【摘要】:上個(gè)世紀(jì)九十年代以后,我國政府通過不斷地?cái)U(kuò)大招生來加速高等教育的改革,使我國高等教育取得了很大的進(jìn)步。隨著經(jīng)濟(jì)的快速發(fā)展,高等教育也面臨著巨大的壓力,高等教育如何在保證自身發(fā)展的前提下滿足各方面的社會(huì)需求,如何在規(guī)模擴(kuò)大的同時(shí)保障高等教育質(zhì)量就成為了一個(gè)值得思考的問題。高等學(xué)校作為高等教育的實(shí)施機(jī)構(gòu),必然承擔(dān)著越來越大的生存與發(fā)展的責(zé)任。因此,高校必須適應(yīng)外部環(huán)境,通過履行解釋說明責(zé)任的義務(wù)來積極應(yīng)對(duì)來自政府、社會(huì)公眾、學(xué)生以及家長的問責(zé)。本文以我國高等學(xué)校問責(zé)制度為研究對(duì)象,對(duì)影響高校問責(zé)制實(shí)施的因素、如何實(shí)施高校問責(zé)制、如何保障高校問責(zé)制實(shí)施進(jìn)行研究,目的是完善我國高校問責(zé)制的相關(guān)理論。對(duì)高等學(xué)校問責(zé)制的實(shí)施進(jìn)行研究,有著理論與實(shí)踐兩方面的意義。從理論層面來說,能夠豐富我國高等學(xué)校問責(zé)制的相關(guān)理論;從實(shí)踐層面來說,可以在實(shí)踐中拓展問責(zé)制的應(yīng)用領(lǐng)域,有效地推進(jìn)高校民主治校和依法治校的進(jìn)程,為高等教育的發(fā)展和高等學(xué)校管理改革提供思路與建議。研究內(nèi)容主要包括五個(gè)部分:第一,高等學(xué)校問責(zé)制的內(nèi)涵與理論基礎(chǔ)。這部分分析了問責(zé)制與高等學(xué)校問責(zé)制的內(nèi)涵,探討了高校問責(zé)制的理論基礎(chǔ)——新公共服務(wù)理論與委托代理理論。第二,高等學(xué)校問責(zé)制實(shí)施的必要性與可行性。從高等學(xué)校權(quán)責(zé)對(duì)等、保障高校利益相關(guān)者權(quán)益、高校管理體制改革三個(gè)方面對(duì)高校問責(zé)制實(shí)施的必要性進(jìn)行探討。從高校自身的組織屬性、實(shí)施的法律基礎(chǔ)與實(shí)踐基礎(chǔ)三個(gè)方面對(duì)高校問責(zé)制實(shí)施的可行性進(jìn)行了探討。第三,影響高等學(xué)校問責(zé)制實(shí)施的因素。高等學(xué)校問責(zé)制在實(shí)施的過程中受到問責(zé)內(nèi)容、問責(zé)程序、評(píng)價(jià)指標(biāo)、公共政策目標(biāo)、法律、高校內(nèi)部管理結(jié)構(gòu)、問責(zé)文化這幾個(gè)因素的影響。第四,高等學(xué)校問責(zé)制的實(shí)施程序。根據(jù)問責(zé)主體不同可以把對(duì)高校的問責(zé)分為同體問責(zé)與異體問責(zé),因此問責(zé)程序也不相同。同體問責(zé)的問責(zé)程序是問責(zé)啟動(dòng)、調(diào)查核實(shí)、復(fù)查審核、執(zhí)行決定。異體問責(zé)的問責(zé)程序是問責(zé)啟動(dòng)、信息整理與呈現(xiàn)、介入與改進(jìn)。第五,高等學(xué)校問責(zé)制的實(shí)施保障。因?yàn)楦叩葘W(xué)校問責(zé)制的建設(shè)是一種制度建設(shè),基于新制度經(jīng)濟(jì)學(xué)的角度,可以從非正式規(guī)則、正式規(guī)則與實(shí)施機(jī)制三方面進(jìn)行保障。從非正式規(guī)則方面來說,保障高校問責(zé)制的實(shí)施需要增強(qiáng)高校的責(zé)任意識(shí)、合理定位政府角色、尊重學(xué)術(shù)自由與高校自治傳統(tǒng);從正式規(guī)則方面來說,需要明確高等教育的政策目標(biāo)、建立高校問責(zé)制的制度基礎(chǔ)、建立教育信息發(fā)布系統(tǒng);從實(shí)施機(jī)制方面來說,需要制定科學(xué)的評(píng)估標(biāo)準(zhǔn)、設(shè)置專門的實(shí)施機(jī)構(gòu)、實(shí)現(xiàn)多元問責(zé)。
[Abstract]:After the 90s of last century, our government accelerated the reform of higher education through continuous expansion of enrollment, which made great progress in Higher Education in China. With the rapid development of economy, higher education is also facing tremendous pressure. How to ensure that higher education meets all aspects of social needs under the premise of guaranteeing its own development and how to guarantee the quality of higher education while expanding its scale has become a problem worthy of consideration. As an institution of higher education, colleges and universities are bound to bear more and more responsibility for survival and development. Therefore, colleges and universities must adapt themselves to the external environment and actively respond to accountability from the government, the public, students and parents by fulfilling their obligations to explain responsibilities. Taking the accountability system of universities in China as the research object, this paper studies the factors that influence the implementation of University accountability system, how to implement the accountability system in universities and how to guarantee the implementation of accountability system in Colleges and universities, so as to improve the related theories of accountability in Colleges and universities. The study of the implementation of accountability system in Colleges and universities has two meanings in theory and practice. From the aspect of theory, theory can enrich the accountability of higher schools in our country; in practice, you can expand the application field of the accountability system in practice, promoting democracy and the law of the process effectively, to provide ideas and suggestions for the development of higher education and higher education management reform. The research content mainly includes five parts: first, the connotation and theoretical basis of the accountability system in Colleges and universities. This part analyzes the connotation of accountability system and accountability system in Colleges and universities, and probes into the theoretical basis of accountability system in Colleges and Universities -- new public service theory and principal-agent theory. Second, the necessity and feasibility of the implementation of accountability system in Colleges and universities. The necessity of implementing the accountability system in Colleges and universities is discussed from three aspects: the equivalence of rights and responsibilities, the rights and interests of stakeholders, and the reform of university management system. This paper discusses the feasibility of the implementation of accountability system in Colleges and universities from three aspects of its own organizational attributes, the legal basis and the practical basis of the implementation. Third, the factors affecting the implementation of accountability system in Colleges and universities. The accountability system in Colleges and universities is influenced by accountability, accountability procedures, evaluation indicators, public policy objectives, laws, internal management structure and accountability culture. Fourth, the implementation procedure of accountability system in Colleges and universities. According to the different accountability subjects, the accountability of colleges and universities can be divided into the androgynous accountability and the allogeneic accountability, so the accountability procedures are also different. The process of accountability for accountability is the initiation of accountability, investigation and verification, review and review, and implementation decisions. The accountability procedures of allogeneic accountability are the initiation of accountability, the arrangement and presentation of information, the intervention and improvement. Fifth, the guarantee of the implementation of accountability system in Colleges and universities. Because the construction of accountability system in Colleges and universities is a system construction. Based on the perspective of new institutional economics, it can be guaranteed from three aspects, namely, informal rules, formal rules and implementation mechanisms. From the informal rules, guarantee the implementation of University accountability need strengthen the sense of responsibility, reasonable positioning of the role of government, respect for academic freedom and university autonomy tradition; from the formal rules, need to clear the higher education policy objectives, establishing the accountability system foundation, ask the establishment of education information system from the implementation mechanism; it needs to make scientific evaluation standards and implementation of specialized institutions, to achieve multiple accountability.
