【摘要】：當(dāng)前高校行政權(quán)力與學(xué)術(shù)關(guān)系研究中存在的問題主要包括未能全面客觀認(rèn)識(shí)行政權(quán)力在大學(xué)中的作用、過分夸大學(xué)術(shù)權(quán)力的作用、單純將學(xué)術(shù)自由視為大學(xué)的辦學(xué)使命和簡(jiǎn)單地將高校行政權(quán)力與學(xué)術(shù)權(quán)力二元對(duì)立等。應(yīng)從高等教育使命實(shí)現(xiàn)的角度認(rèn)識(shí)行政權(quán)力和學(xué)術(shù)權(quán)力的關(guān)系,并注重發(fā)揮學(xué)術(shù)權(quán)力和行政權(quán)力的合力。在操作層面,應(yīng)充分發(fā)揮學(xué)術(shù)權(quán)力和行政權(quán)力各自的作用;在制度層面,嚴(yán)格規(guī)定學(xué)術(shù)權(quán)力和行政權(quán)力的行為邊界;在文化層面,確立學(xué)術(shù)權(quán)力和行政權(quán)力互為支撐的價(jià)值取向;另外,行政權(quán)力與學(xué)術(shù)權(quán)力關(guān)系的確立應(yīng)符合具體實(shí)際。
[Abstract]:The relationship between administrative power and academic research in the problems include not comprehensive and objective understanding of the role of administrative power in universities, exaggerated the role of power, simple operation of university academic freedom as the university mission and simply administrative power and academic power in universities two yuan of legislation. The relationship between the administrative power and the academic power should be recognized from the perspective of the realization of the mission of higher education, and the joint force of academic power and administrative power should be emphasized. At the operational level, we should give full play to the role of the academic power and administrative power respectively; at the institutional level, strict rules of academic power and administrative power boundary; at the cultural level, the establishment of academic power and administrative power are the value orientation of support; in addition, the establishment of administrative power and academic power relations should be consistent with the actual.
