基于多層次分類DEA的高等院?蒲行试u價(jià)

【摘要】:基于DEA對我國對高校投入產(chǎn)出績效評價(jià)主要是利用經(jīng)典DEA模型對高校相關(guān)科研、教學(xué)等活動(dòng)以院系或?qū)W校進(jìn)行計(jì)算和分析。然而,經(jīng)典DEA模型采用Pareto-Koopmans的序關(guān)系,這種序關(guān)系下,每一個(gè)投入,產(chǎn)出的指標(biāo)都被視做同等重要,不可相互補(bǔ)償。其次,經(jīng)典DEA模型還存在若評價(jià)單元有限的條件下,選取過多評價(jià)指標(biāo)會(huì)出現(xiàn)區(qū)分度下降的問題。而在我國現(xiàn)實(shí)科研活動(dòng)中,高校績效評估體系已演變?yōu)橐粋(gè)復(fù)雜的、多目標(biāo)的績效評估體系,簡單套用經(jīng)典DEA模型容易導(dǎo)致評價(jià)結(jié)果偏差問題。本文針對我國高校覆蓋自然科學(xué)、人文社會(huì)科學(xué)多個(gè)研究領(lǐng)域,不同學(xué)科有其自身學(xué)科特點(diǎn),簡單將高校各項(xiàng)數(shù)據(jù)加和進(jìn)行整體科技投入績效的分析存在忽略學(xué)科之間差異性和不可比性等問題,建構(gòu)了多層次分類RD-DEA模型,并以教育部直屬高校為例展開實(shí)證分析。評價(jià)結(jié)果顯示,RD-DEA模型在允許高校突出顯示自然科學(xué)和人文社會(huì)科學(xué)特點(diǎn)基礎(chǔ)上,能夠較好地體現(xiàn)評價(jià)中價(jià)值導(dǎo)向,同時(shí)還能兼顧現(xiàn)實(shí)高?萍荚u價(jià)多層次指標(biāo)特點(diǎn)基礎(chǔ)上依舊具有較好地辨識度,評價(jià)結(jié)果相對更加客觀。
[Abstract]:Based on DEA, the input-output performance evaluation of colleges and universities in China is mainly based on the classical DEA model to calculate and analyze the related scientific research, teaching and other activities in colleges and universities. However, the classical DEA model adopts the order relation of Pareto-Koopmans, under which each input and output index is regarded as equally important and can not be compensated for each other. Secondly, the classical DEA model still has the problem that if the evaluation unit is limited, the discrimination degree will decrease if too many evaluation indexes are selected. In the real scientific research activities of our country, the performance evaluation system of colleges and universities has evolved into a complex and multi-objective performance evaluation system. Simply applying the classical DEA model can easily lead to the deviation of evaluation results. In view of the fact that colleges and universities in China cover many research fields of natural science, humanities and social sciences, and different disciplines have their own characteristics, this paper simply ignores the differences and incomparability between disciplines in the analysis of the overall investment performance of science and technology in colleges and universities, and constructs a multi-level classified RD-DEA model, and takes the colleges and universities directly under the Ministry of Education as an example to carry out an empirical analysis. The evaluation results show that the RD-DEA model can better reflect the value orientation in the evaluation on the basis of allowing colleges and universities to highlight the characteristics of natural science and humanities and social sciences, and at the same time, it can still have a good degree of identification on the basis of taking into account the characteristics of multi-level indicators of science and technology evaluation in colleges and universities, and the evaluation results are relatively more objective.
