【摘要】：隨著高等教育體制改革的不斷深入,一個(gè)由國家、社會(huì)、學(xué)校和個(gè)人合理分擔(dān)高等教育成本的機(jī)制已逐步形成。特別是1999年開始的全國高校擴(kuò)招,作為一個(gè)里程碑式的標(biāo)志,大大增加了適齡青年接受高等教育的機(jī)會(huì),從長遠(yuǎn)來看,無疑是一個(gè)好舉措。但由于城鄉(xiāng)差異，農(nóng)村超生致貧，城市下崗職工等一系列問題所導(dǎo)致高校貧困大學(xué)生數(shù)量的增加，貧困學(xué)生在承受著較大的經(jīng)濟(jì)壓力的同時(shí),還不同程度地承受著社會(huì)競爭、環(huán)境刺激多樣化、價(jià)值觀念多元化、人際關(guān)系復(fù)雜化和生活節(jié)奏加快等因素的影響。 當(dāng)前高校貧困生資助工作存在諸多問題，主要表現(xiàn)在貧困生認(rèn)定機(jī)制不夠健全、貧困生資助模式有待進(jìn)一步創(chuàng)新、貧困生心理健康教育亟待加強(qiáng)、資助導(dǎo)向需要調(diào)整、資助機(jī)構(gòu)和人員有待設(shè)立和加強(qiáng)等。這些問題的存在將嚴(yán)重影響高校資助育人功能的發(fā)揮。 探討研究當(dāng)前普通高校貧困生資助工作問題及對策研究，將有助于解決當(dāng)前普通高校資助工作所面臨的困局，有助于提升資助育人的水平。完善貧困生認(rèn)定機(jī)制，規(guī)范認(rèn)定的組織和管理，明確認(rèn)定的程序，建立具有可操作型的貧困生認(rèn)定標(biāo)準(zhǔn)，就是從教育公平性角度來解決當(dāng)前貧困生認(rèn)定工作中存在的問題。貧困生資助模式的創(chuàng)新是從經(jīng)濟(jì)扶貧和精神扶貧兩個(gè)方面來構(gòu)建的，即突出“貸”在經(jīng)濟(jì)扶貧上的主體地位，，突出“勤”在經(jīng)濟(jì)扶貧上的主導(dǎo)地位，突出社會(huì)援助資金在經(jīng)濟(jì)扶貧上的輔助地位；選擇貧困生心理健康教育、感恩教育、勵(lì)志教育為突破口，從而進(jìn)一步做好貧困生的精神扶貧，提升資助育人的效果。
[Abstract]:With the deepening of the reform of higher education system, a mechanism to share the cost of higher education by the country, society, schools and individuals has been gradually formed, especially the enrollment expansion of colleges and universities began in 1999. As a landmark symbol, it greatly increases the opportunities for young people of appropriate age to receive higher education. In the long run, it is undoubtedly a good measure, but due to the differences between urban and rural areas, rural excess leads to poverty. A series of problems, such as laid-off workers in cities, have led to the increase of the number of impoverished college students. While the poor students are under great economic pressure, they are also suffering from social competition and environmental stimulation to varying degrees. The influence of diverse values, complicated interpersonal relationships and quickening pace of life and so on. At present, there are many problems in the financial aid work of poor students in colleges and universities, mainly in that the identification mechanism of poor students is not perfect, the funding mode of poor students needs to be further innovated, and the mental health education of poor students needs to be strengthened urgently. Funding orientation needs to be adjusted, and funding institutions and personnel need to be set up and strengthened, etc. These problems will seriously affect the function of educational aid in colleges and universities. It will be helpful to solve the difficulties faced by the poor students in colleges and universities to study the problems and countermeasures of the financial aid work of the poor students in colleges and universities at present. It is helpful to improve the level of aiding and educating people, perfect the identification mechanism of poor students, standardize the organization and management of identification, clearly identify the procedure, and establish the standard of identification of poor students with operational type. It is from the perspective of educational equity to solve the problems existing in the identification of poor students. The innovation of financial aid model for poor students is constructed from the aspects of economic poverty alleviation and spiritual poverty alleviation. That is, to stress the main position of "loan" in the economic poverty alleviation, the leading position of "diligence" in the economic poverty alleviation, and the auxiliary position of the social assistance fund in the economic poverty alleviation; The mental health education, Thanksgiving education and inspirational education of poor students are chosen as the breakthrough points, so that the poor students' mental poverty alleviation can be done well and the effect of subsidizing and educating people will be improved.
