【摘要】：自1998年我國實(shí)行住房制度改革以來，國家實(shí)行住房貨幣化分配，，停止實(shí)物分房，高等院校周轉(zhuǎn)房制度在這樣的形勢下應(yīng)運(yùn)而生，為新進(jìn)校教職工提供過渡性的居住之所。經(jīng)過多年的發(fā)展和實(shí)踐，周轉(zhuǎn)房在各高校解決職工住房困難、穩(wěn)定教師隊(duì)伍取得了良好的效果和有益的嘗試。隨著近年來我國高校辦學(xué)規(guī)模的不斷擴(kuò)大和房地產(chǎn)市場價(jià)格持續(xù)走高，高校教師周轉(zhuǎn)房緩解教師住房壓力的作用更加凸顯，與此同時(shí)也在管理中出現(xiàn)了房源缺口急增、制度執(zhí)行力低下、程序有失嚴(yán)謹(jǐn)、監(jiān)管不夠到位、良性流動(dòng)困難等一系列問題。 如何優(yōu)化完善高校周轉(zhuǎn)房管理模式，恰到好處地解決這些問題，直接影響著高校的健康良性發(fā)展。本文所論述的高校教師周轉(zhuǎn)房管理模式的設(shè)計(jì)與研究包括研究的背景和動(dòng)機(jī)；高校周轉(zhuǎn)房的基本理論和發(fā)展歷史；國內(nèi)高校周轉(zhuǎn)房管理現(xiàn)狀及分析；高校周轉(zhuǎn)房管理模式的優(yōu)化設(shè)計(jì)和成果評價(jià)；結(jié)論與展望。 本文立足于高校教師周轉(zhuǎn)房產(chǎn)生與發(fā)展的背景，在對國內(nèi)多所高校周轉(zhuǎn)房管理現(xiàn)狀分析的基礎(chǔ)上，直擊周轉(zhuǎn)房管理中的薄弱環(huán)節(jié)，找準(zhǔn)周轉(zhuǎn)房管理中存在問題的成因，從周轉(zhuǎn)房房源的開拓與利用、規(guī)范周轉(zhuǎn)房申請準(zhǔn)入程序、健全周轉(zhuǎn)房退出機(jī)制、完善周轉(zhuǎn)房使用監(jiān)督機(jī)制、建立健全高校周轉(zhuǎn)房信息管理系統(tǒng)、營造良好的周轉(zhuǎn)房租住氛圍等六個(gè)方面，系統(tǒng)地對高校教師周轉(zhuǎn)房管理模式進(jìn)行了優(yōu)化設(shè)計(jì)，并對設(shè)計(jì)后的周轉(zhuǎn)房管理模式進(jìn)行了效果預(yù)期和展望，進(jìn)一步提高周轉(zhuǎn)房管理的科學(xué)化、規(guī)范化、系統(tǒng)化水平，實(shí)現(xiàn)高校周轉(zhuǎn)房良性流轉(zhuǎn)的運(yùn)行狀況，為高校師資人才隊(duì)伍的穩(wěn)定以及教學(xué)科研工作順利開展提供保障和支持作用。
[Abstract]:Since 1998, our country implemented the housing system reform, the country implements the housing monetization allotment, stops the material object division, under this situation, the university turnover housing system arises at the historic moment. After many years of development and practice, revolving housing in colleges and universities to solve the housing difficulties. Stabilizing the teaching staff has achieved good results and beneficial attempts. With the continuous expansion of the scale of running colleges and universities in China in recent years, the real estate market prices continue to rise. The role of college teachers' revolving housing to relieve teachers' housing pressure is more prominent, at the same time, there has been a sharp increase in the housing gap in management, the system execution is low, the procedures are not strict enough, supervision is not enough in place. Benign flow difficulties and a series of problems. How to optimize and perfect the management mode of university revolving housing, and solve these problems appropriately. This paper discusses the design and research of the management mode of university teachers' revolving room, including the background and motivation of the research. The basic theory and development history of the revolving house in colleges and universities; The present situation and analysis of the management of revolving housing in colleges and universities in China; The optimization design and achievement evaluation of the management mode of the university revolving room; Conclusion and prospect. This paper is based on the background of the emergence and development of college teachers' revolving housing, on the basis of the analysis of the current situation of the management of many colleges and universities in China, directly attack the weak links in the management of revolving housing. To find out the causes of the problems in the management of revolving housing, from the development and utilization of the source of the revolving room, to standardize the procedure of application for access, to perfect the exit mechanism and to perfect the supervision mechanism of the use of the revolving room. This paper establishes and improves the information management system of the university revolving room, builds the good atmosphere of the revolving room rental and so on, and systematically optimizes the management mode of the university teachers' revolving room. And after the design of the management model of the revolving housing for the expected results and prospects, to further improve the management of the scientific, standardized, systematic level, to achieve the benign circulation of the operational status of university revolving housing. It provides guarantee and support for the stability of the teaching staff and the smooth development of the teaching and research work in colleges and universities.
