我國大學(xué)“教授治校”問題研究

【摘要】:高等教育體制改革多年來一直都是社會媒體熱議的話題,隨著我國高校的逐步發(fā)展,由于傳統(tǒng)原因而造成的體制問題對高校的發(fā)展逐漸成為阻礙,經(jīng)過多年的改革努力,我國高等教育體制改革取得了一定的成效,但是表現(xiàn)出的效果還是不能讓人滿意。近年來,在高教改革上呼聲最多的就是“教授治!迸c“去行政化”,大學(xué)的職能是培養(yǎng)人才,發(fā)展科研和服務(wù)社會,而教授作為知識的擁有者,通過其專業(yè)優(yōu)勢來行使大學(xué)職能,他的作用是保證大學(xué)可以培育出優(yōu)秀的精英人才,研究發(fā)展高效的科研項目。教授是高校的核心力量,是大學(xué)使命的主要執(zhí)行者。在現(xiàn)今的社會背景下提倡教授治校,可以調(diào)節(jié)高校中普遍存在的行政權(quán)力與學(xué)術(shù)權(quán)力的矛盾,明確學(xué)術(shù)權(quán)力的主體核心地位,以發(fā)展學(xué)術(shù)自由、學(xué)術(shù)自治的大學(xué)理念,推動高等教育內(nèi)部管理體制改革,促進(jìn)高等教育健康有序發(fā)展。本篇文章首先闡述了西方大學(xué)教授治校的歷史淵源,分析出教授治校得以在國外大學(xué)發(fā)展的合理性,以及通過對不同大學(xué)內(nèi)部管理體制的分析,得出教授治校的多種模式,使大家更好的理解何謂教授治校,教授治校是如何運作的。其次,對我國大學(xué)教授治校體制的歷史沿革,從背景、產(chǎn)生、發(fā)展、衰退四個階段進(jìn)行闡述,從而引出我國現(xiàn)階段高等教育管理體制模式,分析現(xiàn)行高等教育管理體制的弊端,再引出在我國實施教授治校的重要性與可行性,并分析在我國如何進(jìn)行教授治校改革。最后,以新籌建的南方科技大學(xué)為例,探索一條適合我國教授治校的道路。
[Abstract]:The reform of higher education system has been a hot topic of social media for many years. With the gradual development of colleges and universities in our country, the institutional problems caused by traditional reasons have gradually become obstacles to the development of colleges and universities. After years of reform efforts, The reform of higher education system in our country has achieved some results, but the effect is still not satisfactory. In recent years, the most popular voice in the reform of higher education is "professor running the school" and "de-administration". The function of the university is to train talents, develop scientific research and serve the society, and professors, as the owners of knowledge, Through its professional advantages to exercise the functions of the university, his role is to ensure that the university can cultivate excellent elite talents, research and development of efficient scientific research projects. Professor is the core force of colleges and universities and the main executor of university mission. Under the present social background, advocating the administration of universities by professors can regulate the contradiction between administrative power and academic power, clarify the core position of the main body of academic power, and develop the university concept of academic freedom and academic autonomy. We will promote the reform of the internal management system of higher education and promote the healthy and orderly development of higher education. First of all, this paper expounds the historical origin of the management of western universities, analyzes the rationality of the development of professors in foreign universities, and through the analysis of the internal management system of different universities, draws a variety of models of professor management. So that we can better understand what is meant by professors and how professors run schools. Secondly, this paper expounds the historical evolution of the university professor management system in our country from the four stages of background, emergence, development and recession, thus leads to the mode of higher education management system in our country at the present stage, and analyzes the disadvantages of the current higher education management system. Then the importance and feasibility of implementing professor management in our country are introduced, and how to carry out the reform of professor administration in our country is analyzed. Finally, taking the newly established Southern University of Science and Technology as an example, this paper explores a suitable way for professors to run universities in China.
