【摘要】：針對(duì)高校后勤人員對(duì)節(jié)能技術(shù)的掌握力不強(qiáng)、節(jié)能意識(shí)薄弱以及對(duì)能源管理制度不完善的諸多問題,本文通過分析合同能源管理的四種模式(即節(jié)約效益分享型、節(jié)能量保證型、能源費(fèi)用托管型、節(jié)能設(shè)施租賃型)來闡述高校后勤集團(tuán)對(duì)校園能源進(jìn)行管理的方式。表明高校應(yīng)根據(jù)自身情況選擇合適的合同能源管理方式進(jìn)行校園能源的管理： (1)自有資金不足時(shí)采用節(jié)能效益按比例分成方式進(jìn)行管理； (2)自有資金充足時(shí)采用節(jié)能量保證型管理方式； (3)對(duì)各種公共設(shè)施的管理采用能源費(fèi)用托管型方式； (4)使用新型節(jié)能技術(shù)、新型節(jié)能設(shè)備則采用設(shè)備租賃方式。 高校能源管理采用合同能源管理方式,可以提高能源利用率,減少浪費(fèi),改善了環(huán)境質(zhì)量,從而建立了綠色校園形象。而高校后勤集團(tuán)應(yīng)用合同能源管理機(jī)制,既是對(duì)國家節(jié)能政策的積極響應(yīng),又通過對(duì)這種基于市場的節(jié)能新機(jī)制的應(yīng)用,學(xué)習(xí)到能源物業(yè)管理的新理念。
[Abstract]:Based on the analysis of four modes of contract energy management ( i.e . saving benefit - sharing type , energy - saving assurance type , energy cost - managed type , energy - saving facility lease type ) , this paper expounds four modes of energy management in colleges and universities ( i.e . saving benefit - sharing type , energy - saving assurance type , energy cost - managed type and energy - saving facility lease type ) . ( 1 ) In case of insufficient funds , the energy - saving benefit shall be managed according to the proportion ; ( 2 ) the energy - saving assurance type management mode is adopted when the self - owned capital is sufficient ; ( 3 ) The management of various public facilities adopts the mode of energy cost management ; ( 4 ) The new energy - saving technology is used , and the new energy - saving equipment is leased by equipment . The energy management of colleges and universities adopts the mode of contract energy management , which can improve the energy utilization rate , reduce waste , improve the environmental quality , thus establish the green campus image . And the application contract energy management mechanism of the university logistics group is not only a positive response to the national energy conservation policy , but also the new idea of energy property management through the application of the market - based energy - saving new mechanism .
