【摘要】：當(dāng)高等教育處于精英化的時代,由于內(nèi)外發(fā)展環(huán)境的單一,大學(xué)發(fā)展基本無需制定戰(zhàn)略。但時至今日,以多樣化為主要標(biāo)志的高等教育大眾化已使大學(xué)走出了傳統(tǒng)意義上的象牙塔,大學(xué)發(fā)展日益受到復(fù)雜環(huán)境的影響。不管承認(rèn)與否,面向市場的競爭已然拉開序幕。誰能在改革的沉浮中找準(zhǔn)方向、抓住機(jī)遇,誰就有可能在競爭與變革的時代爭得一席之地。大學(xué)發(fā)展戰(zhàn)略作為推動大學(xué)發(fā)展的一種思想方法、一種手段成了當(dāng)前大學(xué)發(fā)展的一種必然選擇。 本論文著重研究這樣一類高等院校的發(fā)展戰(zhàn)略：以開展本科及以上層次技術(shù)教育為主的高等院校,此類院校以面向地方培養(yǎng)高等技術(shù)應(yīng)用型人才為主要任務(wù),以開展面向應(yīng)用的技術(shù)研究為主要研究方向；以聯(lián)合產(chǎn)業(yè)、行業(yè)、企業(yè)共同參與辦學(xué)為主要特征。在我國大陸,主要指1998年后隨著高等教育大眾化進(jìn)程的推進(jìn),為適應(yīng)經(jīng)濟(jì)社會發(fā)展對高層次技術(shù)人才的需求而產(chǎn)生的一批以工為主的本科院校,本文稱之為“技術(shù)本科院�！�。我國臺灣地區(qū)科技大學(xué)、印度技術(shù)學(xué)院、英國由原多科技術(shù)學(xué)院發(fā)展而來的“新大學(xué)”等院校與我國大陸技術(shù)本科院校同屬技術(shù)類高等院校。 本論文著力分析了當(dāng)前技術(shù)本科院校發(fā)展所處的內(nèi)外復(fù)雜環(huán)境,從我國大陸技術(shù)本科院校發(fā)展面臨的實(shí)際問題出發(fā),提出技術(shù)本科院校具有制定并實(shí)施發(fā)展戰(zhàn)略的必要性和緊迫性；論文將技術(shù)本科院校置于高等教育大眾化背景下,從高等教育大眾化、高校分類和大學(xué)發(fā)展戰(zhàn)略等方面深入分析了技術(shù)本科院校制定并實(shí)施自身發(fā)展戰(zhàn)略所需的理論基礎(chǔ)；為尋得技術(shù)本科院校發(fā)展戰(zhàn)略的全球依據(jù),分別對我國臺灣地區(qū)科技大學(xué)、印度技術(shù)學(xué)院、英國由多科技術(shù)學(xué)院發(fā)展而來的“新大學(xué)”發(fā)展的歷史脈絡(luò),當(dāng)前改革發(fā)展所處的復(fù)雜教育背景環(huán)境進(jìn)行了梳理和分析,并以具體院校為例,對其獨(dú)特的發(fā)展戰(zhàn)略進(jìn)行了比較全面的分析,從他校的發(fā)展經(jīng)驗(yàn)中獲得了一些啟示和借鑒；最后,通過學(xué)習(xí)借鑒他國、地區(qū)技術(shù)院校發(fā)展經(jīng)驗(yàn),結(jié)合我國技術(shù)本科院校實(shí)際,提出了對我國大陸技術(shù)本科院校發(fā)展戰(zhàn)略的建議。
[Abstract]:When higher education is in the era of excellence, because of the single internal and external development environment, the development of universities need not make strategy. But today. The popularization of higher education with diversification as the main symbol has made universities walk out of the ivory tower in the traditional sense, and the development of universities is increasingly affected by complex environment, no matter whether they admit it or not. Market-oriented competition has begun. Who can find the right direction and seize the opportunity in the ups and downs of reform. As an ideological method to promote the development of universities, a means has become an inevitable choice for the development of universities. This paper focuses on the development strategy of such a class of institutions of higher learning: to carry out undergraduate and above level of technical education in colleges and universities, this kind of colleges and universities to face the local training of higher technology applied talents as the main task. The main research direction is to carry out application-oriented technology research. In the mainland of China, it mainly refers to the popularization of higher education after 1998. In order to adapt to the demand for high-level technical talents in the economic and social development, this paper calls a number of colleges and universities which are mainly based on industry as "technical undergraduate colleges", Taiwan University of Science and Technology, Indian Institute of Technology. The "new universities" developed from the former polytechnic colleges in Britain belong to technical colleges and universities as well as those in mainland China. This paper focuses on the analysis of the current technical undergraduate colleges and universities in the development of the complex internal and external environment, from the mainland of the development of technical undergraduate colleges and universities facing the actual problems. The necessity and urgency of formulating and implementing the development strategy in technical colleges and universities are put forward. Under the background of the popularization of higher education, the thesis puts the technical undergraduate colleges and universities under the background of the popularization of higher education. In the aspects of university classification and university development strategy, this paper deeply analyzes the theoretical basis needed by technical colleges to formulate and implement their own development strategy. In order to find the global basis for the development strategy of technical undergraduate universities, the historical context of the development of "new universities" in Taiwan region of China, the Indian Institute of Technology and the United Kingdom from the polytechnic colleges has been studied. The current reform and development of the complex educational background environment is combed and analyzed, and taking specific colleges as an example, its unique development strategy is comprehensively analyzed. From the development experience of other schools to obtain some enlightenment and reference; Finally, by learning from the development experience of other countries and regional technical colleges and combining with the reality of China's technical undergraduate colleges, the paper puts forward some suggestions for the development strategy of technical undergraduate colleges and universities in mainland China.
