【摘要】：評價是一種加強和改進各種社會實踐活動水平的重要管理手段。為了提高高校檔案館的服務水平,促進高校檔案信息的利用,對高校檔案信息利用以及高校檔案館服務進行有效的評價是十分有必要的。高校檔案館服務質(zhì)量的高低直接影響高校檔案利用服務。開展高校檔案利用服務評價對促進高校檔案信息利用,提升高校檔案館服務質(zhì)量具有十分重要的意義。高校檔案利用服務評價即對高校檔案信息利用服務活動進行評價。評價可以更有效地把握高校檔案利用服務活動的方向,有利于高校檔案信息利用服務科學化管理,進而能夠全面提升高校檔案信息利用服務活動的質(zhì)量,對高校檔案信息利用具有導向、激勵、規(guī)范作用,對促進高校檔案利用服務的最大化同樣也具有十分重要的意義。 本文分為三個部分。首先從近幾年高校檔案事業(yè)的發(fā)展開始,分析了國內(nèi)高校檔案服務利用的研究狀況,闡述了檔案利用工作的定義、形式和結構,分析了檔案利用工作的結構和服務思想,論述高校檔案利用服務的意義,并對外國檔案利用服務的研究狀況進行了綜述。對模糊綜合評判法進行了初步的介紹。 然后,闡述高校檔案利用服務評價指標體系的設計原則,進而分析了高校檔案利用服務評價指標的影響因素,從檔案館形象、財務成本、組織結構、員工競爭力、業(yè)務流程、服務滿意度六個方面對評價體系指標的各影響要素進行了分析比較。構建了高校檔案利用服務評價體系的一級、二級指標,并用專家調(diào)查法和層次分析法確定了各指標的權重。對定量和半定量評價指標的獲取方法進行了分析。 最后,本文將構建高校檔案利用服務評價體系應用于遼寧大學檔案館實踐。采用調(diào)查問卷和數(shù)學定量的研究相結合的處理方法,用模糊綜合評判法來評價遼寧大學檔案館檔案利用服務的質(zhì)量,即由專家教授對各因素指標進行模糊選擇,統(tǒng)計出專家對評價因素指標的選擇結果,再按照所建立的數(shù)學模型進行計算。通過對高校檔案利用服務評價體系的分析證實,證明評價指標的科學性、系統(tǒng)性、綜合性和可行性,并對如何提高高校檔案利用服務提出相關的建議和策略。
[Abstract]:Evaluation is an important management means to strengthen and improve the level of various social practice activities in order to improve the service level of university archives and promote the utilization of archives information in colleges and universities. It is necessary to evaluate the utilization of archives information and the service of archives in colleges and universities. The service quality of archives in colleges and universities has a direct impact on the utilization of archives in colleges and universities. The evaluation of archives utilization service in colleges and universities is to evaluate the service activities of archives information utilization in colleges and universities. It is also of great significance to promote the maximization of archives utilization service in colleges and universities. This paper is divided into three parts. Firstly, starting from the development of archives in colleges and universities in recent years, this paper analyzes the research situation of archives service utilization in domestic universities, and expounds the definition, form and structure of archives utilization work. This paper analyzes the structure and service idea of archives utilization, and discusses the significance of archives utilization service in colleges and universities. The research status of foreign archives utilization service is summarized, and the fuzzy comprehensive evaluation method is introduced. Then, this paper expounds the design principles of the evaluation index system of university archives utilization service, and then analyzes the influencing factors of the evaluation index of university archives utilization service, from the image of archives, financial costs, organizational structure. Staff competitiveness, business process, service satisfaction of six aspects of the evaluation system indicators of the analysis and comparison of the various factors, the establishment of the university file utilization service evaluation system of the first, secondary indicators. The weight of each index is determined by expert investigation and Analytic hierarchy process (AHP), and the methods of obtaining quantitative and semi-quantitative evaluation indexes are analyzed. Finally, this article will construct the university archives utilization service appraisal system to apply in the Liaoning University archives practice, uses the questionnaire and the mathematics quantitative research unifies the processing method. The fuzzy comprehensive evaluation method is used to evaluate the service quality of archives utilization of Liaoning University archives, that is, experts and professors make fuzzy selection of each factor index, and statistics the result of experts' selection of evaluation factor index. Then according to the established mathematical model to calculate. Through the analysis of the university archives utilization service evaluation system, it proves that the evaluation index is scientific, systematic, comprehensive and feasible. Some suggestions and strategies on how to improve the service of archives utilization in colleges and universities are put forward.
