system in colleges and universities, and the conception mode of anti-corruption system.
