【摘要】:高校教職工代表大會制度是民主的產(chǎn)物,,是落實基層民主建設(shè)的重要制度,其對高校民主管理水平的提高有著重要意義!秾W(xué)校教職工代表大會規(guī)定》的頒布施行是對教職工代表大會制度作用和地位的進一步肯定,也是完善教職工代表大會制度建設(shè)的重要舉措。本文運用分析和理論聯(lián)系實際的方法,來論證高等學(xué)校教職工代表大會制度的相關(guān)問題,以期對《學(xué)校教職工代表大會規(guī)定》的貫徹落實和對教職工代表大會制度的進一步完善有所裨益。 本文除前言及結(jié)語外,共分成五部分: 第一部分:高校教職工代表大會制度創(chuàng)制的理念。民主理念經(jīng)歷了幾千年的發(fā)展和變遷,對人們的生產(chǎn)生活產(chǎn)生了深刻影響。我國實行的是社會主義民主,教職工代表大會制度是我國落實基層民主的重要形式,其從設(shè)立到運行都充分體現(xiàn)了民主的理念。但是教職工代表大會制度的權(quán)限也應(yīng)該有一定的限度,否則會干擾到學(xué)術(shù)自由而違背民主的初衷。 第二部分:高校教職工代表大會制度的發(fā)展歷史。教職工代表大會制度是在教育民主化的浪潮下興建起來的,從萌芽、確立到完善經(jīng)歷了30多年的發(fā)展,期間也出現(xiàn)過波折,但是在民主理念的影響下,教職工代表大會制度最終得到了確立和發(fā)展,并在實踐中不斷創(chuàng)新其實現(xiàn)形式。 第三部分:高校教職工代表大會的性質(zhì)和作用。這部分對高校教職工代表大會的性質(zhì)和作用進行了闡釋,其中高校教職工代表大會的作用主要有:有利于加強和推進學(xué)校的民主建設(shè);有利于對學(xué)校領(lǐng)導(dǎo)干部進行監(jiān)督;有利于加強我國的教職工隊伍建設(shè);有利于實現(xiàn)校園和諧。 第四部分:高校教職工代表大會制度的缺陷。首先,高校教職工代表大會制度在自身制度建設(shè)方面存在不足,主要表現(xiàn)為相關(guān)法律法規(guī)不完善、選舉制度和提案制度不健全。其次在實踐運行層面,教職工代表大會制度也有很多缺陷,主要是權(quán)利落實情況不容樂觀。 第五部分:高校教職工代表大會制度的完善對策。本部分在前幾部分的基礎(chǔ)之上,提出對高校教職工代表大會制度進行完善的幾點設(shè)想。首先,應(yīng)從高校教職工代表大會制度的自身建設(shè)方面進行完善,包括從法律法規(guī)、選舉制度、提案制度以及二級教職工代表大會制度等方面進行完善。然后從高校教職工代表大會制度運行體制上進行完善,主要是要切實落實高校教職工代表大會的各項職權(quán)及建立教職工代表大會的有效運行機制。
[Abstract]:The Congress system of faculty members in colleges and universities is the product of democracy and an important system to carry out the construction of democracy at the grass-roots level. It is of great significance to improve the democratic management level of colleges and universities. The promulgation and implementation of the provisions of the School staff Congress is a further affirmation of the role and status of the staff Congress system. It is also an important measure to perfect the construction of the staff Congress system. This paper uses the method of combining theory and practice to demonstrate the related problems of the staff Congress system in colleges and universities. It is expected to be beneficial to the implementation of the provisions of the School staff Congress and the further improvement of the staff Congress system. In addition to the preface and conclusion, this paper is divided into five parts: The first part: the idea of the university staff Congress system. The democratic concept has experienced thousands of years of development and change, has had a profound impact on people's production and life. Our country is practicing socialist democracy. The staff Congress system is an important form of implementing grass-roots democracy in our country, which fully embodies the concept of democracy from its establishment to operation. However, there should also be certain limits of competence of the staff Congress system. Otherwise, it will interfere with academic freedom and run counter to the original intention of democracy. The second part: the history of the development of the university staff Congress system. The staff Congress system was built under the tide of the democratization of education, from the bud, established to perfect experienced more than 30 years of development. However, under the influence of democratic ideas, the staff Congress system was finally established and developed, and its realization form was innovated in practice. The third part: the nature and function of the university staff Congress. This part explains the nature and function of the university staff Congress. Among them, the functions of the college staff Congress are as follows: to strengthen and promote the democratic construction of the school; It is advantageous to supervise the leading cadres of the school; It is beneficial to strengthen the construction of teaching staff in our country; Is conducive to achieving campus harmony. Part 4th: the defects of the university staff Congress system. First of all, the university staff Congress system in its own system construction deficiencies, mainly for the relevant laws and regulations are not perfect. The election system and the proposal system are not perfect. Secondly, at the practical level, the staff Congress system also has many defects, mainly because the implementation of rights is not optimistic. Part 5th: the perfect countermeasure of the university staff Congress system. On the basis of the first few parts, this part puts forward some ideas to perfect the university teaching staff Congress system. First of all. It should be perfected from the aspects of the self-construction of the staff Congress system, including the laws and regulations, the election system. The proposal system and the secondary staff Congress system are improved. Then from the university staff Congress system operation system to improve. It is mainly to carry out the functions and powers of the faculty Congress and to establish the effective operation mechanism of the staff Congress.
