【摘要】：項(xiàng)目管理的應(yīng)用發(fā)展過程，就是由傳統(tǒng)的“管理項(xiàng)目”的基本管理理念發(fā)展到“通過項(xiàng)目進(jìn)行管理”的中級管理理念，再發(fā)展到“按項(xiàng)目進(jìn)行管理”的高級管理理念的過程，這一過程充分體現(xiàn)了“管理項(xiàng)目化”這個(gè)管理理念不斷延伸的過程。因此將國際先進(jìn)項(xiàng)目管理模式和經(jīng)驗(yàn)與我國高校水電節(jié)能工作的開展有效融合起來,不僅適應(yīng)高校后勤社會化的改革思路,使高校的水電管理向?qū)I(yè)化管理方式轉(zhuǎn)變,而且能提高水電節(jié)能工作的系統(tǒng)化、科學(xué)化、規(guī)范化水平，必定會對我國高校水電節(jié)能工作的提高產(chǎn)生積極的影響。 本文總結(jié)分析了當(dāng)前制約我國高校水電節(jié)能工作的根本原因在于節(jié)能資金缺乏、管理體制落后、運(yùn)行機(jī)制和節(jié)能意識建設(shè)滯后。結(jié)合項(xiàng)目管理相關(guān)理論，提出在高校水電節(jié)能領(lǐng)域?qū)嵤╉?xiàng)目管理能有針對性的更科學(xué)更合理的解決制約我國高校水電節(jié)能工作發(fā)展的難題。 對于項(xiàng)目管理在高校水電節(jié)能領(lǐng)域的應(yīng)用研究，本文將項(xiàng)目管理內(nèi)容、原則、特點(diǎn)與高校水電節(jié)能實(shí)際相結(jié)合，歸納總結(jié)出三種主流水電節(jié)能管理模式，并在分析比較三種高校水電節(jié)能項(xiàng)目管理模式的基礎(chǔ)上，結(jié)合國內(nèi)部分高校實(shí)踐操作后的成效，，提出本文的核心觀點(diǎn)：以水電定額管理為基礎(chǔ)的多層管理模式是適合我國高校水電節(jié)能工作的合適模式。并就多層管理模式的建立提出幾點(diǎn)切實(shí)可行的操作意見，為全面提高高校節(jié)能工作水平，提高資源優(yōu)化配置與管理效率提供借鑒與思路。
[Abstract]:The application and development process of project management is the process of developing from the traditional basic management concept of "management project" to the intermediate management concept of "managing through project", and then to the senior management concept of "managing by project". This process fully reflects the continuous extension of the management concept of "management project". Therefore, the effective integration of international advanced project management mode and experience with the development of hydropower energy saving work in colleges and universities in China not only adapts to the reform train of thought of rear service socialization in colleges and universities, but also changes the hydropower management in colleges and universities to the way of professional management. Moreover, it can improve the systematization, scientization and standardization of hydropower energy saving work, which will certainly have a positive impact on the improvement of hydropower energy saving work in colleges and universities in China. This paper summarizes and analyzes that the fundamental reasons that restrict the energy saving work of hydropower in colleges and universities in our country lie in the lack of energy saving funds, the backwardness of management system, and the lag of the construction of operation mechanism and energy saving consciousness. Combined with the related theories of project management, this paper puts forward that the implementation of project management in the field of hydropower energy conservation in colleges and universities can solve the difficult problems that restrict the development of hydropower energy saving work in colleges and universities in China. For the application research of project management in the field of hydropower energy saving in colleges and universities, this paper combines the contents, principles and characteristics of project management with the actual situation of hydropower energy saving in colleges and universities, and sums up three mainstream hydropower energy saving management modes. On the basis of analyzing and comparing three kinds of hydropower energy saving project management modes in colleges and universities, combined with the practical operation of some colleges and universities in China, The core point of this paper is that the multi-layer management mode based on hydropower quota management is suitable for hydropower energy saving in colleges and universities in China. Some feasible operational suggestions on the establishment of multi-layer management mode are put forward, which provides reference and train of thought for improving the level of energy saving and improving the efficiency of resource allocation and management in colleges and universities in an all-round way.
