【摘要】：改革開放30年來，中國的高等教育取得了巨大的發(fā)展，隨著我國高等教育體制的改革，高等學(xué)校開始對(duì)學(xué)費(fèi)體制進(jìn)行改革，實(shí)行收費(fèi)上學(xué)，并積極舉辦民辦高校，使其成為高等教育的重要組成部分，這對(duì)于彌補(bǔ)高等教育經(jīng)費(fèi)投入不足起到了巨大的作用。但與此同時(shí)，家庭經(jīng)濟(jì)困難學(xué)生上不起學(xué)的問題也日漸突出。這個(gè)問題如果不能很好的解決，會(huì)影響人力資本的順利形成，對(duì)經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定都會(huì)產(chǎn)生不利影響。因此，對(duì)家庭經(jīng)濟(jì)困難學(xué)生進(jìn)行資助，保證其順利完成大學(xué)學(xué)業(yè)是十分必要的。 國家助學(xué)貸款政策是國家利用金融手段深化高等教育體制改革，促進(jìn)我國教育事業(yè)發(fā)展的重要舉措，具有深遠(yuǎn)的意義和巨大的作用。我國自1999年實(shí)行國家助學(xué)貸款政策以來，至今已有14年，經(jīng)過幾次的改革，基本形成了比較成熟的運(yùn)行體制。作為高等教育重要組成部分的民辦高校，也相當(dāng)重視國家助學(xué)貸款工作的開展，以廣東培正學(xué)院為例，校方認(rèn)真貫徹國家助學(xué)貸款工作的精神，在實(shí)踐中落實(shí)到位，使國家助學(xué)貸款工作成為構(gòu)建和諧校園的一項(xiàng)重要內(nèi)容，也保證了家庭經(jīng)濟(jì)困難的學(xué)生得到了切實(shí)的幫助。但是，在取得成績的同時(shí)，，也要看到國家助學(xué)貸款這一政策在民辦高校的實(shí)施過程中還存在著一些問題，還需要通過多方面的努力，來不斷完善民辦高校中的國家助學(xué)貸款工作。為此，本文通過對(duì)國家助學(xué)貸款的理論研究，進(jìn)一步加深我們對(duì)民辦高校學(xué)生的教育公平、人力資本形成、學(xué)生資助等理論的認(rèn)識(shí)，彌補(bǔ)相關(guān)理論的不足。
[Abstract]:Since the reform and opening up 30 years ago, China's higher education has made great progress. With the reform of our country's higher education system, institutions of higher learning have begun to reform the tuition system and carry out tuition fees to attend school. And actively set up private colleges and universities to become an important part of higher education, which has played a huge role in making up for the lack of investment in higher education funds, but at the same time. If this problem can not be solved well, it will affect the smooth formation of human capital, and will have a negative impact on economic development and social stability. It is necessary to grant financial aid to students with financial difficulties to ensure their successful completion of college studies. The national student loan policy is an important measure to deepen the reform of higher education system and promote the development of education in China by means of financial means. Since 1999, China has implemented the national student loan policy, has been 14 years, after several times of reform. As an important part of higher education, private colleges and universities also attach great importance to the development of national student loan work, taking Peizheng College of Guangdong as an example. The school conscientiously carries out the spirit of the national student loan work and puts it into practice, making the national student loan work an important content in building a harmonious campus. It also ensures that the students with family financial difficulties get practical help. However, we should also see that there are still some problems in the implementation of the policy of national student loan in the process of implementing private colleges and universities. It is also necessary to improve the work of national student loan in private colleges and universities through various efforts. Therefore, this paper through the theoretical study of the national student loan. Further deepen our understanding of the private college students' education fairness, human capital formation, student aid and other theories, to make up for the lack of relevant theories.
