【摘要】：高等教育公共治理是繼高等教育政府管制和高等教育市場化之后的一個新的發(fā)展階段。在教育政府管制下,大學完全被政府掌控,毫無自主權(quán)。教育市場化條件下,大學自主權(quán)擴大,開始參與市場競爭。在教育公共治理下,為實現(xiàn)教育公共利益的最大化,政府通過制度創(chuàng)新保障政府、市場、公民社會共同參與教育公共事務(wù)管理,并承擔相應(yīng)責任,充分調(diào)動利益相關(guān)人積極性。在這一新的時期大學與家庭、社會等其他主體間聯(lián)系日趨緊密,大學作為責任主體、激勵約束對象、在委托代理關(guān)系中和(類)市場中的角色都面臨新的要求,因此要順應(yīng)時代發(fā)展,在教育公共治理的理論指導下進行大學角色的轉(zhuǎn)變。 全文共分五章,第一章介紹了選題的背景和意義,梳理了國內(nèi)外研究現(xiàn)狀；第二章是核心概念和相關(guān)理論概述部分,本章節(jié)進行了相關(guān)概念界定,分析了高等教育公共治理的內(nèi)涵與特征以及研究的理論基礎(chǔ)；第三章分析了教育政府管制和教育市場化中的大學角色,以及教育公共治理中大學角色的轉(zhuǎn)變要求。第四章探析了高等教育公共治理中大學角色的實現(xiàn)策略。首先,政府主導是實現(xiàn)大學角色轉(zhuǎn)變的前提；其次,自主辦學是實現(xiàn)大學角色轉(zhuǎn)變的基礎(chǔ)；第三,多元參與是實現(xiàn)大學角色轉(zhuǎn)變的關(guān)鍵；最后,(類)市場機制的建立是實現(xiàn)大學角色轉(zhuǎn)變的有效途徑。第五章是結(jié)論部分。 本文采用文獻法、訪談法、歷史分析法和制度分析法等多種研究方法,分析大學在不同時代背景下的角色,并依托治理理論探究教育公共治理下對大學角色的要求,在研究視角和理論觀點方面有一定的創(chuàng)新,對于深化我國高等教育公共治理的認識,探索高等教育公共治理中大學角色的轉(zhuǎn)變在理論和實踐方面均具有一定的研究價值。
[Abstract]:Higher education public governance is a new stage of development after higher education government regulation and higher education marketization. Under the educational government control, universities are completely controlled by the government. Under the condition of education marketization, universities expand their autonomy and begin to participate in market competition. Under the educational public governance, in order to realize the maximization of educational public interests, the government guarantees the government through system innovation. Market, civil society participate in the management of educational public affairs, and bear the corresponding responsibility, fully mobilize the enthusiasm of stakeholders. In this new period, the relationship between university, family, society and other subjects is getting closer and closer. As the main body of responsibility, the university incentive and constraint object, in the principal-agent relationship and (class) market in the role are facing new requirements, so we should adapt to the development of the times. Under the guidance of the theory of educational public governance, the role of university should be changed. This paper is divided into five chapters. The first chapter introduces the background and significance of the topic, combing the current research situation at home and abroad; The second chapter is the core concept and related theory overview part, this chapter has carried on the related concept definition, has analyzed the higher education public governance connotation and the characteristic as well as the research theory foundation; The third chapter analyzes the role of universities in the regulation of education and the marketization of education. Chapter 4th explores the strategies to realize the role of university in the public governance of higher education. Firstly, the government leading is the premise to realize the transformation of university role. Secondly, the independent running school is the foundation to realize the transformation of university role; Third, multiple participation is the key to realize the transformation of university role. Finally, the establishment of market mechanism is an effective way to realize the transformation of university role. Chapter 5th is the conclusion. In this paper, literature, interview, historical analysis and institutional analysis are used to analyze the role of universities in different times. And based on the governance theory to explore the requirements of the role of universities under the public governance of education, there are some innovations in the research perspective and theoretical point of view, to deepen the understanding of public governance of higher education in China. Exploring the change of university's role in public administration of higher education has certain research value in theory and practice.
