【摘要】：本文基于中部六省2000～2009年度的面板數(shù)據(jù),對影響高等教育財政支出的因素進行了實證研究,通過利用時間固定效應的冪函數(shù)與指函數(shù)模型研究表明,滯后一期的生均高等教育財政支出、城鎮(zhèn)化水平正向影響高等教育財政支出;而實際人均收入、政府規(guī)模和生師比負向影響高等教育財政支出。進一步研究發(fā)現(xiàn),當同時考察財政分權度、政府競爭度與政府規(guī)模兩兩之間對高等教育財政支出的交互作用時,政府規(guī)模與政府競爭度對生均高等教育財政支出的交互作用非常顯著。通過比較研究還發(fā)現(xiàn),不含控制變量項的時間固定效應冪函數(shù)與指函數(shù)模型是最優(yōu)的,財政分權度和政府競爭度分別具有顯著的正向和負向作用。
[Abstract]:Based on the panel data of six provinces in central China in 2000 and 2009, this paper makes an empirical study on the factors that affect the financial expenditure of higher education. By using the power function and exponential function model of time fixed effect, it is shown that the average expenditure of higher education in the lagged period and the level of urbanization positively affect the financial expenditure of higher education; However, the actual per capita income, the government size and the ratio of students to teachers have a negative impact on the higher education expenditure. Further study found that fiscal decentralization should be examined at the same time. The interaction between the degree of government competition and the scale of government on the fiscal expenditure of higher education. The interaction between the scale of government and the degree of government competition on the financial expenditure of higher education is very significant. Through the comparative study, it is also found that the power function and exponential function model of time fixed effect without control variables are the best. Fiscal decentralization and government competition have significant positive and negative effects respectively.
